Training of Trainers

Concept:

Given the Logistics Cluster's operation through various actors, a common and comprehensive training programme is critical to maximizing interoperability between actors.  The Global Cluster Reference Module, issued by the Inter-Agency Standing Committee (IASC, 2006), clearly directs all clusters to focus on "Building response capacity [through] training and system development at the local, national, regional and intermediate levels [and] establishing and maintaining surge capacity and standby rosters."

As per the nature of clusters, the inclusion of partners in design and implementation of trainings is key.  During the Training of Trainers (ToT), partners and local staff gain the skills and knowledge to conduct Logistics Cluster trainings and help to spread knowledge across the humanitarian community.  Through this concept, local actors are provided with a cost-effective and sustainable option to train staff and partners.

The vision of the ToT is that through the provision of standard modules and the training of multipliers (trainers) from the humanitarian community, across a wide range of countries, basic logistics and logistics coordination knowledge will be shared, to enable organisations and systems to respond together in emergencies.

A training that prepares staff from partner organisations and the Logistics Cluster, to lead the various Logistics Cluster capacity building projects in regional hubs around the world.  Through this concept, local actors are provided with a cost-effective and sustainable option to train staff and partners.
