SECURITY
- During the night of 20 March, a hotel in Medan was evacuated following a bomb threat.
- Sabang Island (aka Pulau Weh) is currently in Phase 3. UNDSS Banda Aceh will soon conduct an assessment mission to determine if Sabang should remain Phase 3 or be lowered, following which recommendations will be made to the UN in New York.
- An incident occurred at approx 18:00 hrs 17th March at a small village called Sapik approximately 6 km north of Lamno. TNI-GAM exchanged gunfire for 30 minutes.
GENERAL

- In Lamno, the WFP reports that current stock indicates a shortfall of 93 MT of food commodities for the next planned distribution that is scheduled to begin 8 April for the currently planned number of beneficiaries (approximately 18,000). Action is underway to address this shortfall.
- Total WFP (and partners) food distribution to 18 districts in Aceh and North Sumatra provinces is estimated at 9,413 MT (comprised of rice, fortified noodles and biscuits, canned fish and vegetable oil).
- The Aceh Provincial POLICE has asked organizations to register their imported vehicles with Traffic Directorate in Aceh to get a temporary number plate.
- In order to register an imported vehicle please apply to the head of Provincial Police (KAPOLDA); attach the Vehicle Certificate; Insurance Certificate; and, your letter explaining the Organization/Agency's intended use for the vehicle.
- A range of UNJLC maps are now available form UNJLC Offices in Banda Aceh and Jakarta, include: a general logistics map for Aceh and North Sumatra; a Meulaboh town plan; a road atlas with detailed information on the road condition between Meulaboh and Banda Aceh; a port map, detailing landing sites, depth, available facilities etc; and, a reference map with corresponding photos.
- Coordinating Ministry of People's Welfare on 17 March issued a statement regarding the status of foreign humanitarian workers (ergo visa requirements for individuals and longer term presence of humanitarian actors) in Aceh province. Key points:
- The extension of the transition period to reconstruction beyond the 26 March for an initial period of 30-60 days.
- During this period the GoI will carefully study if the activities of each organization are relevant for the rehabilitation and reconstruction phase.
CUSTOMS
- UNJLC Banda Aceh has produced new flow charts for the importation of goods through customs. There are four separate flow charts depending on the type of importation. Similar procedures have been in place at Medan, which are currently under review. These can also be found on the website.
- UNJLC Medan reminded humanitarian actors that while procedures are under review, the "old forms for sending relief goods are still to be used".
- JLC together with POSKO, Medan are trying to simplify the systems/procedures for sending relief goods from North Sumatra to NAD.
- Additional procedures for custom clearances for containers entering via Belawan port require a letter from the Ministry of Trade following endorsement by POSKO Medan. Affected commodities are: sugar, rice, garments, and vehicles. Many containers with these commodities are stuck at the port until the clearance letter is issued, hence efforts are currently being made to have a Representative from this Ministry "embedded" at POSKO.
- In the meantime: Letters requesting approval to import goods mentioned above must be sent to the Minister of Trade: Jl. M.I Ridwan Rais no.5 Jakarta 10110 telp: 62 021. 384 86 67 - 345 63 18 Fax .62 021.384 61 06, and to BAKORNAS (National Coordination Office for Disaster): Jl.Dr.H.Juanda 36 Jakarta Pusat 10110 Telp:+6221.345 8400.

WAREHOUSING
WFP warehouse capacity continues to be increased at field-offices. During the reporting period 2 Wijkhalls have been constructed in Malahayati Port, Aceh Besar, and another 2 have been constructed at the Port of Tapaktuan, Aceh Selatan.
LAND
- The GoI and TNI's collective aim is to open the Banda Aceh - Meulaboh land route by March 26. According to the GoI Coordination Meeting, 90% of repairs on this route are complete.
- The road from Banda Aceh to Lamno has been opened. However around Lamno there is a big river without bridge. To cross this river a pontoon has been provided. TNI are shortly to construct a bridge over this river.
- The road from Lamno to Teunom has been opened. However around Krueng Pudeng(sic) there is a bridge that has not yet been repaired. A raft-pontoon is being used to ferry vehicles. Clarification is being sought.
- The greatest challenge is to open the road between Teunom and Meulaboh: the area is forested and swampy. Landfill along the route is expected to start in the next few days.
- The latest UNJLC-updated land route maps of the West coast, with details of newly opened roads between Meulaboh and Banda Aceh, are available at the HIC
AIR
- For a complete view of air operations please sea the Air operations Update.
- Hard copies will be available at the Medan, Banda Aceh and Meulaboh offices this week.
