Summary
South Sudan - EVD, Operations and Supply Chain Meeting Minutes
Content
Date: 1 June 2026
Location: PHEOC
Chairpersons:
Fiona Lithgow (Logistics Cluster Coordinator)
Ayen Marial (Operations & Supply Chain, NPHI)
Participants: 10 representatives
Organizations Represented: WFP-Logistics Cluster, Ministry of Health / National Public Health Institute (MOH/NPHI), United Nations Children’s Fund (UNICEF), United Nations Development Programme (UNDP), International Organization for Migration (IOM) & World Health Organization (WHO).
Meeting Objective: To review PPE needs, existing resources, and partner stock levels.
Key findings:
Existing EVD preparedness resources and SOPs are available and should be updated rather than redeveloped.
Significant gaps persist, including lack of buffer stock at NPHI, insufficient PPE for Rapid Response Teams, funding constraints, and limited logistics capacity (notably lack of computers and trained staff).
Partner stock availability is limited; for example, IOM PPE is already allocated with no surplus.
Key agreements:
NPHI to review the stock list and clarify details
Conduct partner-wide mapping of PPE
Organisations will maintain their own supplies at their storage units, with buffer stock only at NPHI.
Tools will be developed for stocks able to be requested, with the holders of stocks responsible for updating the quantities.
A release order system will allow for stocks to be requested directly from the organisation holding stocks, with records.
Immediate actions:
NPHI to define detailed PPE needs across all pillars.
Logistics Cluster to circulate a stock survey and requirements list.
Logistics Cluster to review and share EVD SOPs from the previous preparedness to NPHI for final review.
MOH to follow up on a tax exemption process for EVD supplies, using initial process from 2019 and modified if required.
UNDP to follow up on computers for NPHI logistics staff.
