The Government of Pakistan has announced that vehicles imported for the relief effort will be processed under the system that existed prior to 8th October. The Ministry of Foreign Affairs, upon application in writing, will certify the exemption certificate that is used for tax free entry. There is no need to lodge an NOC with the ERC.
Tax Exemption
The following documents are required by the Ministry of Foreign Affairs:
1. Application letter requesting exemption certification with the following information.
- Vehicle description including whether new/used.
- Justification of importation and intended use.
- Vehicle identification number/chassis number.
3. Bill of Lading/Airway Bill.
4. Commercial Invoice.
Note: 3 original sets of documents are required for each vehicle. Multiple vehicles can be covered on one application letter.
These documents are lodged with:
Chief of Protocol
Ministry of Foreign Affairs
Islamabad
The expected turn around time is 24 hrs.
UNDP is prepared to undertake the above process (for UN agencies only) that wish to avail themselves of their service. It is suggested that agencies not registered in Pakistan utilize this option. (This is for UN agencies)
Customs Clearance
Once MFA approval is received the exemption certificate is given to the clearance agent along with the other importation documentation so that a formal customs clearance may be undertaken.
Vehicle Registration
Upon customs clearance the vehicle needs to be registered with the Excise Dept. For UN agencies, it is recommended that this process be done through UNDP. They require the following information: (1 original + 4 copies)
1. Bill of Entry - obtained from Customs or Sales Certificate if purchased locally
2. Commercial Invoice
3. Registration Form 'F' attached -->
4. National Bank of Pakistan Deposit Receipt.***
5. Exemption Certificate
6. 3rd Party Insurance Certificate
*** 950rps are required to be deposited into the bank account of the Ministry of Foreign Affairs. Acct No 514.
Upon issuance of registration number by UNDP, (if a UN agency) license plates may be purchased from any market.
Export
Prior to the export of any vehicles authorization must be sought from the Ministry of Foreign Affairs. Copies of all importation documents including the Exemption Certificate and Bill of Entry must be forwarded to Ministry of Foreign Affairs. UNDP can also assist in this procedure for UN agencies.
