Logistics Cluster activities continue to establish a comprehensive Humanitarian Logistics Framework in order to address the obstacles that have impeded the delivery of humanitarian assistance over the last six months, consisting of three pillars:
1. Procedural Access: Border & Customs (current initiative: Customs Model Agreement);
2. Security for Humanitarian Transport and Movement inside Somalia;
3. 2007 Funding Support for Inter-Agency Logistics (e. g. subsidized passenger & prepaid cargo flights; project proposal submitted). -
Efforts also continue to seek funding for the comprehensive inter-agency air support project proposal, which consists of three components:
1. passenger air transport through subsidized UNCAS flights;
2. air transport for urgently required relief items into humanitarian priority areas; and
3. emergency rehabilitation of the landing strip at Wajid air access hub in Somalia to avoid its imminent closure.

During this reporting period, Cluster members have shared information on recently introduced customs (tax exemption) and entry procedures, which are slowing down the processing of cargo and thus the delivery of humanitarian assistance. Advocacy efforts are underway to resolve these procedural obstacles

The Cluster e-working group on "Review of Logistics Information & Gaps" has identified three areas in need of improvement, i.e. information on airstrips and landing capacity, ports, and new Somalia customs and entry procedures. Information products to address these gaps are now in the process of being compiled.
