HIGHLIGHTS:
As a consequence of the device detonated near the Kissufim crossing hitting an IDF patrol and the resulting exchange of fire between IDF and Hamas, all crossing points into the Gaza strip were closed today, 27th January.
The first COGAT daily meeting with humanitarian organizations previously attending the JHCC was held on the 26th In Tel Aviv.
BORDER CROSSINGS:
On 26th January crossing points were operational as follows: Kerem Shalom, Nahal Oz, Karni (conveyor belt) open. Sufa crossing remaining Closed and El Aouga (Egypt) closed for humanitarian cargo. On 27th January all crossing points into Gaza Strip were closed. As a consequence 12 trucks for WFP and 4 trucks of cargo organized by the Logistics cluster to cross today are currently blocked at Kerem Shalom crossing point.Today the Logistics Cluster planned 13 trucks to enter from Egypt through Israel to Gaza Strip: 12 trucks for Mercy Corps (279 pallets), 1 truck (20 pallets) for the Swiss Agency for Development and Cooperation (SDC). These 13 trucks were unable to cross because authorization was not granted by the relevant Egyptian and Israeli authorities, 8 of which reached El Aouga only (Egypt side of the border) and 5 were not cleared to depart from El Arish. The cargo corresponding to 5 Cargo Movement Requests (CMRs), for 5 organizations, totalling 71 pallets crossed into the Gaza Strip on the 26th January.
LOGISTICS COORDINATION:
A member of the Logistics cluster is taking part to the Rapid Needs Assessment in Gaza started Monday 26th and due to finish today 27th January. The task of the cluster member is to assess the impact of the combat operations on logistics infrastructure. Due to the border crossing closure the Logistics Cluster officer, embedded in the assessment team, remains in Gaza.
FUEL:
Please see below a consolidated table that summarize the information provided by the JHCC/COGAT in Tel Aviv on the supply of fuel and Gas in Gaza through the crossing points of Nahal Oz (crossing only operational for fuel) and Kerem Shalom.
Nahal Oz was operational for 12 days (as of 26th January) while Kerem Shalom was operational also for fuel for 4 days.
CIVIL/MILITARY COORDINATION:
During the meeting held on 26th January between COGAT and humanitarian actors it was reported by IDF that work is still required on power lines from the main grid to more remote locations. Some of the sewage lines have been repaired while others still require attention – availability of repair material is the hold up.
During the same meeting it was reported that COGAT expects to chair an internal meeting on Thursday or Sunday to review what needs to be accomplished regarding infrastructure repair projects.
The procedures for customs clearance are still not available to the humanitarian actors.