- In order to meet the additional airlift capacity requirement recently identified in Banda Aceh, one Twin Otter has already arrived and 2 more helicopters are due to arrive later this week.
- UNJLC at Banda Aceh have adopted an automated, more user friendly passenger booking system.
- There was one MEDEVAC flight over the weekend 19/20 Mar.
- The almost free service most generously donated by Garuda for the movement of humanitarian air cargo between Jakarta and Banda Aceh continues to deliver small consignments. This service is due to end on 31 March but we are looking to provide continuity of this facility.
- The so called "pouch" service to carry small, valuable documents between Jakarta and Banda Aceh made a trial run Northbound on 9 Mar 05 but, due to lack of demand, did not make the return journey until 21 Mar.
- The flight schedules from Banda Aceh to the West coast will remain in place until 31 March 2005 when they will be reviewed to ensure they continue to meet customer requirements.
- Information regarding private air transportation in Medan UNJLC includes this information to assist the humanitarian community, BUT, inclusion on this list should not imply endorsement of the provider.
AIRFIELDS
Medan
- An additional Twin Otter, has arrived and (subject to confirmation of demand) will begin serving Lhokseumawe and Simeulue and Nias Islands.
- The provisional schedule for these flights is due to be published shortly and is subject to fine tuning to ensure the correct fit with user requirements.
Banda Aceh
- The Users Group for all modes of transport ex Banda Aceh maintains its active role. Although efforts to obtain user forecasts of requirements have only been partially successful, the procurement of additional airlift capacity and the introduction of flights to the 3 new destinations mentioned above are in response to the User Group request.
- To date UNHAS have flown 4452 passengers and 544 tonnes of cargo.
- No show passengers on UNHAS flights are still at an unacceptably high level of 30%. While some of this is no fault of the individual, it is still far too high. The automated passenger booking system mentioned above will automatically place no-shows at the bottom of the list for the next flight.
SEA
- The Special Feature - Sea Routes from the March 15 Bulletin also contains information relevant to humanitarian actors utilising sea routes.
- UNJLC Banda Aceh has just completed a map of the ports, infrastructure, access around Aceh, the west coast of Sumatra and North Sumatra: The high resolution version is available at the UN office in Banda Aceh and UNJLC Medan. A low resolution soft copy of the map is available at the website also.

- Contact Jafar Siddik 0813 60029281, jafar_siddik@yahoo.com.
- In Banda Aceh, UNJLC reports strong support for its proposal for movement of passengers and cargo by sea. This cost effective and safe alternative for transporting both cargo and passengers is under development. It is intended that UNJLC will coordinate and then handover the service to local partners within 3 months: a full version of the proposal will be available on www.unjlc.org shortly.
- As part of this proposal, UNJLC is currently assessing sea transport cargo requirements for non-food items.
- Public Works welcomes this service and hopes that it can be used to transport building materials to west coast area.
- UNJLC has negotiated permission for humanitarian actors to have free container storage in Belawan port. The sample request letter is being prepared by UNJLC Medan.
- The Quarantine Dept. from Belawan Sea Port will prepare a procedural chart to facilitate cargo movements from the sea port.
- WFP vessel movements are reported as follows:
- The L/C Labitra Reulina received spare parts and commenced voyage on 19 March. Mechanical problems have left her in Malahayati, Aceh Besar, since 11 March. She discharged 215MT of food in Lamno on 20 March and sailed for Calang along with 25MT of operational support equipment and supplies.

- DSS report that the road from Lamno - Banda Aceh that was damaged by wave action on Friday 11 was re-opened again on Sunday 13 March.
GENERAL
- Indonesian President Susilo Bambang Yudhoyono signed a Presidential Decree on Friday March 4, 2005 changing the status of the situation in Aceh from emergency relief to reconstruction as of 26 March. Those organizations that will be granted rights to continue operating in Aceh beyond this date will need to demonstrate concrete commitments to the reconstruction phase.
- A form is now available at the UNJLC Banda Aceh office for requesting maps. People who require mapping services are encouraged to fill out this form, detailing their requirements. Forthcoming products include:
- A general logistics map for Aceh and North Sumatra; a road atlas with detailed information on the road condition between Meulaboh and Banda Aceh;
- A port map, detailing landing sites, depth, available facilities etc; a reference map with corresponding photos. (See the UNJLC Special Feature - Sea Routes, at www.unjlc.org. Accompanying maps will be available in the near future.)
HIGHLIGHTS
- Upon request of the Government of Indonesia (GoI), WFP has assumed full responsibility for the emergency supply, delivery and distribution of food items in coordination with the GoI. The agency is working with its cooperating partners including the Indonesian Red Cross (PMI), Save the Children, Action Contre la Faim, CARE International, Mercy Corps, World Vision, Catholic Relief Service and HELP, to provide food to the affected population; the number of which is estimated at approximately 790,000.
