3. COMPOSITION OF HUMANITARIAN CONVOYS
Merging MOVCON/MSC and Humanitarian convoys, noting the contradiction with MCDA guidelines, particularly on distinction. Seeking possible alternatives eg. waiting for a quorum of vehicles before movement, moving with MOVCON only if the commercial vehicles contain non-military items (equipment, ammunition, fuel, etc), etc.
4. RESCUE AND RECOVERY
Humanitarians have been asked to present their recovery plan otherwise accept to be billed by MSD/UNMISS transportation unit when their trucks are recovered. This has never been agreed and remains an issue for discussion. Cost recovery is not possible under MCDA, where the military provide assets "free of cost". Alternatives need to be explored e.g. for humanitarian agencies to ensure repair/recovery capacity, waiting for larger convoys so that limited UNMISS recovery capacity can be attached, etc.
5. CONVOY SECURITY
Ensuring that local level MCDA agreements should not be made and authorization is made (with plenty of time) through OCHA and MCDA meeting in Juba.
6. UNREGISTERED TRUCKS JOINING UNMISS CONVOYS.
Ceasing the link up of unregistered humanitarian agency commercial trucks with UNMISS or humanitarian force protected convoys.
7. REVIEWING SECURITY LEVEL OF ROADS
Specific geographic areas listed by UNDSS as not requiring Force Protection, but where insecurity is significant enough for the ASMT to change that status to Red and requiring Force Protection.
8. UNMISS HELICOPTERS
The need for Juba level MCDA approval for cargo and MOP flights using UNMISS Helicopter. Is there flexibility eg. in non-conflict areas to transport staff, etc. Need to stop agreements at local level.
