| ACTION POINTS |
|
1. Situation Update
- The Logistics & Telecommunications Cluster has been officially activated to support the flood response in Nepal.
- A flash appeal for USD 3.5 million has been submitted to the Humanitarian Country Team for logistics and telecommunications support. The provision of common services will depend on confirmed funding and operational readiness.
- The Nepal response webpage is active, and the Logistics Information Exchange Platform (LogIE) continues to be updated with verified road-access constraints and operational information.
ROAD ACCESS AND TRANSPORT NETWORK
- Road access to parts of Nuwakot and Rasuwa remains heavily constrained. Routes towards Bidur and Kispang can generally accommodate only small four-wheel-drive vehicles, such as Boleros.
- Larger trucks may use an alternative bypass route; however, vehicle capacity is limited to a maximum of 10 metric tonnes because of clearance and road constraints.
- A partner reported that access to some areas around Bidur requires a detour of approximately nine hours via narrow, unpaved mountain roads. Access remains weather-dependent during the monsoon period.
- There is no viable road access across the river to some affected locations, and supplies are therefore being moved by air where authorised and feasible.
2. Logistics Update
COORDINATION
- LTC is finalising its Concept of Operations, Standard Operating Procedures and Service Request Form. These documents will be shared with partners and published on the Nepal response webpage once confirmed.
- Kathmandu and Bidur are being considered as coordination and common-services hubs. Field teams are conducting mission to confirm requirements and determine the most appropriate operational set-up.
- The Cluster is considering cargo consolidation and transshipment support between Kathmandu and Bidur, subject to confirmed partner demand, access conditions, capacity and funding.
INFORMATION MANAGEMENT
- The Nepal response webpage and LogIE operational map will serve as the main platforms for sharing the Concept of Operations, SOPs, service information and verified access updates.
- Partners are encouraged to share verified road, transport, storage, customs and cargo-pipeline information through the established coordination channels including WhatsApp group and the Nepal LTC general inbox: npl.logscoordination@wfp.org.
LOGISTICS SERVICES
- LTC is assessing common service requirements, including transport, storage, and cargo consolidation.
- Additional storage capacity is being considered at the Humanitarian Staging Area (HSA) in Kathmandu. To manage increasing incoming cargo volumes at Tribhuvan International Airport, LTC plans to establish two Mobile Storage Units near the cargo terminal and the airport ramp.
3. Relief Cargo Clearance
- Clearance and release of imported relief cargo remains a challenge for several partners. Importation of relief items is expected to follow the Government’s one-door policy through the Humanitarian Staging Area, with the Ministry of Home Affairs identified as the recommended consignee.
- Customs focal points were identified to support facilitation at the HSA in Kathmandu. Contact details and confirmed guidance will be shared with partners.
- Request for clarification on whether organisations may retain cleared contingency stocks in their own provincial or private warehouses while complying with government coordination requirements. This point remains to be verified.
4. AOB
- Partners agreed to meet twice a week on Tuesday and Friday. The meetings will be hybrid, with both remote and onsite options. Venue to be announced for each meeting.
The next Logistics Cluster Coordination meeting will be held on Tuesday 8 September 2026, 1400 local time.
