Overview
The UN Humanitarian Air Service (UNHAS) is an inter-agency common service administered by WFP to provide safe, efficient, responsive and cost-effective passenger and cargo airport services for humanitarian and development agencies and NGO partners.
For the Haiti Earthquake response, UNHAS has established a passenger service to shuttle essential staff in and out of Port au Prince while PAP airport has no capacity for commercial passenger flights.
Passenger service
Two aircraft are available (1x Cessna Caravan 208, 1x Dash-8) to provide passenger transport. Currently both aircraft shuttle between Santo Domingo and Port-au-Prince. There are two flights per day from Monday to Saturday. No flights on Sundays.

Route Port-au-Prince (PAP) - Santo Domingo (JBQ):
For now, passenger flights from Port-au-Prince to Santo Domingo are booked in person from the UNHAS booking desk at the Humanitarian Operations Centre on the MINUSTAH Log Base. Opening hours are from 09:00 to 15:00. Flights from PAP depart from the MINUSTAH apron on the Log Base. Passengers report to the UNHAS gate: WGS84 N 18° 34’ 38,5" W 072° 16’ 36,1’. Map:

Route Santo Domingo (SDQ/JBQ) – Port-au-Prince (PAP):
Flights from Santo Domingo are booked through submission of a Passenger Request Form to unhaspax.haiti@wfp.org. Forms can be downloaded from: http://www.logcluster.org/ops/hti10a/UNHAS-HAITI-BOOKING-FORM.xls/view.
Passenger flights from Santo Domingo leave from La Isabela International Airport (Aeropuerto Internacional Dr. Joaquin Balaguer JBQ).
All organizations wishing to use this service must be registered with OCHA. Organizations not on this list should request OCHA registration through their relevant Cluster. An organization’s focal point form must also be filed with UNHAS complete with the relevant signatures and stamp. These are available on the Logistics Cluster website at www.logcluster.org/hti10a. Non-UN or UN-partner passengers may only travel on stand-by.
Applications for flights must be made at the latest 48 hours before date of intended departure/flight. The baggage allowance is maximum 20 kg.
The manifest and times of departure must be checked the day prior to the flight after 12:00.
To date, some 2,000 passengers have utilized the UNHAS passenger service from 160 different organizations.
