Security
- Haiti is in UN Security PHASE 3. The security situation remains stable with isolated incidents of violence and criminality.
- On 19 April, in Port-de-Paix (North West Department) the local population broke into and looted two WFP humanitarian aid warehouses: Paroisse Saint Louis du Nord and Pere Riguay College.
Highlights
- UNHAS flights between SD-PAP will continue a twice a day schedule (Monday – Saturday) using the Caravan (10-12 seat capacity). As of 1 May a second Caravan will be contracted to support intra Haitian scheduled flight demand.
- As of 28 April, the heli fleet will be reduced to two: one Bell (1mt / 6 pax) and one Mi171 (3mt).
Logistics Coordination
- The PAP Logistics Cluster continues with weekly meetings on Tuesdays at Log Base in the OCHA/OSOOC tent. The meeting continues to attract over 40 participants from at least 25 organisations of the 150 organisations that have attended at least one meeting.

Transportation
Fuel
- Fuels shortages have been experienced across the country over the last ten days owing to a delay with a shipment in the Caribbean.
- A fuel discharge on Monday 19 April alleviated immediate PAP needs, however, shortages in the regional areas continue to be reported.
- LC has confirmed that extra tankers are calling in PAP over the coming week to alleviate the shortages.
- WFP has made arrangements with MINUSTAH for contingency fuel.
- LC and WFP are increasing fuel storage capacity especially in the regions.
Road
- LC common cargo movement service has moved more than 3500mt ex PAP to a variety of destinations via land and air. For more details see the Transport Dashboard: http://www.logcluster.org/ops/hti10a/deliveries-overview.
GIS - Roads Status Monitoring (RSM) and Logistics Infrastructure mapping
- Geo-referenced aerial photography is being overlaid on Maps.
- Updated of road conditions maps have been made completed.
- Transport asset maps have been prepared as a preparedness measure.
Sea
- Assessment of regional ports continue and will be shared in due course.
Air
- Three UNHAS Helicopters: 1 x Mi8 and 2xMi-171 – capacity 2 to 4 mt for deliveries to inaccessible areas. The fleet is to be reduced – see highlights above.
- These helicopters have been fully utilised :61mt
- Cumulative total of air cargo lifted ex PAP and Jacmel: more than 600mt
- As of 21 April, more than 5700 passenger, from more than 250 organisations have used the SD-PAP/PAP-SD UNHAS service
Hubs - Infrastructure and Storage
- LC has temporary storage facilities available in PAP:
- WH 1 & 2 - managed by Handicap International/Atlas Logistique(HIAL) : 5500m2
- WH 3 – managed by WFP/LC: 8 MSU’s currently self-managed by 6 organisations

Border Crossing and Customs
- LC continues to facilitate meetings with the representative of the DPC for troubleshooting largely customs problems but also vehicles related problems.
Civil Military Coordination
- The Joint Operations and Tasking Centre (JOTC) continues to support humanitarian operations. To date, 629 requests for support were received and 411 were completed
