1. General Updates
- “Dual-use” Updates: Authorisations for the entry of “dual-use” items into Gaza remain limited to one day per week (Wednesdays).
- Gaza Crossings Update:
- While the installation of a cargo scanner at Erez was announced, there is currently no indication that the crossing will reopen for humanitarian cargo movements through the UN/INGO manifest before November.
- KS/KAS will be closed for offloads on 13, 20 and 21 September, and 05 and 07 October, due to Israeli national holidays.
- Kerem Shalom/Karem Abu Salem (KS/KAS) Cargo Collection
- Offloading and cargo collection are authorised from Monday to Thursday; only cargo collection is authorised on Fridays and Saturdays.
- Since the 01 September Gaza Coordination Meeting, the Logistics Cluster support team coordinated five cargo collection convoys from KS/KAS, with the most recent convoy completed on 12 September.
- Access to the KS/KAS platform remains restricted to international staff only.
- 12 Cluster-managed temporary storage facilities are available in Gaza, with a combined storage capacity of 17,170 square meters.
2. UN/INGO Upstream Truck Overview
- From the Egypt route, 338 trucks were manifested, of which 123 trucks were offloaded (36%), marking a very low offloading rate. Trucks that did not offload as planned were either re-manifested for subsequent processing or cancelled/rejected due to transport, clearance, inspection, or documentation issues.
- The Logistics Cluster support team coordinated five Back-to-Back (B2B) convoys comprising 121 trucks on behalf of four partners through the Jordan corridor.
- King Hussein Bridge/Allenby Bridge Crossing (KHB/ABC) crossings remained limited to one Back-to-Back (B2B) convoy per week (60 trucks) instead of the usual two convoys (120 trucks), as Israeli security escorts were not made available due to lower aid volumes. Partners are requested to share pipeline projections and 2720 requests to support efforts to restore the second weekly crossing.
- Partners are reminded to submit their weekly tentative plan by Wednesday, and to subsequently submit the tentative daily plan by 10:00, with final manifest by 15:00, the day prior to dispatch.
3. Gaza Common Services Overview
- Between 01 and 13 September, 2,708 pallets of inter-agency cargo were collected from KS/KAS via Cluster-managed common transport services; and 2,708 pallets of inter-agency cargo, from three partner organisations, were received for storage in Cluster-managed common warehouses across the Gaza Strip.
- To improve end-to-end tracking, partners are requested to confirm - based on the waybill - dispatch date and receipt status (received in good condition/damaged/lost) for cargo delivered to their warehouse via Cluster-managed common transport services.
- Cluster-managed common transport and storage services remain available per the agreed Concept of Operations; subject to access, security, and funding considerations.
- Organisations that need support from the Cluster-managed common services should submit a Service Request Form (SRF) at least 72 hours in advance, and must await confirmation of their request being “accepted” prior to making any practical arrangements to hand over. For all “accepted” requests the provided SRF QR code must be printed and placed on all four sides of the relevant pallets.
4. Other Logistics Services
- WFP On-Demand Supply Chain Services
- On-demand supply chain services are available to partners in Gaza, leveraging WFP’s existing supply chain footprint, established logistics networks, warehouse management capacity, and cargo tracking through the RITA system.
- The services complement Logistics Cluster common services by offering partner-specific medium- and long-term storage solutions. Minimum storage duration is two weeks with no maximum duration established.
- Access to the service is through a Service Level Agreement (SLA) valid for two years and without any financial commitments, followed by a Pro-Forma Invoice, acting as a service-specific agreement and containing the associated service cost.
- Partners interested in the service are encouraged to contact wfp.palestine.ods@wfp.org for further information and requests.
- HI/Atlas Logistique Storage Services
- Storage services are offered for humanitarian partners at no cost to the user, in three warehouses with a total capacity of 1,920 square meters, located in Zawayda, Mussadar, and Gaza City (Shifa). This includes 100 square metres of temperature-controlled storage.
- The service includes storage for up to four weeks and last-mile cargo transportation.
- Loading can be arranged within 48 hours of a request and can take place from Atlas Logistique warehouses, partner storage facilities, supplier warehouses, or other agreed locations.
5. AOB
- A repeat Warehouse Management Training session for partners will be conducted on 27 September at the WFP office in Deir Al-Balah. The registration form has been circulated to interested partners via email, with a registration deadline of 20 September.