- HIC Sumatra completed a planning atlas for the western part of the affected coast of Aceh. Apart from base map information (detailed road network, administrative boundaries, hydrology, terrain), tables reporting demographic information and administrative units codes are included. The atlas is available for download at the HIC kiosks in Aceh and is available to web users at www.humanitarianinfo.org/sumatra.
VISAS
- In Aceh, the official from SATKORLAK who handles matters related to foreigners (such as immigration, customs, foreign relations, military aircraft matters) is Mr. Tarsis Kodrat (0651-34503 or 0815-9600332).
- The situation with visa's for foreign nationals involved in the relief and reconstruction effort remains unclear. Recent meetings with the relevant authorities have yielded some assurances of continued agency access and support for agency activities post 26 March but details are pending.
- At the Disaster Management Centre on 10 March, the following synopsis of the regulations was provided by Ajat S. Hafid, Director for International Relations, Directorate General of Immigration. He explained that "the GoI visa policy as of 26 March is as follows:
Visa extension procedures will follow the arrangements previously set in Aceh (i.e. procedures during Civil Emergency status); - International community needs to arrange extension of visa for their expatriates well in advance of 26 March. Holders of visa-on-arrival will have to leave the country and apply for visa from Penang (Malaysia) or Singapore. Holders of social & cultural and business visas will be able to stay in the country and apply for visa extension in several capital cities of provinces in Indonesia. The visa will be given for two months to be extended for as much as 60 days and another 60 days with a total of 6 months (not exceeding 6 months).
- Foreign nationals involved in humanitarian works will need a recommendation from the State Coordinating Minister for Peoples' Welfare.
- Journalists or foreign correspondents will need a recommendation from the Minister of Foreign Affairs."
- Documents regarding the above issue were handed over to OCHA for further translation and distribution to all participants. Mr. Ajat promised to provide further written clarification regarding the GoI change of policy as of 26 March 2005 at the next DMC meeting.
CUSTOMS
- Customs procedures have been passed on to UNJLC by customs officials in Banda Aceh. There are three different procedures for clearing goods in Banda Aceh: for the clearance of humanitarian goods for distribution; and, two other procedures for assets/non-consumables. The humanitarian community is to be briefed by Indonesian customs officials on this matter on Tuesday, 15 March.
- The increase in flow of freight for the relief and recovery of Aceh has taken to sea routes. The port of Belawan (Medan) currently has a backlog of containers, some 60% of which are humanitarian aid, as yet not cleared by customs. UNJLC is working with Medan Posko and Customs to simplify procedures in relation to humanitarian aid.
- For further information or assistance at the port of Belawan regarding customs, please contact Mr. Mohammad Rusdi (0812 60 93228) or Mr. Frans Tambunan (08153055358).
SEA
Please see the UNJLC Special Feature - Sea Routes (attached) and for detailed information on assets and ports
AIR
- In order to meet the additional air cargo requirement recently identified in Banda Aceh, it has been agreed that more airlift capacity is required. All UNHAS aircraft are currently being used at maximum capacity. The air user group has expressed their strong support for the UNJLC/UNHAS proposal to increase the available assets. It has been recommended that the current assets remain for another 3 months (3 x Pumas, 2 x M-i8 and 1 x Twin Otter), and that an additional Twin Otter and 2 additional M-i8s be brought onto contract a.s.a.p.
- The flight schedules from Banda Aceh to the West coast will remain in place until 31 March 2005 when they will be reviewed to ensure they continue to meet user requirements.
- 'No show' figures are still very high (30%) on UNHAS flights. The names of 'no shows' will be passed onto the air user group on a daily basis. The new booking system will automatically place any 'no shows' at the bottom of the priority list on their next flight.
- The UNHAS air services to the west coast of Aceh and the islands of Simeulue and Nias continues to be essential as other modes of transport do not cover the requirement, and the demand for movement of passengers and cargo remains high. The possibility of adding a scheduled UNHAS service to Lhokseumawe is currently being investigated. UNJLC will advise on the outcome shortly.
- Air cargo activity in Medan has now reduced to almost zero.
- The Garuda Airlines donation of free humanitarian air cargo on the route between Jakarta and Banda Aceh has delivered 4 consignments; 2 consignments are in the pipeline. (
- The 'pouch' service to carry small, valuable documents between Jakarta and Banda Aceh made a trial run Northbound on 9 March but there has not yet been a return journey due to absence of demand. The User Group in Banda Aceh will formalize procedures and socialize the 'pouch' service at the next User Group Meeting.
