Highlights
- The transition from US Military to commercial handling at the port and airport is complete, and a change in system and capacity at both locations can be anticipated.
Customs / Border Crossings
- It has been established that for the declarations now requested at the border for goods entering Haiti via Santo Domingo, one form can list multiple truckloads as long as it is accompanied by the proper documentation including a bill of lading, packing list, etc. This applies even to split shipments as long as each convoy has copies of the required paperwork. The originals can then be submitted at the time of final customs clearance through a broker.
- A brief detailing the registration procedure is being drawn up and will be disseminated.
Logistics Coordination
Port au Prince
- Logistics Cluster meetings in PAP are held twice a week on Tuesdays and Fridays. The next Logistics Cluster meeting will be held on Tuesday, March 2 at 09:30.
Santo Domingo
- The next Logistics Cluster meeting will be held at the UN House in Santo Domingo on Wednesday 3 February at 1400 hrs local time.
Air Operations
Port au Prince Toussaint L’Ouverture International Airport
- The management of PAP airport has been handed back to the Haitian authorities and commercial handlers, and all offload of international humanitarian cargo is now being done by commercial entities.
- The Logistics Cluster has compiled a list of forwarding agents available at: http://www.logcluster.org/ops/hti10a.
Air Operations PAP
- More than 3,600 passengers from over 250 UN agencies, NGOs, governments and media institutions have used the UNHAS passenger service between Santo Domingo and Port au Prince.
Surface Transport
PAP
- The Logistics Cluster is working with USAID and the US JTF to find repair and/or drainage solutions for the piece of road on the Haitian side of the Jimani border at Malpasse. This section of the route is causing concern due to potential flooding once the rainy season begins, putting the main corridor from the Dominican Republic at risk.
- 8 additional Penske trucks donated by the Clinton Foundation to WFP for Logistics Cluster use have arrived and been customs cleared, bringing the total up to 40.
- In additional response to the appeal from the Clinton foundation, 20 Fuso Canter trucks have been provided by Daimler and are now in Santo Domingo awaiting clearance.
- To date the WFP-led Logistics Cluster in PAP has transported 1,168 mt (5,482 m3) of goods out of PAP. 926 mt has been transported by Handicap International/Atlas Logistique out of Jacmel, Petit Goave, Cap Haitien and Gonaives.
Santo Domingo
- More than 14,328m³ of NFI have been transported from the Dominican Republic into Haiti under the Logistics Cluster umbrella for 52 different organisations.
Sea Transport
Port au Prince
- Management of the port has been handed back to the APN (Autorite Portuaire Nationale) and all handling is being done by commercial handlers. Requests for berthing slots must now be submitted to APN with 72 hours notice.
- The US will continue support at the port in a coordination and management role for the coming month.
- The majority of the assets currently available at the port have been provided by the US Military, and are likely to be redeployed over the course of the month, including the two floating docks currently serving as the principal point of unloading. While the repairs to the south pier are expected to be complete by the second week or April, full repairs will take some time, and available equipment may not be sufficient to meet the current increase in demand.
- All incoming vessels must be self-sufficient in terms of equipment and to have their own cranes.
Warehousing
Port au Prince
- One of the two 3,000 m2 hurricane-proof mobile storage units being constructed by WFP for joint WFP / Logistics Cluster use is now complete. The other is expected to be operational in 10 days.
Santo Domingo
- The Logistics Cluster in Santo Domingo has secured an additional 2,000 m2 warehouse at Caucedo port to add to the 3,000 m2 facility already in use. A dedicated 2,500 m2 storage area is also available at Santo Domingo airport.
Pipeline
- All organizations operating in the Haiti Earthquake response have been asked to provide their pipeline information to the Logistics Cluster so an overview of assistance can be made available to the humanitarian community, the government and donors. This should be forwarded to Global.LogisticsCluster@wfp.org.
