Lessons Learned
To ensure accountability to stakeholders, the Global Logistics Cluster regularly commissions Lessons Learned Exercises assessing the performance of the Logistics Cluster in field operations. Lessons Learned Exercises are part of the performance review system that the Logistics Cluster is developing that will include a systematised M&E process and measurable KPIs. Lessons Learned Exercises have been integrated into the Logistics Cluster 2016-2018 strategy within Goal 4 - Learn and Drive Best Practices.
Introduction
Lessons Learned Exercises are intended to improve Logistics Cluster performance during current operations and drive preparedness for future interventions, by allowing for constant tailoring of the support provided to the humanitarian community in coordination, Information Management, and in accessing common logistics services.
Objectives
The overall objectives of Lessons Learned Exercises are:
- To draw lessons and recommendations from Logistics Cluster operations and support improved performance in future operations.
- To support the Global Logistics Cluster in identifying best practices across operations.
- To assess the performance of the Logistics Cluster in terms of relevance, efficiency, and effectiveness of activities and to provide the capacity to identify gaps in addressing the needs of the humanitarian community.
Methodology
Following the development of a Lessons Learned Protocol in 2014, these exercises are now conducted following a standardised procedure which includes regular Lessons Learned Surveys, missions conducted in cooperation with partnering organisations, and interviews with key stakeholders, such as NGOs, UN agencies and government representatives.
Global Logistics Cluster - Joint Strategic Evaluation (2012)
This is the first evaluation conducted on an individual cluster. The evaluation assessed the effectiveness, efficiency, utilisation, results and satisfaction of the Logistics Cluster’s products, services and activities at global and country levels. The cluster’s operations were found to be relevant, effective and provided value to participating organisations. While the ability of the cluster to learn and apply lessons was hindered by the lack of systematic approaches, the cluster demonstrated improvement over time. For further documentation click here.