- As March 14, Air Serv helicopters and planes will be based at Banda Aceh, not Pulau Weh (Sabang).
- A number of agencies have still not completed their monthly projection sheets. UNJLC air cell and UNHAS have reiterated the importance of these projections for future aviation capacity planning.
- Medevac and security aircraft may only be used for missions outside Banda Aceh with explicit permission from the Humanitarian Coordinator.
- For complete details of the Air Operations in support of the humanitarian community please refer to the UNJLC website, air ops section,
LAND
- Updated land route maps of the West coast, with details of newly opened roads between Meulaboh and Banda Aceh, are available at the HIC and on
- The road to Lamno has been open since 5 March, and several organisations such as USAID and Oxfam have made this trip. It takes approximately 6 hours one way in a 4x4. The road is passable for trucks up to 20MT, though the road is difficult, and in many places it is single lane traffic only.
WAREHOUSING
Thus far WFP have established some 26,000 MT of permanent warehouse capacity and an additional 7,700 MT of temporary warehouse capacity to store food items in Banda Aceh, Lamno, Calang, Teunom, Meulaboh, Singkil, Medan, and Lhokseumawe. Additional temporary warehouses are being set-up along the west coast and the port of Malahayati in Aceh Besar. It is expected that with the erection of the additional warehouses, the total storage capacity will reach 37,000 MT.

TRANSITION TO CIVILIAN OPERATIONS
- The French C160 remains at Polonia airport in Medan awaiting a spare part for repairs.
- The two Mexican navy ships remain of the Sumatra coast following unloading relief supplies at Belawan port in Medan and Lhokseumawe.
- The two ships departed for Lhokseumawe on 5 March. They will remain there for 5 days to conduct water treatment operations, and then move to the area off Banda Aceh where they will remain for several weeks. One of the ships, the Arm Zapoteco, carries a medical facility with 44 doctors.
- The US hospital ship USNS Mercy is currently operating in the same area and has not announced any redeployment plans.
- The Japanese Self Defense Forces left Indonesia on 6th March.
- Australian troops will completely withdraw from Banda Aceh as of 8th March 2005.
VISAS
- It has been announced that pre-Tsunami visa and travel regulations are to be reinstated, thus any traveler who will be entering Indonesia and traveling to, or staying in, Aceh beyond March 26th should apply for a 422 visa before entering Indonesia. All foreigners currently in Indonesia/Aceh who are staying here on a "visa on arrival", and are planning to be in Aceh beyond March 26, should, when their "visa on arrival" expires, exit Indonesia and secure a 422 visa in Singapore."
- Further to this announcement, UN agencies, donors and embassies are trying to resolve this issue directly with the government before such a plan is formalized in writing. Discussions regarding the visa situation are expected to take place this week. Again, it has been stressed that agencies and organizations need to coordinate and develop MOU type agreements with their respective line ministries or the Coordinating Ministry for Peoples' Welfare (Menkokesra).
- As reported last week, the Governor of North Sumatra T. Rizal Nurdin, has sent a letter to the Director General of Immigration in Jakarta requesting a 6 month Social Visa for all humanitarians working in Aceh, without having to leave Indonesia. While awaiting a reply of the letter OCHA and POSKO can facilitate all requests for Visa extension. (Source: POSKO). For further information regarding visa extensions in Medan, contact Andre P. Therik at 811 644 910, or e-mail ocha.medan@gmail.com or andretherik@yahoo.com.
CUSTOMS
- POSKO Medan has requested UNJLC to assist in conducting a training session to explain the GoI's 'humanitarian relief customs procedures and documentation process' to all UN Agencies, and NGOs in Medan.
- The GoI requires a document system which will permit tracking of goods from arrival to warehouse to delivery point. The GoI requires all humanitarian goods to be escorted by TNI, with the exception of the Red Cross. WFP are in discussions with the GoI authorities regarding this issue. Escorts are intended to provide security and avoid convoys being illegally "taxed" en-route.
- The Banda Aceh POSKO (a.k.a. Pendopo) seminar on customs procedures, held in collaboration with Indonesian customs officials, will take place at the UN complex on Tuesday 15 March 2005 at 9am, immediately following the weekly logistics coordination meeting. The purpose of this seminar is to clarify current import procedures for relief goods, and to address future customs procedures in the reconstruction phase. Interested parties are invited to attend. Contact adek_yuyu@yahoo.com for more info.
