On 12–13 May 2026, the Civil Protection Authority (CPA) of Timor-Leste convened the third National Humanitarian Logistics Preparedness workshop, marking a further step in strengthening humanitarian logistics coordination in emergencies.
Implemented in partnership with the World Food Programme and the Global Logistics Cluster, the Field-Based Preparedness Project (FBPP) focusses on laying the groundwork for a national Logistics Technical Working Group (LTWG). The LTWG aims to provide a platform for partners to share information, align approaches, and better utilise available resources to advance emergency logistics coordination and readiness. During this third workshop, stakeholders from the government entities, United Nations agencies, non-governmental organisations, and the private sector actively reviewed the terms of reference for the LTWG and discussed national logistics preparedness action plan.
Timor-Leste is a small island developing state which recurrently suffers from floods, earthquakes, droughts, and landslides. Partnerships and collaboration are crucial when disaster strikes, and this group will ensure that the humanitarian actors in the country are aligned in their practices and are aware of what resources and procedures are in place. The country’s recent accession to the Association of Southeast Asian Nations (ASEAN) will improve regional collaboration and enable it to benefit from various regional initiatives, especially ones being implemented by the AHA Centre (ASEAN Coordinating Centre for Humanitarian Assistance on disaster management), who also participated in the workshop to explain their function and role in emergencies.
Following this third workshop, the LTWG ToRs and the national logistics preparedness action plan will need to be formally endorsed to ensure CPA and partners’ collective commitments to operationalizing this plan. Through direct implementation and/or provision of technical, operational, and financial support, it is expected that the LTWG, under CPA’s guidance and leadership, will jointly continue advancing national capacities across four priority areas: Assessment & Information Management; Warehousing & Capacity Strengthening; Fuel; and Access & Transport. This marks an important milestone towards a more coordinated and effective humanitarian logistics system in Timor-Leste, with continued efforts required to strengthen preparedness and response capacities.
