| AGENDA |

1. General Updates
- There is no change in the status of Gaza crossings: Kerem Shalom/Karem Abu Salem (KS/KAS) and Erez West (Zikim) remain open, while Kissufim is closed.
- For “dual-use” items, coordination is scheduled once per week, with the next movement on 29 April. Partners will be updated if twice per week coordination resumes in May.
- In Gaza, shortages of engine oil and spare parts persist and advocacy efforts ongoing, with growing reports of fleet breakdowns and a risk of declining transport capacity. Although some items managed to enter last week, the entry of additional items is not guaranteed. a
- To address the ongoing rodent infestation across the Strip, the Health and WASH Clusters continue to promote mitigation and prevention activities through partners, providing guidance and training, though limited access to specific materials and dedicated chemical products remains a challenge.
- The Gaza Inter-Cluster Coordination Group (ICCG) has finalised the 2026–2027 winterisation plan, currently under National ICCG review. Supply pre-positioning is expected to increase pressure on limited warehouse space; partners are encouraged to plan and coordinate in advance.
- The Logistics Cluster provides access to 12 operational warehouses, with over 15,000 square metres storage capacity available to partners across the north and the south.
- Karem Shalom/Karem Abu Salem (KS/KAS) Cargo Collection
- Intermittent crossing closures continue due toIsraeli holidays: the platform is closed today (21 April) and tomorrow (22 April) for offloading but remains open for uplifts.
- The last Logistics Cluster collection mission took place on 19 April, during which the platform was cleared of Cluster partners’ cargo, and a physical inventory conducted; the next inventory is tentatively planned for today, subject to access constraints and coordination. Access to the platform remains limited only to international staff, reducing the capacity of the team to conduct physical counts in such short timeframe.
- Delays in green light approvals for movements, increasing time at holding points, and access restrictions, continue to affect collection missions and planning, resulting in missions’ cancellations.
- Zikim Cargo Collection
- Since the reopening of Zikim on 12 April, the Cluster conducted three collection missions. Congestion persists due to shared access with commercial trucks, leading to operational coordination challenges, delays at the staging areas, and potential security risks.
- This week’s tentative schedule includes uplifts on Monday and Wednesday, and offloads on Tuesday; however, operations remain fluid, with frequent lastminute changes.
- Both international and national staff are authorised to access the Zikim platform. Truck drivers must wear standard yellow safety vests. Orange vests result in denial of access.
2. UN/INGO Upstream Truck Overview
- Between 13 and 19 April, 756 trucks were manifested for crossing, of which 658 trucks offloaded (13 percent returned).
- Volumes were affected by reduced opening days at KS/KAS (three days this week versus five last week), with normal schedule resuming next week.
- Fuel quantities received over the past days were lower than planned due to returns and rejections, while spare parts and engine oil approved for crossing remained minimal.
- Via Ashdod, trucks are routed alternately through KS/KAS and Zikim based on operational days; scanner is still reported not to operate at full capacity (80 to 100 containers per day), impacting the throughput.
- Through the Jordan route, escorted Back-to-Back convoys can offload at Zikim through Sheikh Hussein Bridge (SHB)/Jordan River, subject to a minimum of 15 trucks per day of crossing. Movements are expected to increase to two convoys via King Hussein Bridge (KHB)/Allenby next week, with 50 trucks per crossing, while SHB remains limited to 15 trucks per day. Jordan River crossing is closed on 21 and 22 April and Allenby on 22 April.
- Truck coordination through the West Bank crossings continues two days per week.
- Partners are requested to share their truck manifest weekly plans, to support advocacy with relevant authorities for increased slots and availability of the relevant authorities specifically for the inspection of “dual-use” items. Partners are required to submit their weekly tentative plan by Wednesday, and to subsequently submit the tentative daily plan by 10:00, and final manifest by 15:00.
3. Common Services Overview
- Between 10 and 18 April, the Logistics Cluster facilitated the collection of 2,553 pallets and storage of 2,401 pallets of aid inside Gaza, on behalf of five partners.
- 96 percent of the commodities transported by the Logistics Cluster on behalf of partners are shelter items, and four percent WASH items.
- To improve end‑to‑end tracking, partners are requested to confirm - based on the waybill - dispatch date and receipt status (received in good condition/damaged/lost) once cargo arrives at their warehouse.
- Depending on access and security conditions, the Logistics Cluster continues to facilitate both transport and storage services. Organisations are requested to submit a Service Request Form (SRF) minimum 72 hours in advance, to access common logistics services. Once a request is accepted, the provided SRF QR code must be printed and placed on all four sides of the pallets.
4. AOB
- Partners are encouraged to contribute to the consolidated supplier list, compiled by the Logistics Cluster team. The consolidated suppliers list may be requested by contacting palestine.logcluster@wfp.org. The input source will remain confidential as organisations’ names are removed from the shared file.
- More information on Logistics Cluster services, updates, guidelines, and related links can be found on the Palestine operation webpage.
The next Logistics Cluster Gaza coordination meeting will be Tuesday 28 April at 11:00
