- Yesterday, a humanitarian convoy was stopped by militia at Haway on the road from Merka to Buale (some 170km short of Buale). Negotiations over passage fees continue today. There is no checkpoint reported at Haway and the convoy seems to have been stopped randomly. Haway is in a power-vacuum area.
