1. Overall Updates
- “Dual-use” Updates: “Dual-use” authorisations returned to one day a week following the temporary and exceptional allocation of two days in the week commencing 16 August.
- Gaza Humanitarian Storage Capacity Survey: The Logistics Cluster Support Team launched the third round of the survey in 2026. Partners are encouraged to participate to improve visibility of available storage capacity and identify potential storage-sharing opportunities. The survey will remain open until 15 September via the following link: Palestine Logistics Cluster - Gaza Humanitarian Storage Capacity Survey, September 2026.
- Gaza Crossings Update:
- Although there was an announcement about the installation of a cargo scanner at Erez, there is no indication of the reopening of Erez Crossing for humanitarian cargo movements at this stage. The Logistics Cluster Support team and Lead Agency continue to advocate for additional crossing points and extended operating hours, as reliance on a single crossing point Kerem Shalom/Karem Abu Salem (KS/KAS) creates operational vulnerabilities and increases the risk of disruptions to aid delivery. Any potential use of the Erez scanner would require additional escort arrangements and may involve extra logistical costs.
- Gaza Updates
- An additional warehouse has been identified increasing available free-to-user storage capacity to approximately 20,000 m².
- Following an airstrike near two warehouses on 23 August, operations were disrupted. All staff remained safe, no cargo was lost, and the most affected warehouse was already vacant and remains out of service pending repair or replacement.
- Jordan Updates
- Between 01 and 31 August, the Logistics Cluster support team coordinated 13 Back-to-Back (B2B) convoys comprising 353 trucks on behalf of six partners.
- Cross-border operations for humanitarian cargo remained unchanged: King Hussein Bridge/Allenby Bridge Crossing (KHB/ABC) operates on Mondays and Wednesdays, with a maximum of 60 trucks per day; Sheikh Hussein Bridge/Jordan River Crossing (SHB/JRC) operates Sunday to Thursday, with a maximum capacity of 15 trucks per day.
- Pipeline Visibility and Escort Planning: With only one convoy planned through KHB/ABC next week, partners are encouraged to continue sharing UN2720 submission status, Israeli/Jordanian customs clearance updates, and pipeline information. This supports pipeline visibility, two-week advance planning, convoy coordination, and advocacy efforts. As cargo scanned and escorted through KHB/ABC is generally exempt from re-scanning at KS/KAS, advance information is essential to demonstrate sustained demand and secure the necessary escort capacity.
- Egypt Updates
- Between 01 and 31 August, 71% of approved truck movements – i.e. those coordinated through the Logistics Cluster in support to the Egyptian Red Crescent (ERC) – completed their deliveries and offloaded at KS/KAS as planned.
- Al Arish Warehouse Fire: A fire broke out at an ERC warehouse in Al Arish on 30 August. No casualties or injuries were reported, and humanitarian operations in Al Arish and Rafah were not affected.
- In addition to the requirement for pre-clearance through the UN2720 Mechanism and Israeli customs clearance for aid entering Gaza from Egypt, partners are also required to follow the ERC Standard Operating Procedures and notify ERC of cargo movement through the 15-day or 48-hour forms.
- Fuel Update (UNOPS)
- In August, UNOPS continued fuel procurement, storage, and distribution inside Gaza without major disruptions.
- During upcoming holidays and possible crossing closures, fuel deliveries may face delays in September. Partners are requested to submit fuel forecasts and any anticipated increase in requirements as early as possible to support contingency planning and ensure uninterrupted supply.
- Partners are reminded to settle their fuel invoices as soon as possible and that funds must be sent from organisation bank accounts, not from individual accounts (for both international and local transfers).
- Local NGOs are kindly requested to transfer payments to the UNOPS local bank account, while international NGOs must use the UNOPS US bank account.
- In case of any issues, please contact the UNOPS team at Mokonent@unops.org.
2. UN/INGO Upstream Truck Overview
- During August, over 42,800 pallets (more than 2,150 trucks) were offloaded. UN/INGO aid throughput in August was 7% lower than the average since March 2026 (around 2,300 trucks) due to a variety of factors including limited upstream cargo availability and cargo that could not be fully cleared in time for August transport. Food continues to represent the largest share of shipments.
- Overall offloading performance improved across all routes in August; only 16% of manifested trucks did not offload as scheduled. The Egypt route showed notable progress, achieving 71% scheduled offloading. Trucks that did not offload as planned were either re-manifested for subsequent processing or cancelled/rejected due to transport, clearance, inspection, or documentation issues.
- An operational calendar for crossing schedules during upcoming holidays will be shared once confirmed.
- The Tarqumiyah scanner was briefly non-operational, delaying aid throughput from the West Bank for one day.
- Partners are reminded to submit their weekly tentative plan by Wednesday, and to subsequently submit the tentative daily plan by 10:00, with final manifest by 15:00, the day prior to dispatch.
3. Inter-Agency Pipeline Projection
- As of 31 August, based on data from 18 humanitarian organisations, the projected pipeline for the next three months is approximately 253,018 pallets (33% via Jordan, 29% via Ashdod, 21% via Egypt); with the majority being food commodities, followed by WASH, Shelter, and Health items.
- Partners are requested to share their updated pipeline projections with the Cluster Support Team by 14 September.
4. Action Points from 20 August Meeting
- Partners shared updates on “dual-use” pipelines, customs clearance, and UN2720 submissions with Cluster support Team, improving visibility on anticipated cargo flows and supporting engagement with authorities. Partners are encouraged to continue providing this information.
- The Cluster Support Team will include a standing agenda item in future meetings to capture and monitor partners' operational challenges, gaps, and constraints more systematically.
- Clarification on “dual-use” classification: The Cluster Support Team met with UNOPS and OCHA who clarified that “dual-use” is assessed on a case-by-case basis rather than through a predefined list of items. Materials may be identified as potential “dual-use” by the consigning organisation when submitting a UN2720 request, or by Israeli authorities during the UN2720 review process; cargo flagged as potentially “dual use” will be subject to additional inspections at KS/KAS that can only take place on Wednesdays.