AIR OPERATIONS
- Due to the large number of no-shows for UNHAS flights, penalties have now been imposed for those who book flights but do not show up. No-shows will be placed at the bottom of the priority list for future flights.
- Subang Joint Operations has been approached on 7th March for a MAF C-130 operation - Subang/Medan/Banda Aceh/Subang. Cargo for this has been identified.
- Full details of UNHAS flights and UNJLC booking procedures, schedules and prioritization are available at the UNJLC website.
- UNHAS pax and cargo movement requests should now be channelled through Heads of Agencies in Banda Aceh, so that the system is centralised and agencies have more visibility over staff movement. Organisations without an office in Banda Aceh have been requested to approach OCHA directly in order to place their requests.
- In order to fly on UNHAS flights NGOs must be accredited with OCHA. All international pax must be registered with the Indonesian police and be carrying a police-issued ID card.
- The humanitarian aid community has been warned that if they do not complete monthly projection sheets for movement of pax and cargo, UNHAS air assets may be reduced.
- Oxfam (in Banda Aceh) have renewed their contract for one Heavy Lift Helicopter for one month. Other NGOs may use the service on a cost-share basis.
SEA
- In line with the move towards multi-modal transportation of personnel and material, UNJLC are investigating the possibility of establishing 1 x passenger shuttle and 1 x cargo shuttle down the West coast. There appears to be an urgent need for a regular sea-based cargo movement service. For further information or queries, contact Mike Whiting: michael.whiting@wfp.org or 0811987365.
- Updated information on landing sites on the West coast according to WFP sea ops specialist, Mr. Morten Chrisenson:
Lamno: - Minimum 3m draft. Access to 400 MT landing craft.
- Landing craft can move up river approx. 1 km. Good landing facilities. Smaller craft (20MT) can go alongside and off load.
- As the bridge from the North to South shore of the river is out, distribution can only be done on the North shore.
Calang: - 375 MT landing craft can beach and discharge.
- Trucks can be loaded on the 120m wide beach. However, repeated loadings will soften the sand, making it increasingly difficult for trucks to back onto the beach.
Teunom: - Draft less than 1.6m.
- Travel up river is deemed not possible, although PMI (Indonesian Red Cross) and local staff have reportedly done it.
- Possible to beach a craft 600m North of the river mouth.
Meulaboh: - 250 MT landing craft can beach at what used to be the port. 2.65m draft.
- Beaching site is rapidly deteriorating. No readily available alternative sites.
- Singaporean military planned to rebuild the pier at this site but ran into low draft problems and had to abandon the project.
Blang Pidie: - No tsunami damage.
- 2½ hrs. south of Meulaboh by road.
- Port under construction.
Labuan Tarok: - Minor infrastructural damage.
- Port for ferry connection to Simeulue Island.
- Good docking facility for ferry/landing craft.
- Central logistics point for distributing food North to Blang Pidie and South to Tapak Tuan.
Tapak Tuan: - No tsunami damage.
- Pier ok. Draft approx. 6m
NOTE: All coastal locations south of Meulaboh have road connections to Medan.
LAND
- Banda Aceh - Lamno: TNI reports that the road between Banda Aceh and Lamno is open to vehicles up to 20MT, but advises that security clearance be sought from the TNI before travelling on this route.
- Calang: Recent reconnaissance missions South to Panga and North to Lageun have yielded information as to the status of the routes from Calang. The routes North and South can handle two-lane traffic on most of the coastal road from E 04°43'53.8" N 95°30'27.4" to E 04°32'32.4" N 95°43'02.0" with areas that are reduced to single-lane traffic, which in most cases are small timber bridges that have been recently replaced by the TNI. These bridges are Load Class Maximum 15MT. Bailey bridges are being constructed on the Coastal highway in Panga (E 04°32'32.4" N 95°43'02.0") and at E 04°41'25.8" N 95°31'45.5", but no completion date is known. Although the load class of the Bailey Bridges may be slightly higher, the route restriction will still be 15MT due to the by-passes, and some improvised timber bridges on the route.
- Calang - Teunom: Work is proceeding on damaged sections of the road between Teunom and Calang, which is carrying traffic on some sections. Several bridges have been by-passed on this section and replaced with Bailey Bridges.
- Teunom - Meulaboh: The old single-lane coastal road between Meulaboh and Teunom is open to 6x6 vehicles up to 5MT, but not suitable for 4x4 vehicles without a winch. The section between Meulaboh and Suak Timah is the existing Main Coastal Road and is open to heavy traffic. TNI is discouraging heavy traffic on this route, due to rapid deterioration of the road. Broken-down and stuck vehicles are the most common cause of delays. IFRC has made the trip from Meulaboh to Teunom in 12 hours and back from Teunom to Meulaboh in 7 hours. TNI is cutting a new road in areas where the road is too badly damaged to repair.
