The Logistics Sector operation in Syria is evolving in response to a rapidly changing humanitarian context following the December 2024 political transition. While improvements in trade flows, infrastructure, and market capacity have increased operational opportunities, the environment remains highly volatile due to ongoing hostilities, regional instability, and persistent access constraints. Against a backdrop of 15.6 million people in need, logistics operations face key challenges including damaged infrastructure, complex importation procedures, limited temperature-controlled warehousing capacity, and gaps in emergency preparedness. After humanitarian reset, the former Logistics Cluster has transitioned to a sector-based approach, shifting its focus from direct service delivery toward strengthening coordination, information management, and national supply chain capacities to support a more sustainable and locally anchored humanitarian response and recovery activities.
The 2026 operation prioritizes enabling efficient humanitarian logistics through enhanced coordination mechanisms and robust information management systems. Regular coordination platforms, inter-agency engagement, and strategic advocacy aim to address operational bottlenecks, streamline importation processes, and reduce duplication of efforts across partners. At the same time, the sector is improving the availability and accessibility of critical logistics data, such as infrastructure, transport capacity, and supplier information, through tools like the LOGIE platform and updated assessments. Direct logistics services will be maintained only as a provider of last resort, ensuring support during critical gaps, while emphasis is placed on preparedness, partner collaboration, and capacity-building to strengthen resilience and ensure continuity of supply chains across Syria.
