Summary
Content
- To facilitate the supply of humanitarian relief materials to areas most affected by the continued rains and flooding in the Zambezia, Save, Pungui and Buzi river basin, WFP will on behalf of the humanitarian community responding to the flood emergency, establish an air supply route (helicopter transport) to areas inaccessible by road, increase the surface and river transport capacity and set up temporary storage facilities in Caia.
- Organisations wishing to make use of the air cargo transport service may stage their cargo in Caia interagency warehousing for onward handling.
- WFP will receive and temporarily store cargo in Caia storage facilities - for onward air transport by river, air or road from Caia to the flood affected locations. Maximum storage in the warehouses is 14 days. Transport from the storage facilities to the helicopter will be undertaken by WFP. Receipt, handling and loading of the aircraft will be free of charge for the duration of the air operation. Storage will be free of charge for the first 14 days upon receipt.
- From Caia onward the cargo will be handled by WFP for the river and road transport and by UNHAS for the air operations, only to road-inaccessible locations.
- For the air-operations, user group consisting of UN and NGO representatives will make decisions of priorities in terms of locations and type of cargo on a daily basis one day in advance of actual transport. The service is free of charge for the duration of the air operation. If the humanitarian community requests that air operations continue for an extended period, a cost-recovery system will be put into place.
- Organisations wishing to request airlift, surface transport or temporary storage of cargo need to fill out a Cargo Movement Request (CMR) or Temporary Storage Request (TSR) form and submit it to the logistics cluster in Maputo or Caia.
- Air passenger transport for assessments of inaccessible areas will be organised upon request of the user group and will be free of charge during the emergency phase.
- To enable the humanitarian community to reach beneficiaries by road, the Logistics Cluster will undertake frequent road and bridge accessibility assessments and disseminate the collected information.
- The logistics cluster will serve as an operational planning forum to facilitate logistics coordination among all actors and enhance the timeliness and efficiency of the response. Furthermore, the logistics cluster will share information to identify gaps and bottlenecks.
