1. Overall Updates

• “Dual-use” movements are currently restricted to Wednesdays only, limiting the flexibility for partners to deliver critical items and risking week-long backlogs in the case of last-minute operational disruptions. The Logistics Cluster is advocating for a return to two operating days per week. 
• Gaza Updates
• The Logistics Cluster is leading a warehouse management training for partners in Gaza today, 23 July, consisting of a morning theoretical session followed by a practical warehouse exercise in the afternoon.
• The Cluster has secured a new warehouse facility in North Gaza, while another facility was closed due to its proximity to the Orange Coordination Line. The total storage capacity in Gaza now stands at 18,500 square metres across 14 warehouses. 

• Between 1 and 21 July, the Cluster collected 7,201 pallets from Kerem Shalom/Karem Abu Salem (KS/KAS) on behalf of partners.

   

   

   

• Jordan Updates
• Between 1 and 21 July, the Logistics Cluster facilitated 17 back-to-back convoys, moving 264 trucks on behalf of five partners. 
• Current crossing arrangements remain: King Hussein Bridge (KHB) - Allenby operates twice weekly (Mondays and Wednesdays) with a maximum of 60 trucks per convoy, while Sheikh Hussein Bridge (SHB) - Jordan River operates Sunday to Thursday with a capacity of 15 trucks per day.
• A scanner malfunction at SHB on 19 and 20 July delayed the movement of 14 trucks by two days, impacting scheduled “dual-use” cargo movements and underscoring the need for two “dual-use” operating days per week to enhance flexibility and reduce the impact of operational disruptions.
• Partners are encouraged to share information on their “dual-use” pipeline through the Jordan route, including: (i) the number of approved trucks, (ii) commodity types, and (iii) trucks ready for movement. Improved visibility on demand will strengthen advocacy efforts to increase capacity and restore a twice-weekly schedule. 
• To improve planning and crossing capacity allocation, the Logistics Cluster will launch a weekly cargo coordination process, with coordination emails sent every Sunday for a Wednesday submission deadline for all cargo requiring manifesting through KHB or SHB. Late submissions may not be accommodated for that current week and will be pushed to the next week for scheduling.
• The Logistics Cluster will review cargo compliance with palletisation through thorough inspection and crossing requirements, with stricter enforcement to reduce rejections and minimise operational disruptions.
• Egypt Updates
• Between 1 and 21 June, 75 percent of trucks were offloaded from Egypt. The improved offloading rate can be attributed to the lower number of trucks manifested. 
• Rejections and returns continue to affect operations, and partners are encouraged to ensure that drivers are available on time for crossing calls and that manifest information, particularly driver details, is accurate to help reduce delays and rejections.
• In addition to the requirement for pre-clearance through the UN2720 Mechanism and Israeli customs clearance for aid entering Gaza from Egypt, partners are still required to follow the Egyptian Red Crescent (ERC) Standard Operating Procedures and notify ERC of cargo movement through the 15-day or 48-hour forms.

• Suppliers’ list: The Logistics Cluster continues to develop the supplier list and encourages partners to share relevant supplier information. Timely contributions will help make it a more comprehensive and useful resource for the humanitarian community. • Fuel Update as Provided by UNOPS
• Fuel deliveries into Gaza continue three times per week (Sunday, Tuesday, and Thursday), with no major issues reported. 
• Partners are encouraged to continue sharing their monthly fuel requirements and report any challenges related to fuel quantities or access. 
• Following the opening of an additional facility, three fuel stations are now operational to support humanitarian partners in Gaza.
• Partners are reminded to settle their June fuel invoices as soon as possible to support the continuity of fuel procurement and distribution. Partners experiencing invoicing issues or who have not received their invoices are encouraged to contact the team. 2. Collective Logistics Advocacy Points    

• Partners shared broad logistics advocacy priorities aimed at supporting more predictable, coordinated, and efficient humanitarian operations.
• Approvals and administrative processes: Partners highlighted the value of timely, consistent and streamlined approval processes to support planning and improving the predictability of the supply chain to Gaza for a principled humanitarian response.
• Corridors and entry points: Partners emphasised the importance of predictable, coordinated access through multiple corridors and multiple entry points to enable flexible, resilient and consistent humanitarian cargo movements.
• Operational equipment: Partners also highlighted the importance of entering enabling equipment needed for adequate logistics operations, including items that support cold chain transport and storage.
• Logistics infrastructure: Partners underlined the need for adequate logistics infrastructure inside Gaza to support transport, storage, and onward distribution of aid cargo.
• Fuel availability: Partners noted that continued access to fuel remains important for sustaining humanitarian logistics, including transport, warehousing, and other operational support functions.
• Movement within Gaza: Partners highlighted the importance of safe, coordinated, and predictable movement inside Gaza to support principled humanitarian response and effective service delivery.

3. Mawared MENA for Humanitarian Market            

• Mawared MENA is a free, secure e-procurement platform that connects humanitarian organisations with local and international suppliers across the Middle East and North Africa (MENA) region. It centralises supplier information, supports procurement processes, and improves market visibility.
• The platform enables organisations to manage suppliers, issue Requests for Information (RFIs) and Requests for Quotation (RFQs) using standardised templates, compare supplier responses, and generate auditable reports, including AI-supported comparative analyses to support procurement decision-making.
• As a shared market platform, it allows multiple organisations to collaborate on RFIs, RFQs, supplier mapping, and market assessments, reducing duplication of market research and supplier outreach while strengthening shared market intelligence and maintaining independent procurement decisions.
• The platform supports multi-team collaboration, allowing multiple users and organisations to work within the same environment and share supplier and market information.
• Organisations can create and store kits, lots, products, and service catalogues, simplifying future procurement exercises and supplier comparisons.
• AI-assisted features support the development and refinement of product specifications, while all procurement data and supplier submissions are securely stored in structured, time-stamped, and auditable records.
• The platform complements existing organisational procurement processes and coordination mechanisms while leaving procurement decisions entirely with participating organisations.

4. Inter-Agency Pipeline                    

• As of 20 July, and based on data from 23 humanitarian organisations, the total expected pipeline for the next three months is 257,624 cubic metres (equivalent to 143,125 pallets), with 46 percent of the pipeline reported through Ashdod, 22 percent through Jordan, 19 percent through Egypt, nine percent through Israel and West Bank collectively, and the remaining four percent not yet allocated to a route. The pipeline is composed predominantly of food commodities, followed by Shelter, WASH, and Health items.

5. AOB

• Depending on access and security conditions on the ground, the Logistics Cluster continues to facilitate both transport and storage services. Organisations are requested to submit a Service Request Form (SRF) minimum 72 hours in advance, to access common logistics services. Once the request is accepted, the provided SRF QR code has to be printed and placed on all four sides of the pallets.
