LOKICHOGGIO FACILITIES AND SERVICES
1.1 Accommodation:
Accommodation in Loki can be classified in two broad categories;
- (i) UN/OLS Camp Accommodation
- (ii) Commercial Camps Accommodation.
(i) UN/OLS Camp Accommodation
- Accommodation primarily for OLS Consortium member Agencies.
- Each Agency is responsible for putting up and maintaining own accommodation facilities, as per the approval and under the Supervision of the Camp Management Team.
- The Camp has a bed Capacity of 200 beds (with possibility of accommodating up to 300 persons in situations of Emergency).
- The Cost recovered from staying in the Camp is US$ 8.00 (this includes a US $ 3.00 Service charge). These do not cover the cost of meals though.
- The Cost of meals is: Breakfast - US$ 4.00, Lunch - US$ 5.25 & Dinner- US$ 4.00
(ii) Commercial Camps Accommodation (please note that not all of the commercial camps and other lodgings are UN security approved.)

2.Transport
2.1 Air transport

In total 18 aircraft are stationed in Lokichoggio mainly in support to South Sudan, SPLM controlled areas while the aircraft in El Obeid supports South Sudan and the GOS controlled locations.

2.3 Road transport companies
At present five private road transport companies are operational from Lokichoggio to locations inside South Sudan, total capacity 400 MTs. The fleet consists of old army trucks, mainly MAN 4x4 and 6x6 trucks. The companies are:
(i) Rapid response - operate mainly M.A.N 4 x 4 trucks (Ex-Germany Army trucks used in the '60's). The trucks have a pay-load of 7 Mt; the company has a fleet of 28 operational trucks.
(ii) Interactive Transporters - operate MAGIRUS Deutch 6 x 6 Trucks (Ex-Holland German made Army trucks of the early '60's). The trucks have a pay-load of 9 Mt; the company has a fleet of 9 operational trucks. They also have URAL 6 X 6 Trucks (Ex Russian Army of the 80's) These have a pay-load of 12 Mt and the company has a fleet of 2 trucks.
(iii) Babu Freighters - operate mainly FIAT 6 x 6 trucks (Ex Italian Army trucks of the 70's). The trucks have a pay-load of 12 Mt and the have a fleet consists of 6 operational trucks.
(iv) Shibiri Transporters - operate mainly MERCEDES 911 4 x 4 trucks (Ex Kenya Army of the '80's). The trucks have a pay-load of 7 Mt and they have a fleet of 8 trucks.
(vi) Seberna Transporters - operate mainly MERCEDES 6 x 6, with a pay-load of 5 Mt (Ex Europe of '80's) Number of trucks is 4. They operate as well as 7 Mercedes 6x6 with a pay-load of 7 Mt (Ex Kenya Army Trucks of '80's).
The above are the transport companies that are based in Lokichoggio. A complete overview will be published next week that includes companies operating from Uganda and South-Sudan.
Road to Lokichoggio
Road from Kapenguria to Lodwar is rough but passable during dry season. Lodwar to Loki road is in a fairly good condition all year round, but the 'lagaas' (drifts) tend to be dangerous when flooded in the rainy season. Also true for the section from Kapenguria.
The Loki to Sudan road is all dirt roads with serious gullies and it is only 4x4 and 6x6 that can pass through. Not passable for most types during the rainy season.
Both in Kenya and Sudan, some sections require armed escorts.
2.4 Maintenance facilities
Service and repair of transport equipment are limited; the WFP workshop handles UN vehicles only.
Toyota East Africa Ltd has a mobile workshop based in Lokichoggio, the workshop is for light and 4x4 Vehicles only. The private hauling companies have their own arrangements for service and repair.
2.5 Fuel
Total Kenya Ltd and Caltex Kenya Ltd operate fuel stores and filling stations, Jet-1A, Avgas, Diesel, Petrol and assorted Oils and lubricants are available. Re stocking is provided from the fuel depot in Eldoret.

2.6 Warehouses

3 Handling equipment:
At least 1 crane and 1 forklift available commercially.
UNICEF has 1 No. Hyster 3.3 forklift and WFP has 4 No forklifts, 1,5 – 2.0 ton each and one WFP tractor with trailer operate at the airstrip.
4 Customs, permits and regulations:
The Custom authority is operating bonded warehouses for WFP and UNICEF alone, the facilities are limited in size. The Kenya Revenue Authority may consider expansion if requested. Goods intended for South Sudan (not Bonded) must be custom cleared and re-exported.
Goods purchased locally in Kenya intended for export to South Sudan with a value of Kshs 5,000.00 or more must be declared on Custom Document C63/C5, however no custom fees are levied due to the Humanitarian nature of work.
Customs are located at the Air strip and at the boarder crossing to South Sudan.
Please note that no clearing agents are operational in Lokichoggio, importers must custom clear their own goods.
All foreigners (non UN staff) working in Lokichoggio must have a valid work permit from the Kenya Authorities. The South Sudanese Authorities are moving in the same direction and it is anticipated that work permits be introduced by mid year 2004.
SRRC permits are required by all to enter in to South Sudan.
Non UN Vehicles are required to have New Sudan registration plates in order to operate in side South Sudan.
5 Security briefings:
Daily, 17:00 hrs security briefings are provided to staff travelling to South Sudan, at 18:00 hrs a general security briefing is provided to all personal in Lokichoggio.
