1. GENERAL UPDATES ON THE SITUATION

• According to official figures (as of July 13, 2026), the death toll stands at 4,490, with 16,740 injured, 6,462 people rescued, and more than 17,907 affected.
• A total of 108 temporary camps have been set up, housing approximately 25,087 people as of July 12, 2026. These camps are distributed across Caracas (41), Miranda (29), La Guaira (28), and Aragua (10).
• Additionally, OCHA published the Addendum to the Humanitarian Needs and Response Plan (HNRP) as part of the Country Humanitarian Team’s response to the emergency.

2. LOGISTICAL UPDATES

Customs

• The GTL continues to coordinate with authorities to clarify the import procedures that national and international NGOs must follow. To date, all humanitarian cargo shipments for NGOs must follow the same import protocols as those in place prior to the earthquake (with the exception of the United Nations system and the Red Cross).
• Likewise, the GTL will be relaying partners’ questions regarding customs to the authorities to obtain further information.

Maritime Transport

• The GTL confirmed with national authorities and operators that there is no estimated date for the resumption of commercial activities at the Port of La Guaira. Therefore, Puerto Cabello remains the primary port for commercial operations.
• In addition, the GTL will begin mapping the movement of humanitarian loading by all organizations responding to the emergency, and will distribute the corresponding form starting July 13.

Air Transport

• The dashboard was shared, showing the data collected on humanitarian aid delivered by air by various organizations. As of July 13, this includes reports from 7 organizations, 17 flights, and the delivery of 542 metric tons of humanitarian aid.

• Therefore, data collection via the form continues. At the same time, it was announced that, for the registration of humanitarian loading shipments, organizations must also report this information on the website https://venezuelanoestasola.com/, as published by national authorities.

  Land Transport

• Daily notifications to national authorities regarding land shipments of humanitarian cargo to La Guaira continue; accordingly, these records are still being received via the previously distributed form.

3. UPDATES TO THE GTL OPERATIONS CONCEPT

• It was reported that the GTL is expanding the logistics services available to humanitarian organizations at no cost, given the interest expressed by various humanitarian partners in sending maritime cargo to Puerto Cabello; therefore, support will be provided to partners for transportation from that port to La Guaira. Loading picked up in Puerto Cabello can be transported to the WFP warehouse for deconsolidation and reconsolidation, followed by shipment to La Guaira.
• The available storage capacity in La Guaira is being increased.[AA1] 
• Services currently available include:
  • Transportation (with or without pickup) from La Guaira, Miranda, the Capital District, Aragua, Carabobo, and Puerto Cabello to the GTL warehouses in La Guaira. Other services may be considered, subject to the availability of funds, access, and operational capacity. 
  • Temporary storage, including temperature-controlled storage spaces in La Guaira.[AA2]

  • Service requests are submitted via the Service Request Form (SRF) (link to instructions).

4. TELECOMMUNICATIONS UPDATE

• The Telecommunications Coordinator indicated that the identification of gaps and needs in telecommunications services has been shared with the UN System (SNU) and partners in the Emergency Telecommunications Group (ETC). 
• He reported that an internet system for communities (implemented by Emergency.lu) has been installed at Cesar Nieves Stadium, with a capacity of up to 1,000 users and a coverage radius of up to 300 m. The next installation is planned for Playa Grande.

5. PARTNER UPDATES

• Doctors Without Borders is evaluating the shipment of NFI, including medications, from Brussels via charter flights. Therefore, they are requesting that other partners share their experiences with bringing medicines into Venezuela under the humanitarian aid framework; in response, another partner reported having successfully imported hygiene kits previously with support from the Ministry of Health and OCHA.
• Other partners are interested in the mechanisms local organizations are using to receive humanitarian aid by air. It was emphasized that the key factor for importing remains having a customs broker who can properly manage the process. 
• In turn, the GTL reminded partners of the logistics services available to them to prevent shipments destined for local organizations from being held up at ports or airports due to limited logistics capacity.
• PAHO/WHO received a charter flight carrying medical supplies for emergency response without any issues at Maiquetía Airport (CCS).
• Regarding fuel, one partner mentioned supply problems in Yaracuy and Carabobo, noting that several gas stations have been found to be closed.

6. RESOURCES

• Partners were reminded of the available resources:
  • LogIE for information related to infrastructure. Various modules of the system provide access to the GTL Concept of Operations, information on connectivity in the affected areas, ETC.
  • The GTL’s dedicated website for the emergency, which contains all relevant links and documents. The website features an integrated machine translation system that allows users to view GTL documents in English and other languages.
