Enabling Humanitarian Aid to Cross Borders Efficiently
IMPACCT is a global, multi‑stakeholder network dedicated to making the cross‑border movement of humanitarian aid faster, safer, and more predictable. Created in 2017 under the umbrella of UN‑OCHA, and hosted by the Logistics Cluster since 2021, IMPACCT brings together humanitarian organizations, government authorities, multilateral institutions, and technical experts to address one of the most persistent challenges: how to move humanitarian relief items across international borders without delay.
Our mission is simple and essential to ensure that humanitarian organizations can deliver aid rapidly, and that affected populations can access assistance without unnecessary bureaucratic obstacles.
We work to build trust between humanitarian actors and border agencies, promote coherent and coordinated approaches, and strengthen preparedness at global, regional, and national levels. Through collective action, evidence‑based analysis, and inclusive collaboration, IMPACCT helps create an environment where humanitarian aid can move efficiently, even in the most complex crises.
From strategic engagement with multilateral systems, to capacity building, to addressing bureaucratic impediments, IMPACCT’s 2025–2030 strategy outlines a comprehensive approach to improving importation and Customs processes worldwide. Our work supports faster emergency response, stronger partnerships, and better outcomes for people affected by disasters and conflict.
