| ACTION POINTS |
|
1. Overall Updates
- “Dual-use” Updates: Authorisations remain limited to one day per week (Wednesdays).
- Gaza Humanitarian Storage Capacity Survey: The survey remains open until COB 17 September. 23 partners have submitted responses to date.
- Gaza Updates
- Storage Update: Free-to-user storage capacity remains available across 13 warehouses, providing approximately 17,000 m² of space for up to two weeks. This includes a newly operational 1,500 m² warehouse in Gaza City.
-
The Logistics Cluster Lead Agency continues to upgrade storage facilities through warehouse replacement, repairs, and renovation works to improve accessibility and operational conditions.
- Jordan Updates
- From 01 and 15 September, the Logistics Cluster support team coordinated seven Back-to-Back (B2B) convoys through Jordan comprising 136 trucks on behalf of four partners.
- King Hussein Bridge/Allenby Bridge Crossing (KHB/ABC): Only one convoy per week continues to be authorised, down from the previous two. Escort availability has been reduced to one day per week since the week of 31 August, due to lower overall cargo volumes planned from Jordan. Advocacy for restoring two weekly escort days is ongoing to enable more operational flexibility, though upcoming holidays may cause further disruptions.
- Sheikh Hussein Bridge/Jordan River Crossing (SHB/JRC): Operations normally run Sunday to Thursday, with a capacity of up to 15 trucks per day. Next week, operations will be limited to three days due to the holidays.
-
Partners are reminded to submit the requested information on UN2720 submission status and Israeli/Jordanian customs clearances, as it is critical for demonstrating cargo demand to authorities and supporting advocacy for increased escort facilitation.
- Egypt Updates
- Between 01 and 15 September, 32% of approved truck movements – i.e. those coordinated through the Logistics Cluster in support to the Egyptian Red Crescent (ERC) – completed their deliveries and offloaded at KS/KAS as planned. This represents a significant decrease compared to previous months. Advocacy with authorities, donors, and governments continues to improve offloading rates.
- Partners are encouraged to ensure drivers are available during call-forward periods, as even limited driver no-shows have contributed to missed offloading opportunities.
-
In addition to the requirement for pre-clearance through the UN2720 Mechanism and Israeli customs clearance for aid entering Gaza from Egypt, partners are also required to follow the ERC Standard Operating Procedures and notify ERC of cargo movement through the 15-day or 48-hour forms.
- Fuel Update (UNOPS)
- Fuel deliveries continue despite reduced crossing days and holiday-related disruptions. Partners are encouraged to share fuel requirements regularly to support procurement, storage planning, and supply continuity.
- Outstanding Payments: Partners with overdue fuel invoices are urged to complete payments or contact the fuel team to resolve any issues. Continued non-payment may affect access to fuel services.
- Payment Process: Local NGOs are kindly requested to transfer payments to the UNOPS local bank account, while international NGOs must use the UNOPS US bank account.
- Due Diligence and MOUs: Fuel partners are advised to monitor communications regarding due diligence and MOU processing. Additional registration and banking information may be requested before agreements are finalised. New batches of approved MOUs are being processed and shared on a rolling basis.
- In case of any issues, please contact the UNOPS team at Mokonent@unops.org.
2. UN2720 Mechanism New Platform
- Platform Update: An upgraded, more user-friendly platform has been launched to simplify processes and reduce processing time. Partners received a demonstration of the new interface. Existing login credentials remain valid, and support or dedicated walkthrough sessions are available upon request.
- Enhanced Functionality: The platform now includes an improved dashboard providing an overview of organisational activity, request status tracking, and streamlined request submission including AI supported tools for consignors.
- Communications: A new in-platform messaging feature enables direct communication with assigned monitors, reducing the need for follow-up via email or WhatsApp. Request status updates will continue to be shared through both the platform and email.
- Request Management: Requests returned to partners will be marked for cancellation after one month of inactivity from consignors. Extensions or reactivation of cancelled requests can be requested through the system.
- CHI/Dual-use Items: To reduce back-and-forth with COGAT, partners can proactively flag CHI/dual-use items during submission. These route directly to the Mercury platform; partners then add the generated Mercury number to their UN2720 request.
- For more information, feedback, or support with the new platform, partners are encouraged to contact UN2720 at un2720@unops.org.
3. Upcoming Gaps and Needs Surveys
- The Logistics Cluster support team will launch separate Jordan and Israel logistics market surveys by the end of the week. The surveys will assess logistics needs, market availability, contracting challenges, and operational constraints to inform the 2027 Concept of Operations.
- Partners are strongly encouraged to participate, as their feedback is essential to shaping future logistics support and ensuring adequate transition time for any operational changes.
4. Gaza Humanitarian Storage Capacity – Preliminary Results
- The Logistics Cluster Support Team presented preliminary results from the third round of the 2026 Gaza Humanitarian Storage Capacity Survey. Responses from 23 organisations covering 82 warehouses so far indicate that 79 warehouses are operational, with Deir Al-Balah accounting for 96% of reported operational storage capacity.
- Survey Participation: Partners that have not yet completed the survey, including those seeking warehouse space, are encouraged to submit their responses by COB today (17 September). Final results will be shared through the next National Coordination Meeting.
- Storage Support: Partners requiring storage services are encouraged to contact the Logistics Cluster Support Team, which maintains updated information on available and shareable warehouse capacity.
5. Action Points from 3 September Meeting
- Partners are encouraged to continue sharing pipeline information. The additional detail supports manifest planning, movement tracking, issue identification, and follow-up on specific cargo categories, while improving visibility of operational challenges and potential solutions.
- Partners were encouraged to participate in the Gaza Humanitarian Storage Survey (new deadline is COB 17 September).
6. AoB
