1. General Updates
- For “dual-use” items, coordination is now scheduled twice a week, on Tuesday and Wednesday, subject to approvals and advance planning.
- Shortages of critical equipment, particularly spare parts for vehicles and generators, continue to significantly impact operations. While a limited amount of “dual-use” items was cleared for crossing into Gaza recently, this remains a major concern for partners’ operational capacity.
- The WASH Cluster is developing a pest control action plan and has shared a list of priority facilities, including warehouses. The WASH and Logistics Clusters are coordinating on data consolidation; partners requiring support are encouraged to liaise with the Logistics Cluster team.
-
The Logistics Cluster continues to provide access to 12 common warehouses across the Gaza Strip, with over 15,000 square metres storage capacity up to two weeks with extension possible on a case-by-case basis; all recent partner storage requests have been accommodated. The increase in storage capacity would allow longer storage requests, based on partners’ needs and dispatch plans.
- Karem Shalom/Karem Abu Salem (KS/KAS) Cargo Collection
- Access to the platform remains only to international staff. Reportedly, the proposed model of five staff on the platform at any time has not been formally endorsed by authorities and is under renewed advocacy. Currently, only two international staff from one organisation are allowed at a time, causing operational inefficiencies.
- To support smoother coordination, partners are encouraged to share mission lead’s contact details in advance.
- The last physical inventory on 26 April estimated approximately 1,400 pallets on the platform, noting that figures remain indicative due to access limitations.
- Zikim Cargo Collection
- No operations at Zikim on 28 and 29 April, due to closure of the crossing. Offloads operations expected to resume on 30 April. The Logistics Cluster collected all cargo on behalf of partners on 27 April. The next planned uplift is scheduled for 1 May.
- At Zikim, the daily cap for collections remains at 100 trucks, shared between commercial and humanitarian cargo. Despite some flexibility, higher volumes are not operationally feasible due to site constraints.
- Since the reopening on 12 April, the Logistics Cluster conducted five collection missions from the Zikim platform.
- Congestion caused by overlapping commercial and humanitarian trucks significantly extends missions duration. Coordination efforts are ongoing to sequence the missions, avoid overlap, and substantially reduce operational time.
- Access at Zikim is granted to both national and international staff; however, strict compliance measures remain in place, including the personal protective equipment (PPE) use, cabin tool restrictions, driver conduct, phone removal, and documentation checks.
- Truck drivers are requested to comply with all authority regulations, including wearing the required vests and following proper conduct when approaching, to avoid trucks being turned back.
- Security presence is observed along the route, and limited looting incidents have been reported.
2. UN/INGO Upstream Truck Overview
- Between 20 and 26 April, the Logistics Cluster manifested 632 trucks for 11 organisations (seven UN agencies and four INGOs), of which 529 trucks were offloaded at Gaza crossings. 16 percent returned, largely from Egypt due to pallet condition issues linked to prearrival scanning. Commodity trends remain largely unchanged, dominated by food assistance, with a recent increase in shelter items.
- Egypt currently leads corridor volumes followed by Ashdod.
- Through Jordan, convoys plan includes up to 60 trucks twice weekly via King Hussein Bridge - Allenby, pending final clearance by authorities, while Sheikh Hussein Bridge - Jordan River remains at 15 trucks per day.
- West Bank operations continue via Sha’ar Ephraim and Tarqumiya crossings.
- Partners are requested to share their truck manifest weekly plans, to support advocacy with relevant authorities for increased slots and availability of the relevant authorities specifically for the inspection of dual-use items. Partners are required to submit their weekly tentative plan by Wednesday, and to subsequently submit the tentative daily plan by 10:00, with final manifest by 15:00.
3. Common Services Overview
- Between 19 and 24 April, the Logistics Cluster facilitated the collection and storage of 1,384 pallets on behalf of four partners.
- To improve end‑to‑end tracking, partners are requested to confirm - based on the waybill - dispatch date and receipt status (received in good condition/damaged/lost) once cargo arrives at their warehouse.
- Depending on access and security conditions, the Logistics Cluster continues to facilitate both transport and storage services. Organisations are requested to submit a Service Request Form (SRF) minimum 72 hours in advance, to access common logistics services. Once a request is accepted, the provided SRF QR code must be printed and placed on all four sides of the pallets.
4. AOB
- Partners are encouraged to contribute to the consolidated supplier list, compiled by the Logistics Cluster team. The consolidated suppliers list may be requested by contacting palestine.logcluster@wfp.org. The input source will remain confidential as organisations’ names are removed from the shared file.
- More information on Logistics Cluster services, updates, guidelines, and related links can be found on the Palestine operation webpage.
The next Logistics Cluster Gaza coordination meeting will be Tuesday 5 May at 11:00
