What is a Cluster?

The Cluster Approach is designed to bring together organisations working in the same sector to address the complex needs that arise during emergencies, and therefore to better coordinate their response activities. A Cluster is a group of humanitarian actors, such as UN agencies, NGOs, and civil society organisations, who collaborate to tackle specific challenges within a sector, whether it be logistics, health, shelter, or water and sanitation.

Each Cluster is led by a designated agency with expertise in the relevant field, which facilitates joint planning, information sharing, and coordinated action. This leadership ensures that all partners are working towards common objectives, resources are optimised, and duplication of efforts is avoided. The Cluster system is flexible and adapts to the context and needs of each emergency, ensuring that the response is both effective and accountable.

The objectives of the Cluster approach include:

  • Predictable leadership and accountability through designated Cluster Leads.
  • Timely and effective responses supported by global capacity, trained experts, and stockpiles.
  • Stronger partnerships among humanitarian actors and national authorities.
  • Better planning and prioritisation to reduce gaps and duplication.