- Atlas Logistique has established a logistics base in Sigli, including trucks and warehousing, as of 1/3/05. Contact Sebastien: 0813 6023 2050 atlasindonesia@hotmail.fr.
- Please be informed that WFP Lhokseumawe sub-office phone is now operational. The number is: 064 565 3218.
- An IOM form for requesting overland cargo movement has been placed on the UNJLC website.
WAREHOUSING
- WFP has identified storage spaces in the area of Lhokseumawe. Among available options, space in Krueng Geukueh port is being reviewed as it offers about 400 square meters with plenty of open space available for rubbhalls to meet additional storage requirement. Storage space in Lhokseumawe city is also being considered as it offers substantial open space with good access.
- WFP Port warehousing in Malahayati (Aceh Besar) is being improved. An area for 6 wiikhalls has been cleared and 3 wiikhalls have been erected and filled so far.
- 10 additional WFP wiikhalls arrived in Banda Aceh in support of warehousing in Banda Aceh and the west coast.
- WFP has held meetings with the SATLAK (Implementing Units under the government's disaster management centre and POSKO). Positive discussions ensued. WFP's transparent and open coordination was praised. Measures are being established to monitor warehousing and distribution of relief supplies.
- COMPAS, Commodity Processing Analysis System, has been up and running to track the movements of commodities in Medan, Banda Aceh, Meulaboh and Jakarta. Further installment of COMPAS is planned in Lamno and Calang.
- Full details of the recent UNJLC survey of available warehouse space are available at the UNJLC website.
03th MARCH, 2005
SECURITY
During the last few days two skirmishes have occurred resulting in four GAM casualties. The incidents occurred in the vicinity of Panga, 20km south of Calang.
TRANSITION TO CIVILIAN OPERATIONS
- UNJLC has taken the lead on continuing military civil coordination in Banda Aceh on behalf of OCHA as the transition to civilian operations reduces the CIMIC functions. However, an OCHA military liaison officer is expected to arrive this week to continue the CMCOORD role.
- The Malaysian contingent is preparing the road design for the damaged military airport road in Banda Aceh. TNI have asked the UN to assist in the procurement and funding of the required materials, with Malaysia to carry out the repairs. A detailed estimate will be presented to UNJLC in the coming days and UNJLC will approach the Humanitarian Coordinator's office and UNDP accordingly.
- The planning for reconstruction (master plan) at the national level is reportedly in draft form at BAPENAS. Following release, there will be time for comment, revision and approval from stakeholders.
- UNJLC has established contact with BAPEDA (Local Planning Agency) in Banda Aceh, with a view towards working more closely with the GoI on logistics issues affecting the humanitarian aid community, particularly during the transition from the disaster response phase to the reconstruction phase.
- March 26 is the government fixed date for the transfer of authority for recovery and reconstruction back to civilian control (governor) as the primary civilian authority.
- At this time UNJLC is strengthening its links with local government, police and the KODAM (Area Military Command) in line with the central government's declaration that TNI will hand over the lead to civilian operations on March 26.
- CIMIC meetings have ended and have been merged with the daily 1700 hrs air ops meeting chaired by TNI. As foreign contingents are phasing out (most will have left by mid-March), this is a natural transition. It is hoped that KODAM will also join this 1700 hrs meeting in order to facilitate the CMCoord transition, once the TNI HTF (Humanitarian Task Force) has terminated its mandate as of 26/03/05.
- The French Air Force still has two aircraft (Transall C-160) at Polonia airport, Medan. One aircraft is tasked to move French manpower and equipment from North Sumatra, the other aircraft is grounded due to damage caused most likely at Meulaboh whilst taking-off.
- In Medan, the last joint military/UNJLC task-meeting was held on February 21.
- Since there are no more military assets available at Medan, UNJLC Medan tasks cargo through the joint Ops at Subang.
- The next MAF C-130 has been tasked on March 2. Cargo will be shipped to both destinations Banda Aceh and Meulaboh.
GENERAL
- For security reasons foreign humanitarian workers are encouraged to coordinate with the local Police office. The Police Forces (POLRI) have begun foreigners' registration procedures in Banda Aceh. As of February 22, 47 foreigners had collected their identity cards issued by the Police Office in Banda Aceh. These cards will be required when seeking visa extensions.
- The Indonesian police, POLRI, have been reminded at the DMC that there is a need to regularize the registration of vehicles in Aceh. Most of the cars currently being used for humanitarian assistance in Aceh have not been properly processed. UNJLC Banda Aceh is currently clarifying the process and procedures.
