1. General Updates

• The entry of “dual-use” items is scheduled only for Wednesday at Kerem Shalom/Karem Abu Salem (KS/KAS) in the week commencing 19 July. Indications from authorities suggest that “dual-use” will only be authorised for entry once per week.
• The Logistics Cluster has 14 warehouses in Gaza available for common services, with a total storage capacity of 18,500 square meters.
• In light of ongoing yellow line movements, partners are encouraged to update Warehouses contingency plans and conduct regular risk assessments for potential impacts on warehouses, access routes, inbound aid flows, and staff safety.
• Kerem Shalom/Karem Abu Salem (KS/KAS) Cargo Collection 
• From Sunday to Thursday, operations include both offloading and cargo collection. On Friday and Saturday, operations are limited to cargo collection only. On 23 July, the crossing will operate on a half-day schedule due to a public holiday.
• The technical issue with the scanner at SHB was reportedly resolved on 20 July, and aid volumes were able to resume at normal rates.
• Access to the platform remains restricted to international staff, and advocacy efforts for national staff access are ongoing.
• Multiple security incidents, have been reported on the Philadelphi Corridor and Al Rasheed over the past two weeks, highlighting the need for partners to brief drivers on security risks around holding points and ensure they remain inside vehicles during breakdowns until coordination approval is received.
• Room 2 at the platform remains closed for cargo, reducing platform capacity by 10,000 square metres and increasing cargo congestion in other rooms, causing operational delays and reduced truck throughput. Advocacy ongoing to restore capacity.
• The Logistics Cluster continues to conduct physical inventory twice weekly to support cargo collection planning and cargo tracking.

2. UN/INGO Upstream Truck Overview

• Between 1 and 19 July, a total of 1,610 trucks were manifested across all corridors, of which 13 percent were not able to offload. Overall, 1,400 trucks were successfully offloaded, with daily volumes varying and a maximum of 173 truck movements recorded on 2 June.
• From 1 to 19 July, 74 per cent of trucks were offloaded from Egypt. The improved offloading rate can be attributed to the lower number of trucks manifested.
• From 1 to 19 July, 17 Back-to-Back (B2B) convoys were facilitated by the Logistics Cluster through the Jordan corridor on behalf of five partners.
• Dual-use items continue to be processed only one day per week. The scanner malfunction on 2 July in Jordan caused delays and a backlog of dual-use aid cargo ready for movement to Gaza.
• Partners are requested to share their truck manifest weekly plans, to support advocacy with relevant authorities for increased slots and availability of the relevant authorities to facilitate the crossings and escorts. Partners are required to submit their weekly tentative plan by Wednesday, and to subsequently submit the tentative daily plan by 10:00, with final manifest by 15:00.
• Partners are advised that “dangerous goods” and dual-use items require advance coordination, submission of Material Safety Data Sheet (MSDS/SDS) documents, and a minimum two-week lead time for clearance processing; documentation issues have resulted in truck rejections.

3. Common Services Overview

• Between 1 and 19 July, the Logistics Cluster facilitated the collection of 6,945 pallets from Gaza crossing and received 6,456 pallets into Cluster warehouses across the Gaza Strip on behalf of eight partners.
• To improve end-to-end tracking, partners are requested to confirm - based on the waybill - dispatch date and receipt status (received in good condition/damaged/lost) once cargo arrives at their warehouse.
• Depending on access and security conditions, the Logistics Cluster continues to facilitate both transport and storage services. Organisations are requested to submit a Service Request Form (SRF) minimum 72 hours in advance, to access common logistics services. Once a request is accepted, the provided SRF QR code must be printed and placed on all four sides of the pallets.

4. AOB

• Logistics Cluster Warehouse Management training is scheduled for 23 July 2026; covering theoretical and practical components; participants are required to confirm attendance.
• The Logistics Cluster is compiling advocacy points and encourages partners to share key issues and recommendations via email at palestine.logcluster@wfp.org for consolidation and submission to relevant stakeholders, and presentation at a forthcoming meeting.
• A meeting was held on 9 July to gather partner feedback on updating the Common Suppliers List, with discussions focused on improving its content, features, accuracy, and update process to better meet operational needs.
• Partners are encouraged to contribute to the consolidated supplier list, compiled by the Logistics Cluster team. The consolidated suppliers list may be requested by contacting palestine.logcluster@wfp.org. The input source will remain confidential as organisations’ names are removed from the shared file.
