1. Security situation. Cargo insurance.

• The Logistics Cluster coordination meeting for the southern regions was held in Odesa, at the World Food Programme (WFP) office.
• The WFP warehouse in Dnipro was affected by several strikes on 16 – 17 July. The Logistics Cluster partners and WFP cargo remained undamaged, however the facility is no longer available for storage. The Logistics Cluster partners were advised to consider relocating cargo to the WFP Kharkiv, Kropyvnytskyi or Odesa (Chornomorsk) warehouses.
• All cargo from the Dnipro warehouse is in the relocation process. The Logistics Cluster will keep partners informed of further decisions. Storage services in Dnipro are temporarily unavailable, while the relocation of WFP and Logistics Cluster partners cargo is ongoing. The Logistics Cluster continues to support partners with the relocation of their cargos.
• On 20 July, a security incident was also reported near the WFP warehouse in Chornomorsk, no impact on personnel, facilities, or operations was recorded.
• Partners shared previous experiences of losing storage facilities in Kyiv region and Druzhkivka due to shelling. It was noted that relocation does not always ensure safety, while the availability of suitable warehouse space in Kyiv region remains limited.
• The Logistics Cluster acts as a service provider. The Logistics Cluster is not an owner and is not insurer of any cargo. Responsibility for cargo insurance remains with the organisation owning the cargo, as confirmed in the Service Request Form (SRF). The Logistics Cluster does not reimburse the value of destroyed or damaged cargo. Partners are therefore responsible for making their own decisions on cargo insurance, with clear separation of responsibilities in case of incidents.
• Logistics Cluster invited participants to share practical cases of cargo insurance arrangements and highlighted the need to identify solutions for partners operating in Ukraine.
• Cargo insurance in Ukraine remains challenging due to war-related risks. Many insurance companies are reluctant to support short-term projects, often requiring annual contracts and lengthy inspection processes.

2. Storage. 

• Storage and transportation services are provided by the Logistics Cluster services (provided at no cost to the user), subject to Service Request Form (SRF) through the link.
• The Chornomorsk warehouse provides 2,275 m² of storage space and accepts humanitarian cargo for up to 60 days, with the possibility of extension. There is no limit on the volume of cargo that humanitarian organisations may request for storage. Over the past six months, 1,629 m³ of cargo from 12 organisations was received for storage.
• To access Logistics Cluster services, organisations are required to submit a Service Request Form (SRF). For cargo release, a Release Order Form (ROF) must be submitted. Requests for cargo release are normally processed within one working day.

3. Transportation.

• Each transportation request (SRF) and route are reviewed individually. The minimum cargo volume for a 10-ton truck is 12 pallets. The Logistics Cluster also highlighted its cooperation with the Ukrainian Red Cross, which provides additional capacity for smaller‑scale transport, depending on availability. Requests for cargo transportation are processed within three to five working days, depending on the location with longer lead times required for Kherson destination due to notification procedures.
• The Logistics Сluster provides information on the vehicle, date and transport document. The requesting organisation remains responsible for communication with the driver, loading arrangements and the coordination process. All instructions are provided by email.
• From January to July, 606 mt of humanitarian cargo were transported through nine convoys to 37 locations. Convoys are carried out using UN visibility trucks and equipped with a fork lift and tail lift. Drivers are briefed on the process, however, the Logistics Cluster does not provide loading service and staff.
• The Logistics Cluster does not normally provide truck consolidation cargo services, unless the route and timing match an existing movement.

4. Protection of humanitarian workers (Protect Aid Workers).

• The Logistics Cluster shared information on the Protect Aid Workers programme, which provides emergency grants of up to EUR 10,000 per affected humanitarian worker, support to families in case of death, and medical, psychological, legal and financial assistance through its partner, Caritas Ukraine, Project Manager in Ukraine is Anna Godzinets (ahodzinets@caritas.ua).
• Grants are provided for critical incidents linked to the professional duties of humanitarian workers, including violence, detention and abduction. The programme does not cover road traffic accidents, petty theft or illness.
• To request assistance, the organisation submits an application and the required documents. The programme team provides guidance and reviews the application, with urgent cases reviewed within 48 hours. Support may also be provided retrospectively within one year of the incident.
• The Protect Aid Workers programme does not cover damage to the personal property of humanitarian workers. Participants were advised to contact programme representatives for further clarification on eligibility and procedures.
• The information above is provided for partners awareness only. The Protect Aid Workers programme is implemented independently by its respective partners, and all enquiries regarding eligibility, application procedures, and support services should be directed to the programme representatives. The Logistics Cluster is only sharing information and is not responsible for the programme's implementation or case management.

5. Any Other Business (AOB).

• The Logistics Cluster shared links to the official Logistics Cluster website, the messenger app group, and the contact registration form for receiving updates and notifications on Logistics Cluster activities.