- The GoI DMC's Chairman indicated to donors and agencies that the use of ships or planes will be made only on an as needed basis. He stressed that GoI departments' need to monitor their logistics requirements and send requests through the Department of Transport.
- The Director General of Customs and Excise has indicated that presently all the equipment and relief items from overseas have been sent to Aceh with deferred import tax facility. To obtain the tax exemptions, the importers need to send the letter requesting tax exemption (from MENKOKESRA office or Ministry of Social Affairs) to the Ministry of Finance.
Visas
- Directorate General of Immigration explained that the policy of the Immigration Office following the issuance of one-month visa-on-arrival for foreigners who enter Aceh for humanitarian assistance is to grant the first extension of 14 days. The visa then could be prolonged for another 14 days up to 26 March. Foreign journalists need to obtain a recommendation from Department of Foreign Affairs in Banda Aceh and INGOs international staff have to have a letter of recommendation from the Coordinating Minister of People's Welfare in Banda Aceh. Subsequent policy will be drawn-up for visa extension after 26 March. A written copy of this policy will be shared with OCHA upon return of the Director General of Immigration in Jakarta. Police identification/ registration cards (for humanitarian workers) will be required for processing visa extensions in Banda Aceh.
- In the interim, the GoI Posko in Medan has sent a letter to the DG Immigration requesting longer visa extensions on behalf of the foreign volunteers and foreign aid workers. Specifically the request is for a six month extension without leaving the country. The suggestion is for the Immigration Office in Medan to be given authority to grant 6-month social visas. A response is pending.
ROUTING AND INFRASTRUCTURE
- Ideally, significant amounts of relief aid will remain sea routed thereby freeing up the land routes for the reconstruction effort. However, given the changeable sea conditions (seasonal), land-based delivery of relief aid has to be a viable alternative. The reverse situation also applies in case of road failure, whereby deliveries can still be carried out by sea if the routes and infrastructure for sea deliveries along the coast are well established. These modes of transports, if well resourced in terms of infrastructure, represent the most efficacious use of resources for all involved in the relief, recovery and reconstruction efforts.
- UNJLC has also been active in liaising between the GoI, TNI and donor agencies regarding bridging requirements for emergency road repairs. UNJLC's comprehensive assessment of the main road route Medan-Meulaboh-Banda Aceh indicates the total requirements. UNJLC hosted a meeting with donor country agencies on February 28 to assess donor capacity to fulfil this substantial infrastructural requirement. Effectively, bridging repairs on the Medan Meulaboh route will raise the freight capacity of the route to 20MT. Thereby throughput on this road will be increased to cater for the increased reconstruction cargo in the coming months while maintaining the current throughput associated with the relief effort. The section Meulaboh to Banda Aceh will likely remain as a '6-wheel' stretch given the complexity of the terrain and the number of bridges washed away, or, in poor condition.
AIR OPERATIONS
General
- Owing to the greatly reduced availability of military aircraft to carry humanitarian cargo, UNJLC has negotiated an 'almost free of charge' service generously donated by Garuda for the movement of air cargo between Jakarta and Banda Aceh; and Jakarta and Medan.
- Arrangements are being made for a "pouch" service to carry small, valuable documents between Jakarta and Banda Aceh.
- Helicopter operations at Banda Aceh continue at levels reported over the last 2 weeks.
- The Twin Otter made its first 3 flights. The second Twin Otter, reported last week as expected to arrive this week, will not now be coming.
Airfields
Medan
- Air coord. meetings continue on an as required basis. Three Twin Otter flights serving Meulaboh and Banda Aceh have taken place from Medan and the Twin otter has moved to operate flights from Banda Aceh.
- UNJLC have arranged for the movement of 6 pallets of cargo from Medan to Banda Aceh on a Malaysian C130.
Banda Aceh
- A more challenging issue is the need to identify future requirements of the users; as yet no forecasts have been received. Without such predictions, it is impossible to ensure that the number of aircraft in place is appropriate. OCHA will reiterate to the humanitarian aid community the importance of completing these documents.
Other Airfields in Disaster Area
- The GOI & TNI continue to be engaged in the effort to identify suitable short fixed landing strips between Banda Aceh and Meulaboh (Lamno, Calang and Teunom).
Aircraft
Movement of Passengers and Cargo
- Efforts to rationalize passenger and cargo procedures published on this website continue. The idea is that there will be only two forms for use worldwide: one for passengers and one for cargo. Each form must be read in conjunction with a separate information page applicable to the specific location.
