1. Logistics Cluster General Updates

• 2026 Gaps and Needs Analysis:
• Partner interviews and online survey have been completed. The final draft report is under review by Logistics Cluster Management. Once cleared, the Logistics Cluster will develop the related concept of operations and organize an ad hoc partner briefing.
• Joint Logistics Cluster and ETC Workshop:
• The workshop brought together 34 participants representing UN agencies, international NGOs, national NGOs, and government counterparts.
• Participants highlighted limited resources, access restrictions, infrastructure constraints, rising costs, storage and transport delays, administrative barriers, and security risks.
• Log Cluster & ETC Workshop priorities: Improve coordination and information-sharing, strengthen stakeholder engagement, map warehousing, transport, and communications assets, explore shared digital platforms and dashboards, and expand training, knowledge-sharing, and expert rosters.
• Logistics Cluster and ETC technical roles: Logistics Cluster and ETC services will remain technically distinct even as coordination between the two clusters is strengthened.

2. Air Operations Update

• UNHAS Passenger Services
• UNHAS continues to provide passenger air services into, out of, and within Yemen. International destinations currently include Amman and Djibouti, while domestic destinations include Aden, Sana'a, Marib, Mukalla/Riyan, and Seiyun.
• Flights to Mukalla and Seiyun are operated based on passenger demand, while flights to Marib remain subject to final clearance from the relevant authorities.
• The UNHAS September flight schedule is available on the Logistics Cluster website. Partners are encouraged to submit booking requests through the UN Booking Hub or contact the UNHAS team directly for assistance at UNHAS.YEMEN@wfp.org 
• UNHAS Cargo Services
• Humanitarian cargo can be transported subject to advance approval, required clearances, passenger load, aircraft capacity, weight, and volume limitations. An indicative cargo capacity of approximately 500 kg per flight and a transportation charge of USD 5/kg; actual capacity may vary depending on operational requirements.

• UNHAS confirmed that cargo can be transported to Sana'a on regular flights, subject to obtaining the necessary clearances and availability of capacity.

   

• Operational Updates
• UNHAS reported temporary aircraft-related operational challenges during the reporting period and confirmed that contingency arrangements were implemented to ensure continuity of passenger services.
• Other Air Services
• The OSESGY air service continues to operate twice monthly, connecting Aden and Sana'a with Amman and Djibouti. The OSESGY schedule can be found here
• An overview of commercial flight services operated by Yemenia, FlyAden, and Air Djibouti was also presented. The use of commercial alternatives remains subject to UNDSS guidance and each organization's security procedures.

3. Sea & Port Operations Update

• Port Operations
• Aden and Al Hodeidah ports continue to serve as the primary entry points for humanitarian and commercial cargo into Yemen. Containerized cargo destined for Al Hodeidah is transported through feeder services operating via regional transshipment hubs, including Jeddah and Djibouti.
• Operations at Mokha Port remain suspended until further notice. Based on information shared during the meeting, the suspension is currently having minimal impact on humanitarian supply chains, as the majority of partner cargo continues to be routed through Aden Port.
• Hapag-Lloyd Service Suspension
• Hapag-Lloyd has temporarily suspended feeder services to Aden, directly affecting a scheduled WFP shipment. The WFP Shipping Unit is actively exploring alternative routing and delivery arrangements to mitigate potential disruptions.
• Pipeline Data Sharing
• Partners were requested to share current and projected shipping volumes, as well as any operational constraints affecting cargo movements. The Logistics Cluster will use the information provided to assess sector-wide impacts, identify emerging bottlenecks, and determine potential support measures where required.

4. Road Transportation Update

• Security conditions along the western coast remain highly volatile and may change at short notice. High-risk locations highlighted include Al Mudhaffar, Al Wazi'iyah, Mawza, Al Makha, and Dhubab (Taiz Governorate), as well as Hays, At Tuhayta, and Al Khawkhah (Al Hodeidah Governorate).
• Partners were reminded to confirm current route accessibility and security conditions with transporters and security teams before dispatching cargo. Ongoing monitoring and information sharing were encouraged to support safe and efficient cargo movements.

5. WFP On-Demand Services (ODS) Update

• WFP On-Demand Services launched a new partner request platform to improve request submission, tracking, and processing efficiency. Services currently available include goods transport, procurement, and storage, with fuel procurement and transport to be added.
• ODS are provided on a cost-recovery basis and remain separate from Logistics Cluster common services.
• ODS confirmed that dry and cold storage solutions can be arranged according to partner requirements. Fuel storage is not currently available; fuel-related support remains limited to procurement and transportation services.

• ODS will provide guidance materials and conduct an information/training session for partners on the use of the new platform.

   

6. Partner Discussion and Any Other Business (AOB)

• Partners welcomed the new WFP ODS platform as a positive step towards more streamlined service requests.
• It was agreed that a dedicated Partner Updates segment will remain a standing agenda item for future coordination meetings. Partners are encouraged to propose brief presentations on significant supply chain operations, operational challenges, best practices, or lessons learned ahead of upcoming meetings.
• Customs and importation procedures remain a priority area. The Logistics Cluster continues engagement with relevant authorities to streamline pre-importation, importation, and transit procedures.
