-
Access Constraints Update
- The Logistics and Telecommunications Cluster (LTC) provided an update on the current logistics and access situation, noting that the overall operational context remains largely unchanged. While some improvements to physical access have been observed, humanitarian actors continue to rely on the same primary routes due to ongoing security considerations and access constraints in parts of southern Lebanon.
-
Entry points into Lebanon remain generally stable. Beirut International Airport continues to operate normally, with multiple airlines providing regular passenger and cargo services, while the Ports of Beirut and Tripoli remain fully operational. On land routes, Al-Masnaa remains the main operational border crossing for cargo movements. The Cluster also informed partners that Arida Crossing has been fully closed to passenger traffic for a period of 15 days since 6 August. Other border crossings remain restricted or inaccessible for official cargo movements.
2. Logistics Services and Activities storage and transport services
- The Logistics Cluster provided an update on its activities and services in Lebanon, noting that since activation it has supported 58 organizations through coordination, information management, common services, and capacity-strengthening activities.
- Common logistics services continue to support humanitarian operations across Lebanon, including through the Jordan–Lebanon corridor. The Cluster currently maintains approximately 1,000 pallet positions of storage capacity in Beirut; and around 3,600 m³ of storage capacity in Amman, currently supporting the regional humanitarian cargo movements into Lebanon.
- Since the activation of transport services, the Cluster has facilitated 39 convoys within Lebanon and 6 regional convoys through the Jordan–Lebanon corridor, transporting a total of approximately 5,700 m³ of humanitarian cargo.
- Looking ahead, a convoy to Tyre is scheduled for 13 August, while the next Jordan–Lebanon convoy is planned for 19 August. Partners were encouraged to share their requests and plans as early as possible to support planning and cargo consolidation. The schedule for the upcoming convoys is available online and is shared with partners once new locations and dates are identified.
- The Cluster reiterated the process for accessing services, reminding partners that all requests should be submitted through a Service Request Form (SRF) and coordinated directly with the LT Cluster focal points in line with the applicable SOPs. Access to services remains available to humanitarian organisations operating under the Lebanon Response Plan (LRP).
-
Partners were also reminded that cargo intended for storage or transport must be properly palletized, while certain commodities may be subject to operational, safety, or regulatory restrictions. The latest guidance, SOPs, convoy schedules, and operational updates remain available through the Logistics Cluster website, mailing list, and live convoy schedule file.
Logistics Outlook Workshop
- The Logistics and Telecommunications Cluster (LTC) presented the outcomes of the recent partner workshop, which brought together representatives from approximately 23 humanitarian organizations. The workshop was organized to identify current logistics gaps and bottlenecks affecting humanitarian operations, better understand partners’ needs within the scope of the LTC mandate, and gather recommendations on future activities and services that could support the response.
- Workshop participants highlighted a range of topics related to coordination, information management, logistics services, capacity strengthening and preparedness planning. Partners shared a broad range of suggestions and proposed actions aimed at strengthening logistics support and improving operational efficiency. These recommendations have been consolidated in a workshop report, which has been shared with participants for review and feedback through the mailing list.
- Based on the findings, the LTC will now develop a detailed workplan outlining priority activities and their proposed implementation. The Cluster also plans to prepare a high-level advocacy brief summarizing key workshop findings and operational challenges for discussion with senior humanitarian leadership. In parallel, several immediate actions have already been initiated by the LTC and partners, including follow-up discussions on customs clearance procedures and updates to communication and coordination channels.
-
During the discussion, a partner raised concerns regarding the lack of beneficiary lists following distributions in southern Lebanon, noting that this may affect future planning and donor reporting requirements. The LTC acknowledged the concern and noted that the issue would be raised through the relevant coordination mechanisms for further discussion. Another partner proposed establishing a dedicated coordination platform for organizations working with medical supplies and medicines to facilitate information-sharing on importation, storage, and distribution processes. The LTC welcomed the suggestion and noted that it would explore possible follow-up with relevant health-sector actors.
3. Access Working Group Updates
- Access Working Group (AWG) provided an update on humanitarian access trends and the Humanitarian Notification System (HNS).
- While humanitarian movements continue across southern Lebanon, access constraints persist in certain locations due to security developments, movement restrictions, and operational requirements. The Access Working Group continues to monitor trends and engage with partners to support humanitarian access.
- An overview of recent HNS statistics and access trends was shared, highlighting the continued use of the notification mechanism to facilitate humanitarian movements to hard-to-reach areas. It was noted that access conditions remain dynamic and require ongoing coordination and information sharing among humanitarian actors.
- AWG also presented the updated scope of the HNS and the current definition of hard-to-reach areas, reflecting changes in the operational context and access environment since the June ceasefire.
- In addition, recently endorsed Joint Operating Principles (JOPs) were introduced, which provide a common framework for humanitarian operations in Lebanon. The JOPs aim to support principled humanitarian action and promote a coordinated approach to access, engagement with relevant stakeholders, and operational decision-making.
-
Should partners have any questions or additional information is needed, they can reach out to Joelle Harfouche, Access Working Group co-chair, joelle.harfouche@un.org.
4. LTC Telecommunications Updates
- The LTC Telecommunications team informed partners about an upcoming telecommunications assessment mission that is planned for mid-August. Partners were invited to share any telecommunications-related challenges, connectivity requirements, or operational concerns with Dana Safa, IT Operations Officer, dana.safa@wfp.org, so these can be considered during the assessment and reflected in future support activities.
-
During the discussion, a partner enquired about how ICT focal points within organizations could engage with the telecommunications workstream and receive updates. The LTC will reach out to partners to collect the contact details of their respective ICT focal points and strengthen coordination and information-sharing on telecommunications-related activities.
The date of the next coordination meeting will be communicated through mailing list and dedicated WhatsApp group.