- The first movement of cargo under the facility offered by Garuda for the movement of general air cargo between Jakarta -Banda Aceh - Medan has begun on a trial basis.
Other Service Providers
- World Vision have 2 x Hueys, operated by Air Serv, that can be used for free. Book in advance with Guillaume 0815 9802 860.
- Oxfam is currently investigating cost-sharing with other NGOs for the two helos that they may wish to re-contract.
- Airserv offers flight services on the following routes. Monday, Wednesday, Friday. BA ' Singapore (Selatan); Mel ' Medan; Lhokseumawe, BA, Sabang. S
SEA
No further updates at this stage. Ports information expected to be completed for Medan by 10 March.
LAND
- There was an incident which took place on 24 Feb at the Port of Belawan: the 10 WFP trucks missed a TNI escort convoy and decided to drive to Banda Aceh from Medan's Port Belawan on their own without escort. They were subsequently stopped at a TNI check point and inspected. The inspection and other delays resulted in the convoy being held up until the next day. The TNI advised that without TNI escort, check points are entitled to stop and inspect convoys for illegal goods and weapons.
Medan - Meulaboh - Banda Aceh Road
- The UNJLC's engineering officers have completed a comprehensive assessment of this route. The report presents estimated quantities of repair materials that would be required to open the road, not to restore the road to its pre-tsunami conditions.
Highlights include:
- Of the 90 bridges from Banda Aceh to Meulaboh, 37 have been destroyed while others have been damaged to various degrees.
- In this report UNJLC refers to the TNI system for sections of the road as outlined below. This report provides a description of the TNI repairs completed to date as per the section data below.
- The provincial border to Ujung Karang, Meulaboh (Ujung Karang is the port at Meulaboh) - 446 km.
- Ujung karang to Arongnan lambelek - 37 km is referred to as Sector IV of the TNI project to repair or relocate west coast roads.
- Arongan Lambelek to Cot Trap - 22 km. This section is referred to as Sector III of the TNI project to repair or relocate west coast roads.
- Cot Trap to Teunom - 7 km. This section is referred to as Sector II of the TNI project to repair or relocate west coast roads.
- Teunom to Keudepanga (about 20 km to the south east Calang) - 17 km. This section is referred to as Sector I of the TNI project to repair or relocate west coast roads.
- Keudepanga to Lageun - 34 km. This section is referred to as Satgas Marinir of the TNI project to repair or relocate west coast roads.
- Lageun to Babah Nipah (about 10 km south of Lho Kruet) - 16 km. This section is referred to as Zipur 5 of the TNI project to repair or relocate west coast roads.
- Babah Nipah to Lamno - 43 km. This section is referred to as Zipur 3 of the TNI project to repair or relocate west coast roads.
- Lamno to Banda Aceh - 82 km. This section is currently under repair and reconstruction by TNI with an expected open date of 26 March 2005.
- The road from Medan is passable by ten-wheel 20 ton trucks to Bakongan (about 335 km from Meulaboh) but from there to Meulaboh only six-wheel 8 ton trucks may be used. The constraint on higher loads is one bridge located between Bakongan and Rantau Sialang. The bridge is of 15 m span and 5.5 m width. If this bridge was repaired or replaced then 20 ton trucks would be able to travel from Medan to Meulaboh. It is recommended that the damaged 15 m span bridge between Bakongan and Rantau Sialang be strengthened or replaced to enable 20 ton trucks to cross, thus allowing greatly increased truck capacity from Medan to Meulaboh.
- TNI are confident that the road between Banda Aceh and Meulaboh will be open by March 26, 2005. Heavy equipment (4 x bulldozers and 4 x excavators) has been donated by Kuwait to assist TNI in meeting this deadline.
- In Calang the road North is open to Riba (approx 8 km north), where there is a bridge out, and to the south to Kreung Sabe (approx 7 km south), where there is a bridge out. TNI is currently working on the bridges and roads improvements.
- UNJLC will be focusing on collecting more detailed information on road conditions around major centers on the West coast. As an adjunct to this, hard copies of a satellite image road map of Meulaboh will be available at the Banda Aceh, Medan, Meulaboh and Jakarta UNJLC offices in the coming week.
- Due to road erosion, caused by heavy traffic, deliveries from Meulaboh to Arogan are slow, and to Teunom impossible. Meanwhile the road further north to Lhong is now open to limited truck traffic and the condition of this road continues to improve.
FUEL
- Construction of the fuel dump in Meulaboh is expected to begin this week.
- In Banda Aceh, MSF - B have 30 drums of kerosene available to the humanitarian aid community. Contact Alex 0815 1155 4297
