Highlights
- The base camp established by the International Humanitarian Partnership (IHP) to support the humanitarian community with accommodation for staff working in the Haiti Earthquake Response is now operational.
- The UNHAS office at the airport is now fully set up and ready for the start of cargo operations using 3 WFP-chartered Mi8 helicopters.
Civil Military Coordination
- The first meeting of the Joint Operations Tasking Centre Air Cell took place today. Coordination will be established to facilitate airlift using the three Mi8 operated by UNHAS. If additional capacity is required the use of military assets through the JOTC remains possible through the US and Canadian Military and also MINUSTAH.
- WFP/UNHAS has an liaison officer at the HFOCC (Haiti Flight Operations Coordination Centre), Panama City, FL to advise the authorities allocating slots for incoming air cargo on the humanitarian priorities established by the Humanitarian Country Office. A proposal is currently underway to allocate 40 percent of flights to International humanitarian flights, 40% percent to US Gov flights and 20 percent of the slots allocated directly by the Haiti Government.
- WFP is supporting all International Humanitarian allocation requests into PAP for MINUSTAH, UN agencies, NGOs, ICRC and IFRC.
- Flights for the US DOD and US Government are under the 612 AOC / AMD.
- The Government of Haiti supports slot allocation requests for Heads of State/Diplomatic flights, private flights and commercial flights.
- This process for all humanitarian organizations will require those sending cargo by air to PAP to submit a packing list and a clear consignee for approval to be considered in line with prioritization procedures.
Logistics Coordination
Port au Prince
- Logistics Cluster meeting will now be held twice a week on Tuesdays and Fridays. The next Logistics Cluster meeting will be held tomorrow, Tuesday February 2.
Santo Domingo
- The next Logistics Cluster meeting will be held at the UN House in Santo Domingo on Wednesday 3 February at 1400 hrs.
Air Operations
Port au Prince Toussaint L’Ouverture International Airport

Stricter access will be enforced at the airport within the next 24 to 48 hours. ID cards will start to be issued and all users will need to be accompanied by authorized personnel. Santo Domingo Las Americas International Airport

2 aircrafts were received at Santo Domingo airport on Monday 1 February. One, an aircraft that had been diverted from Port-au-Prince, carried MREs for WFP, the other aircraft also carried WFP cargo (HEBs).
Air Operations PAP
Cargo
- The UNHAS office at the airport is now fully operational and ready for the start of cargo operations using 3 WFP-chartered Mi8 helicopters.
- Access to this service takes place through the Logistics Cluster using the normal Cargo Movement Request process.
Passengers
- To date some 688 passengers in 111 different organizations have utilized the UNHAS passenger service from PAP to Santo Domingo.
Air Operations Santo Domingo
- To date, UNHAS has transported passengers for 117 different agencies, NGOs, governments and media institutions from Santo Domingo to Port-au-Prince.
- On Monday 1 February, UNHAS transported 2 mt of relief supplies on the Caribou aircraft for SOS Children’s Village and IT equipment for the International Telecommunications Union from Santo Domingo to Port-au-Prince.
Surface Transport
PAP
- To date 1585 m3 (1028 mt) of cargo has been moved by road through the Logistics Cluster.
- A marshalling area has been established where trucks can get directions to their destination, refuel, and eventually spend the night once empty of cargo, located at the Logistics Cluster warehouse near Promess. Truck drivers need to be self-sufficient, the Logistics Cluster cannot facilitate accommodation for the drivers.
Santo Domingo
- To date, the Logistics Cluster has sent a total of 200 trucks from Santo Domingo to Jimaní and Port-au-Prince, carrying cargo for 13 different organizations.
- 10 trucks destined for Port-au-Prince were loaded in Santo Domingo with cargo from UNICEF, WHO, IOM, IMC, WVI, and Ericsson Response.
Sea Transport
Santo Domingo
- There is limited keyspace at the port of PAP but one container vessel is currently unloading directly onto the wharf and the operation is running smoothly.
Warehousing
Port au Prince
- The Logistics Cluster has 3,500 m2 of warehouse space fully operational in PAP.
- To date 12 organizations have been using Logistics Cluster interagency warehousing in PAP.
- Organizations collecting goods from the warehouse must provide a signed release form. This is available on the website at http://www.logcluster.org/hai10a.
Santo Domingo
- The Logistics Cluster has 5,500 m2 of warehouse space fully operational in Santo Domingo.
Pipeline
- All organizations operating in the Haiti Earthquake response have been asked to provide their pipeline information to the Logistics Cluster so an overview of assistance can be made available to the humanitarian community, the government and donors. This should be forwarded to Global.LogisticsCluster@wfp.org.
Other
- The base camp established by the International Humanitarian Partnership (IHP) to support the humanitarian community with accommodation for staff working in the Haiti Earthquake Response is now operational. The camp can accommodate 200 personnel. Shuttles ferry staff to and from the Humanitarian Operations Centre at the MINUSTAH Log Base.
