What is the CCPM?

The Cluster Coordination Performance Monitoring (CCPM) exercise is a process evaluating the six core functions of a cluster by encouraging self-reflection from the humanitarian community through analysis of survey responses and open discussion among partner organisations of the results, as they fit the operational context, to determine areas of success and for potential improvement of the cluster community as a whole. 

The six core functions of a cluster are:

  1. To support service delivery
  2. To inform the Humanitarian Coordinator and Humanitarian Country Team strategic decision-making
  3. To plan and implement cluster strategies
  4. To monitor and evaluate performance
  5. To build national capacity in preparedness and contingency planning
  6. To support robust advocacy

The CCPM is a country-led process, globally supported and it enables partners and coordinators to reflect on strengths and gaps, and to agree on actions for improvement.

Methodology & Process

The Logistics Cluster operations conduct the CCPM annually. The process begins with an introductory briefing to partners, followed by the distribution of an anonymous survey to all stakeholders involved in a given operation. This survey gathers feedback on partner satisfaction across various elements of the core functions, including Information Management, Emergency Preparedness, Advocacy, and Coordination.

To encourage participation and ensure honest responses, the survey is kept anonymous. The results are then analysed and discussed during a dedicated meeting with partners, where areas for improvement are identified and next steps are agreed upon.
