Highlights

• As of 19 December, a total of 10,134 m3 /4,600 MT of relief items have been transported on behalf of 39 different humanitarian organisations through the Logistics Cluster.
• Total dispatched by sea: 4,622 m3/1,200 MT.
• Total dispatched by road: 5,512 m3/3,392 MT.
• Since the beginning of the operation, over 1,000 MT/3,000 m3 of inter-agency cargo has been facilitated through the Logistics Cluster on military assets.
• So far, 95 requests for storage have been received and 5,112 m3/ 1,728.8 MT has been stored in inter-agency warehouses.
• Logistics Cluster will not be dealing with cargo storage/dispatch requests on 25 December 2013 and on 01 January 2014, though will remain on standby for emergency situations.

Coordination/Information Management

• Logistics Cluster Meetings are regularly held in Tacloban, Guiuan, Ormoc, Cebu, Roxas and Manila.

Air Transport

• International air force support operations are now phased out. Over 1,000 MT/3,000 m3 of inter-agency cargo was facilitated through the Logistics Cluster on military assets (planes, helicopters and ships) for 34 organizations.
• Over 84 flights were provided by eight different Air Forces. Main destinations served by air were Roxas 45%, Tacloban 32%, Guiuan 16%, and Ormoc 7%.

UNHAS

• As of 18 December, UNHAS has transported 1,413 passengers and over 6 MT of humanitarian cargo. 271 flights have been executed to 20 different locations. (Manila, Cebu, Ormoc, Roxas, Guiuan, Tacloban, Catbalongan, Romblon, Alcantara, San Roque, Palawan, Cuyo, Lungsod, Borangan, Zumaraga, Iloilo, Sagay, Cadiz, Santa Fe and Victorias.
• UNHAS will not be operating scheduled flights on 25 and 26 December 2013, and 01 January 2014, but will remain on standby for emergency situations.
• A new UNHAS schedule is now in effect. There will still be two flights a day between Cebu and Tacloban (morning and afternoon), however in line with the decrease in demand to Roxas and Guiuan, flights in and out of these locations will now take place 3 times a week.
• For reasons of maintenance and crew rest, flights will no longer take place on Sundays, however UNHAS remains on emergency standby and can be reached on – unhas.philippines@wfp.org Tel: 09158616981/09276029005.

Overland Transport

• A fleet of 10 trucks is being contracted to serve the humanitarian community in Roxas, and trucks are available in Tacloban, Ormoc and Guiuan to augment road transport capacity on behalf of organizations when required. • 20 trucks a day are provided to the Department of Social Welfare and Development (DSWD) in Tacloban to support their distribution activities across Leyte, along with 3 Mobile Storage Units (MSUs).

Sea Transport

• The MV Super Shuttle Ro-Ro 5 (capacity of 2,400 MT) is ready to start its last rotation and will be departing Cebu on 19 December and expected to dock Tacloban port on 21 December.
• Ormoc Port is congested; however, the Port Authority is willing to prioritize vessels transporting humanitarian cargo as long as it is time-sensitive. Contact information for the Government Port in Ormoc: Bernard C. Calledo Acting PSD Manager PPA – Ormoc Tel: 09266663051/ 09185276281
• The Philippine Navy is currently supporting the transport of relief items to the smaller island off the coast of Guiuan. The Logistics Cluster will continue to liaise with the navy and also explore the option of small boats to reach surrounding small islands.

Storage

• WFP, as lead agency of the Logistics Cluster, is providing some 8,000 m2 of storage space to humanitarian organizations in the key locations of Tacloban, Guiuan, Ormoc, Roxas and Cebu, with the capacity to scale-up rapidly if needed. Support also continues to be provided to other organisation for the assemblage of MSUs.
• As warehousing in general remains a key bottleneck, existing warehouse facilities have been identified in Tablocan and Roxas for rehabilitation to ensure long-term storage capacity. Local warehousing capacity is also being restored in Ormoc and should be available for the organisations in few weeks. A warehouse assessment has been conducted in Tacloban and results will be shared shortly with partners.

Gaps & Constraints

• Without visibility on the upstream pipeline of organizations using Logistics Cluster activities it is difficult to plan capacity requirements for the upcoming period.
• Commercial sector shipping from Manila and Cebu to Tacloban remains overstretched, causing some delays in cargo delivery.
