1. General Updates
- .
- The entry of “dual-use” items are now scheduled twice per week; however, the crossing planning remains challenging due to last-minute changes in schedule from the Israeli Authorities.
- Over the past few days, increased military activity has been observed in Kerem Shalom/ Karem Abu Salem (KS/KAS), affecting crossing and uplifting operations, with rejections, truck seizures, and arrests reported.
-
The Logistics Cluster continues to provide access to 12 common warehouses across the Gaza Strip, with over 15,000 m2 storage capacity up to two weeks with extension possible on a case-by-case basis.
- Kerem Shalom/Karem Abu Salem (KS/KAS) Cargo Collection
- Offloading schedule continues from Sunday to Thursday, while Fridays and Saturdays are limited to uplift only.
- The Logistics Cluster last collection mission from the KS/KAS platform was conducted on 3 May.
- Platform access remains restricted to international staff only. Although access for up to two organisations was previously allowed simultaneously, this has not been applied since last week. Access decisions remain ad hoc and require on-the-spot coordination, causing operational delays.
- The latest physical inventory was conducted on 30 April, with approximately 2,945 pallets in the platform.
- Zikim Cargo Collection
- The uplift capacity remains limited to 100 trucks (humanitarian and commercial combined) per day.
- Following the reopening, the Cluster has conducted collection missions on behalf of partners, with the next collection planned for 6 May.
- Due to congestion at the platform, Fridays and Saturdays operations will start alternating between humanitarian and commercial traffic; going forward, Fridays may be reserved exclusively for commercial trucks, while Saturday for humanitarian cargo.
- Platform access is available to both national and international staff.
- Drivers are required to wear a yellow vest (not orange) for access.
2. UN/INGO Upstream Truck Overview
- In April, a total of 2,650 trucks for 14 organisations were manifested (eight UN agencies and six INGOs), of which 2,268 trucks were offloaded at Gaza crossings.
- Overall monthly trends remain largely consistent with slight increase in truck volumes from Jordan, while other routes remain stable with no significant changes.
- Through Egypt over the past week, crossing rate reached 51 percent while 38 percent of trucks were returned and 11 percent rejected; in previous months, offloading rates reached 70 to 80 percent.
- Through Jordan, operations remain stable with both crossings open. King Hussein Bridge (KHB) - Allenby operates twice weekly, while Sheikh Hussein Bridge - Jordan River remains at 15 trucks per crossing. On 4 May, the agreed capacity at KHB was reduced from 60 to 44 trucks, alongside rejections at SHB.
- Partners are requested to share their truck manifest weekly plans, to support advocacy with relevant authorities for increased slots and availability of the relevant authorities specifically for the inspection of dual-use items. Partners are required to submit their weekly tentative plan by Wednesday, and to subsequently submit the tentative daily plan by 10:00, with final manifest by 15:00.
3. Common Services Overview
- In April, the Logistics Cluster facilitated the collection of 8,620 pallets from Gaza crossings and received 8,554 pallets into Cluster warehouses across the Gaza Strip on behalf of six partners.
- To improve end‑to‑end tracking, partners are requested to confirm - based on the waybill - dispatch date and receipt status (received in good condition/damaged/lost) once cargo arrives at their warehouse.
- Depending on access and security conditions, the Logistics Cluster continues to facilitate both transport and storage services. Organisations are requested to submit a Service Request Form (SRF) minimum 72 hours in advance, to access common logistics services. Once a request is accepted, the provided SRF QR code must be printed and placed on all four sides of the pallets.
4. AOB
- Partners are encouraged to contribute to the consolidated supplier list, compiled by the Logistics Cluster team. The consolidated suppliers list may be requested by contacting palestine.logcluster@wfp.org. The input source will remain confidential as organisations’ names are removed from the shared file.
- More information on Logistics Cluster services, updates, guidelines, and related links can be found on the Palestine operation webpage.
The next Logistics Cluster Gaza coordination meeting will be Tuesday 12 May at 11:00
