1. Overall Updates
- The revised Gaza crossing schedule circulated by Israeli authorities was shared with partners, indicating closure days due to the upcoming religious holidays in April.
- The aid trucks’ coordination through the West Bank route for next week was indicated via Shaar Ephraim (instead of Tarqumia) on 6 and 9 April.
- The entry of dual-use commodities into Gaza next week has been moved to Thursday, 9 April only.
- Ashdod route volumes remain low due to reduced scanner capacity. No timeline has been provided for full functionality to resume.
Gaza Updates
- Kerem Shalom/Karem Abu Salem (KS/KAS) will be closed for collections on 4 April.
- Erez West (Zikim) remains closed.
- Between 1 and 30 March, the Logistics Cluster facilitated access to the collection of 7,965 pallets on behalf of partners.
- The Logistics Cluster continues to expand storage capacity. Two newly contracted warehouses (one in the north and one in the Middle Area) are planned to become operational within the next 10 days, to increase the total storage capacity across Gaza. Further expansion in Gaza City is being assessed.
- Temporary storage time has been extended to up to two weeks. Additional needs can be considered on ad hoc basis, based on the partner’s dispatch plans.
Jordan Updates
- Between 1 and 31 March, the Logistics Cluster facilitated 13 Back-to-Back (B2B) convoys (295 trucks in total), on behalf of three partners, offloaded at KS/KAS.
- Due to the upcoming religious holidays in Israel and reduced operating times, convoy quota via KHB has been increased to 60 trucks per crossing.
- Aid trucks crossing operations through Sheik Hussein Bridge (SHB) remain unchanged, with a limit of 15 trucks per day.
Egypt Updates
- Between 1 and 31 March, 1,004 trucks were manifested from Egypt; 803 were offloaded (80 percent rate of manifested trucks).
- Partners are reminded to ensure proper pallet wrapping, good pallet conditions, and a maximum pallet height of 1.6 meters, as several rejections have taken place due to noncompliance. These requirements are detailed in the Egyptian Red Crescent (ERC) Standard Operating Procedures.
- In addition to the requirement for pre-clearance through the UN2720 Mechanism and Israeli customs clearance for aid entering Gaza from Egypt, partners are still required to follow the Egyptian Red Crescent (ERC) Standard Operating Procedures and notify ERC of cargo movement through the 15-day or 48-hour forms.
Fuel Update as Provided by UNOPS
- Fuel trucks are being rescheduled based on crossing opening days/hours, with a minimum schedule of three days per week, to maintain fuel station stocks in both the south and north.
- Partners are kindly encouraged to continue to submit their monthly fuel requirements to the UNOPS team, for both operational and programmatic needs via their sectorial clusters.
- Partners are kindly encouraged to settle all outstanding 2025 fuel cost recovery payments as soon as possible. For invoice-related questions, partners should contact the UNOPS team at Mokonent@unops.org.
UN/INGO Upstream Truck Overview
- Partners are kindly encouraged to complete the weekly tentative plan form by Thursday, to enable a one week planning window for coordination and advocacy with Israeli authorities (partners using Egypt and Jordan corridors to submit planning forms via the respective Logistics Cluster team focal points).
- Partners are also reminded to submit the tentative daily plan by 10:00 and the final manifest by 15:00.
- Between 1 and 31 March, 2,448 trucks were manifested on behalf of 15 partners (eight UN agencies, seven INGOs)..
- Around 60 percent of the cargo is food security items, while shelter and WASH together account for 25 percent. The remaining nearly 15 percent consists of fuel, mixed, and other humanitarian cargo.
- Possible decline in manifested trucks linked to Ashdod scanner limitations, crossing constraints, and pre-clearance and customs approval delays, in addition to the registration challenges of INGOs in Israel and the very limited number of organisations authorised to send aid to Gaza.
- Partners are required to coordinate their dual-use cargo with the Israeli authorities for approvals in advance, to ensure the technical inspectors at KS/KAS is scheduled accordingly.
2. Inter-Agency Pipeline
- As of 30 March and based on data from 25 humanitarian organisations, the total expected pipeline for the next three months is approximately 523,000 cubic metres (equivalent to over 290,000 pallets), with 44 percent of the pipeline reported through Ashdod, 29 percent through Egypt, 23 percent through Jordan, four percent through Israel and West Bank collectively, and the remaining one percent not yet allocated to a route.
- The Logistics Cluster will continue facilitating pipeline data collection every two weeks, and the next deadline for partners to provide inputs is 13 April. Partners can reach out to the Logistics Cluster team for any questions at Palestine.logcluster@wfp.org.
3. AOB
- The Logistics Cluster is refreshing its contact list and reviewing its membership, to ensure the forum’s focus on supply chain and logistics.
- Depending on access and security conditions on the ground, the Logistics Cluster continues to facilitate both transport and storage services. Organisations are requested to submit a Service Request Form (SRF) minimum 72 hours in advance, to access common logistics services. Once the request is accepted, the provided SRF QR code has to be printed and placed on all four sides of the pallets.
- Partners are encouraged to contribute to the consolidated suppliers list, compiled by the Logistics Cluster team. The list may be requested by contacting Palestine.logcluster@wfp.org. The input source will remain confidential as organisation names are removed from the shared file.
