1. Overall Updates

• “Dual-use” Updates
  • The situation remains unchanged, capacity to process “dual-use” cargo shipments entering Gaza is available at Kerem Shalom/Karem Abu Salem (KS/KAS) on Wednesdays. The Logistics Cluster Lead Agency continues to advocate for increasing this to more days each week.
  • Partners are requested to share information on pending dual-use cargo shipments. Enhanced visibility supports advocacy efforts to increase the number of days dual-use cargo shipments can be processed at crossing points.

  • It has been reported that generators are consistently being considered dual-use items.

     

• Gaza Updates
• Between 22 July and 04 August, 8,465 pallets were collected from KS/KAS via Cluster-managed transport services. Delays in accessing the crossing from the Gaza side continue to impact these operations.
• On 23 July the Cluster Support Team conducted a full-day warehouse management training for 12 organisations, combining theoretical and practical sessions.

• Jordan Updates
• Between 22 July and 4 August, the Logistics Cluster facilitated the transport of 7,399 pallets.
• Cross-border operations for humanitarian cargo remained unchanged: King Hussein Bridge/Allenby Bridge Crossing (KHB/ABC) operates on Mondays and Wednesdays, with a maximum of 60 trucks per day; Sheikh Hussein Bridge/Jordan River Crossing (SHB/JRC) operates Sunday to Thursday, with a maximum capacity of 15 trucks per day.

• Egypt Updates
• Between 22 July and 4 August, only 48% of approved truck movements – i.e. those coordinated through the Logistics Cluster and the Egyptian Red Crescent (ERC) – completed their deliveries and offloaded at KS/KAS. 
• In addition to the requirement for pre-clearance through the UN2720 Mechanism and Israeli customs clearance for aid entering Gaza from Egypt, partners are also required to follow the ERC Standard Operating Procedures and notify ERC of cargo movement through the 15-day or 48-hour forms.

• Fuel Update (UNOPS)
• UNOPS in Gaza collects fuel at KS/KAS three times per week (Sunday, Tuesday, and Thursday), sourcing primarily from Egyptian suppliers; total UNOPS fuel storage capacity in Gaza is approximately 1.1 million litres.

• Partners are reminded to settle their June fuel invoices as soon as possible; those experiencing invoicing issues or who have not received their invoices are encouraged to contact the UNOPS team at Mokonent@unops.org.

   

2. UN/INGO Upstream Overview

• July recorded one of the highest cargo volumes of 2026, likely driven by the clearance of a backlog built up in Ashdod during June; overall Cluster partners manifested 3,091 trucks, with over 2,600 trucks offloaded.
• The Jordan corridor maintained a 97 percent offloading rate in July, despite delays caused by a scanner malfunction at SHB/JRC.
• The Egyptian corridor continues to experience a high rate of returns, despite lower overall volumes than previous months. 
• Cargo from 18 partner organizations was included on manifested trucks in July; food security items accounted for 59 percent of the total cargo offloaded, followed by shelter, WASH, health and other relief items.
• Partners are also encouraged to ensure all cargo is properly packed and secured; the use of some undeclared materials, such as plywood, for pallet reinforcement may result in cargo being sent back.
• Partners are encouraged to notify the Logistics Cluster Corridor Coordinators of time-sensitive or perishable cargo; this will support efforts to minimise delays.
• Partners are encouraged to share information on returned or rejected truck movements.

• Partners are reminded to submit their weekly tentative plan by Wednesday, and to subsequently submit the tentative daily plan by 10:00, with final manifest by 15:00.

   

3. West Bank Humanitarian Storage Capacity 

• Seven organisations shared information with the Logistics Cluster about their storage capacity in the West Bank; reporting 27 warehouses, and a total capacity of 15,044 m² (One warehouse was reported as non-operational). 
• Ramallah and Al Bireh reported the highest number of operational warehouses (8 facilities; 4,140 m²), followed by Hebron (6 facilities; 2,800 m²). No operational warehouses were reported in Jerusalem.

• Overall, the number of operational warehouses reported had declined since September (from 31 to 26); and the willingness to share warehouse space has also decreased, with 8 percent of respondents indicating immediate availability.

   

4. Inter-Agency Pipeline                    

• As of 3 August, based on data from 20 humanitarian organisations, the projected pipeline for the next three months is approximately 147,471 pallets (44% via Ashdod, 22% via Egypt, 20% via Jordan); with the majority being food commodities, followed by Shelter, WASH, and Health items.

• Partners are requested to share their updated pipeline projections with the Cluster Support Team by 17 August.
