Summary
Content
- To facilitate the supply of humanitarian relief materials to areas most affected by the continued rains and flooding in North Eastern Uganda, WFP on behalf of the humanitarian community responding to the flood emergency, will establish an air supply route to areas inaccessible by road, including temporary storage facilities in Soroti. At the same time WFP willwork to reopen the main roads necessary for aid deliveries as well as setting a logistics coordination mechanism.
- Organisations whishing to make use of the air cargo transport service may stage their cargo in Soroti for onward handling. Where main roads are accessible forward hubs will be established to serve for the last leg of delivery by air.
- WFP will receive and temporarily store cargo at storage facilities at Soroti airport. Maximum storage at the airport is 7 days. Transport from the storage facilities to the helicopter will be undertaken by WFP. Receipt, handling and loading of the aircraft will be free of charge during the emergency phase. Storage will be free of charge for the first 7 days upon receipt.
- From Soroti onward the cargo will be handled by UNHAS through two cargo helicopters only to road-inaccessible locations. A user group consisting of UN and NGO representatives will make decisions of priorities in terms of locations and type of cargo on a daily basis one day in advance of actual transport. The service is free of charge during the emergency phase of the operation. If the humanitarian community requests that air operations to be extended into the recovery phase a cost-recovery system will be put into place.
- Organisations whishing to request airlift or temporary storage of cargo for airlift need to fill out a Cargo Movement Request (CMR) or Temporary Storage Request (TSR) form and submit it to the logistics cluster in Kampala or Soroti. Forms are available from contacts below or online on http://www.logcluster.org/uganda-floods.
- Air passenger transport for assessments of inaccessible areas will be organised upon request of the user group and will be free of charge during the emergency phase.
- To enable the humanitarian community to reach beneficiaries by road, WFP will undertake a road and bridge damage assessment followed by the deployment of mobile bailey bridges and road rehabilitation works to ensure that delivery of aid cargo by road can be continued as soon as possible.
- the logistics cluster will serve to share information to identify gaps and bottlenecks as well as an operational planning forum to facilitate logistics coordination among all actors to enhance timeliness and efficiency of the response.
- WFP is in the process of augmenting its capacity with heavy duty trucks and boats for assessments and food aid deliveries. Organisations may contact WFP on a bilateral basis for transport services on a cost recovery basis.
