Security
- Haiti is in UN Security PHASE 3. The security situation remains stable with isolated incidents of violence and criminality.
- On 21 March, a humanitarian aid truck had an attempted looting by the local population in the Quisqueya de Montrouis area (Artibonite). The truck was escorted by UNPOL and HNP. Warning shots were fired to disperse the crowd.
Highlights
- As of Tuesday 7th April, UNHAS flights between SD-PAP will resume a twice a day schedule (Monday – Saturday) using the Caravan (12 seat capacity).
- Border crossing form Dominican Republic to Haiti will be closed during Easter from Thursday April 1 April through Monday 5 April. The last loading operations in Santo Domingo, for the Log Cluster common cargo movement SD-PAP will be on Tuesday 30 March in order to allow for the trucks to return before the closure. Operations continue as normal on Tuesday 6 April.
- As of 28 March, the importation of goods into Haiti now requires the customs declaration form to be generated by computer using software that is used by those brokers registered with the Haitian authorities. Given the situation in Haiti and the increased volumes transiting through the border, the LC is in discussions with the Custom Authorities in Port au Prince perhaps to place a workstation and printer at the border.
Logistics Coordination
- The PAP Logistics Cluster continues with weekly meetings on Tuesdays at Log Base in the OCHA/OSOOC tent. The meeting continues to attract over 40 participants from at least 25 organisations of the 150 organisations that have attended at least one meeting.

- The twelfth Santo Domingo Logistics Cluster meeting was held on Wednesday 24 March. The next meeting is planned for Wednesday 31 March at 1400h in the UN House in Santo Domingo.
Transportation
Road
- LC continues to provide around 200 trucks for the common trucking service in Dominican Republic and Haiti.
- LC common cargo movement service has moved more than 2500mt ex PAP to a variety of destinations via land and air. For more details see the Transport Dashboard: http://www.logcluster.org/ops/hti10a/deliveries-overview.
- As of 25 March, 855 trucks have been dispatched from Santo Domingo to various destinations in Haiti, transporting 3,271MTof food and more than 23,000m³ of other relief commodities for 75 different organisations.
- The road between Cap Haitien and Labadie was completely blocked after a landslide that took place during the night of 23 and 24 March. TPTC (Ministry of Public Works, Transportation and Communication) was mobilised to remove the obstacles.
Roads Status Monitoring (RSM)
- LC has received additional GIS specialist from IMMAP. One GIS will focus on the Road Status Monitoring (RSM) Project, while the other will GPS data capture feeds from the field for logistically significant information: fuel stations, road bottlenecks, etc. Several National Mapping Agency secondees will begin working on both the data capture and on the RSM in the coming week.
Sea
- An updated snapshot on the PAP seaport – two of the terminals - is available at http://www.logcluster.org/ops/hti10a
- Logistics operations at the Port-au-Prince airport and the sea port will soon be completely transferred to the Haitian authorities.
- The fuel terminal of Varreaux is also operational and improvements are being made in order to increase the berth’s depth.
- As of 28 March, total incoming food arriving by sea for the WFP relief effort totaled 57,000mt with another 7000mt due to arrive in PAP on 29 March: this includes discharges at PAP, SD, Jacmel.
- This indicates the viability of sea corridors for other commodities.
- WFP has assessed the viability of the GONAIVE seaport as a POE for containerised discharge. The EOT STAR will dock at GONAIVE in the coming week – this will be the first time WFP has attempted to discharge containers from an international shipment at this port.
- Further information about the viability of this POE for the humanitarian relief effort for serving the displaced population in the surrounding area is forthcoming.
Air
- Three UNHAS Helicopters: 1 x Mi8 and 2xMi-171 – capacity 2 to 4 mt for deliveries to inaccessible areas.
- These helicopters have been fully utilised in the past week with dispatches out of PAP and JACMEL totalling more than 127mt as of 28 March.
- Cumulative total of air cargo lifted ex PAP and Jacmel: more than 350mt

- As of 28 March, more than 4400 passenger, from more than 250 organisations have used the SD-PAP/PAP-SD UNHAS service
- Commercial traffic in the Port-au-Prince International airport is returning to normal: American Airlines flights are resuming a weekly schedule for NYC, Fort Lauderdale and Miami.
Hubs - Infrastructure and Storage
- LC has temporary storage facilities available in PAP:
- WH 1 & 2 - managed by Handicap International/Atlas Logistique(HIAL) : 5500m2
- WH 3 – managed by WFP/LC: at Croix des Bouquets is a 2 hectare staging. Approx. 2500m2 is potentially usable for storage. Space is available for organisations to have their own MSU’s. The area is also being utilised as a marshalling area for trucks coming in from Santa Domingo.
- Currently users include CRS, FAO and Oxfam each having their own MSU’s.

- Temporary storage facility at GONAIVES: 1200m2 managed by WFP potentially available for LC use.

- LC has sufficient storage facilities available in SANTO DOMINGO to cover for the needs of the humanitarian community.

- LC has arranged for a representative of the DPC to attend cluster meetings and address issues regarding importation of goods, customs and vehicles.
- LC has arranged for the representative of the DPC to come to Logistics Cluster Office at LogBase on Saturdays from 10.00hrs to 12.00hrs. Partners are advised to avail themselves of this DPC help desk during this time. This does not replace due diligence on the part of partners.

Civil Military Coordination
- The Joint Operations and Tasking Centre (JOTC) continued to respond to requests for assistance from humanitarian organisations. To date, 394 requests for support were received and 249 were completed.
- US MIL continues to support PAP airport operations in conjunction with Australian RAF and Haitian Airport Authorities. (JOTC)
Other
- The Shelter cluster has reached the 75 percent mark of its planned emergency shelter provision for 1.3 million homeless. 100 percent completion is on course to be reached by 1 May, the start of the peak month of the Haitian rainy season.
- This means that during April emergency shelter provisions will remain a large portion of cargo movement.
- Given that there will not be a general food distribution in April (March distribution was 18,000mt), an increase in total cargo movement is unlikely: emergency shelter projection for April remains the same but the provision of transitional shelter may replace the tonnage of food.
