Highlights
- The Logistics Cluster assisted today with the arrival of a shipment of bilateral donations from Taiwan including medical supplies and tents. The goods were transhipped from Santo Domingo on the Caribou cargo aircraft managed by UNHAS which shuttles cargo daily into Haiti. The LC then coordinated with the Department of Civil Protection (DPC) for them to take charge of the goods. 8 mt of cargo was brought in over two flights, received on the ground by Logistics Cluster personnel. The goods were then transferred to the DPC, which will now take charge of distribution.
Border Crossing and Customs
- Upon request from the humanitarian community in the Dominican Republic, WFP, on behalf of the Logistics Cluster, is looking into securing warehouse space for interagency use in Jimaní.
Logistics Coordination
Port au Prince
- Cluster meetings in PAP are now held twice a week on Tuesdays and Fridays. The next Logistics Cluster meeting will be held on Tuesday, February 9 at 09:30.
Santo Domingo
- The next Logistics Cluster meeting will be held at the UN House in Santo Domingo on Wednesday 10 February at 1400 hrs local time.
Air Operations
Port au Prince Toussaint L’Ouverture International Airport
- At the peak of the Haiti Earthquake Response, the airport was receiving 162 flights per 24 hours through the slot procedure. This does not include the VFR (Visual Flight Rules) flights still accepted for some smaller aircraft, which probably average 40 per day.
- Over the last days this has dropped to an average of 74 per day, revealing a slowdown in incoming air cargo as longer-term options such as sea transport can come into play.
- The number of no-show flights was becoming an issue over the last week, but due to strict regulation the number has now been reduced.
Air Operations PAP
Passengers:
- Following a request from the Clusters’ participating organizations, UNHAS is establishing a passenger service to locations within Haiti. Flights will take place on Tuesdays to Les Cayes and Jacmel, Wednesdays to Hinche and Ounaminthe, Thursdays to Cap Haitien, Saturdays to Saint Marc, Gonaives and Belladere. The schedule can be found at www.logcluster.org/hai10a.
- The flight booking procedure remains the same as the one currently in place for PAP - Santo Domingo. Passengers are required to book in person at the UNHAS booking desk on the MINUSTAH Log Base. Booking office hours are from 09:00 to 15:00 Monday to Saturday. Forms are available on the website at www.logcluster.org/hai10a.
- To date, UNHAS has transported some 1,200 passengers for over 170 different agencies, NGOs, governments and media institutions from Santo Domingo to Port-au-Prince.
Helicopters:
- Cargo flights for WHO are ongoing. Following deliveries to Les Cayes, Jeremi and Port du Paix last week, interagency kits will be distributed to Goyaves, Cap Haitien, Fort Liberte and La Gonave for district hospitals. All the kits are handed over directly to a Minister of Health official.
- Another flight took place to deliver 1.5 mt of food for WFP to Mont Merlin.
Surface Transport
PAP
- The Canadian Military is continuing road repair operations and soil removal from Rte 204 to Jacmel.
- To date the Logistics Cluster in PAP has transported 1,704 m3 (509 mt) of goods within Haiti for 38 different UN agencies and NGOs. A further 273 m3 (273) are ongoing.
Santo Domingo
- To date, the Logistics Cluster has sent a total of 331 trucks from Santo Domingo to Jimaní and Port-au-Prince, carrying cargo for 18 different organizations. The Logistics Cluster in the Dominican Republic is thereby facilitating the delivery of goods for several other clusters, including Shelter, Health, WASH, Nutrition, ETC and Protection.
Sea Transport
Port au Prince
- With the equipment and specialized crane ships which have been brought in and put in place, the port of PAP is now handling an average of handling 350 containers a day.
- The installation of two floating docks at the port will commence on February 10 and be finished by the weekend, increasing capacity at the port to a possible 1,500 containers per day.
- Meetings of the port cell now take place once a day at 9 am. Organizations intending to bring goods into Haiti by sea are invited to attend.
Santo Domingo
- The Logistics Cluster in Santo Domingo is receiving increasing quantities of sea freight destined for Haiti. This cargo is either dispatched directly from the port or stored in the interagency warehouse at Caucedo pending onward transport.
- WFP is undertaking an assessment of Manzanillo port in the north of the Dominican Republic.
Warehousing
Port au Prince
- A second interagency warehouse in PAP of 3,200 m2 is now operational and receiving goods at the new location in the Industrial Park.
- Clearing is ongoing to enable the establishment of MSUs on the same site.
- This brings the Logistics Cluster storage capacity in PAP up to 6,700 m2 at present.
- A Logistics Cluster representative will be going to Leogane, Cap Haitien and Jacmel to assess the needs in these hubs.
Pipeline
- All organizations operating in the Haiti Earthquake response have been asked to provide their pipeline information to the Logistics Cluster so an overview of assistance can be made available to the humanitarian community, the government and donors. This should be forwarded to Global.LogisticsCluster@wfp.org.
