** SPPB: Letter of Agreement authorizing release of goods from Customs
Humanitarian IMPORT PROCEDURE
1. Importer submits a letter (English or Bahasa Indonesia) with the following information to the BRR Office in Banda Aceh (BRR Officer Agus Kuncoro) requesting a Recommendation Letter (a BRR Recommendation Letter confirms that the imported goods are humanitarian related):
a) For vehicles: Vehicle type (manufacturer and model), quantity, serial number, chassis number, color, purpose/usage, location(s) at which vehicle will be used, condition (new/used), engine capacity (CC).
b) For other goods: type, quantity, purpose/usage, location(s) at which goods will be used.
Importer will also discern from BRR the government ministry they must approach for ministry Recommendation Letter.
2. Obtain Recommendation Letter from appropriate (sector) government ministry. Some ministry names and addresses:

- VEHICLES - There are special requirements for importation of vehicles:
- Import new vehicles (on a donation basis) - Vehicle Type Registration TPT (Tanda Pendaftaran Tipe) from Departemen Industri (Ministry of Industry) and Roadworthy Certificate from Dinas Perhubungan (Transport Department) are required.
- Import used vehicles - Entrance Permit is required from the Ministry of Industry.
4. Present to the Customs Office:
- a) Manifest
- b) Invoice
- c) Packing List
- d) Bill of Lading / Airway Bill
- e) Recommendation Letter from BRR
- f) Letter of Application / Request from Consignee to Head of Customs for tax exemption.
- g) Recommendation Letter from the appropriate department / ministry in Jakarta.

4. The Customs Office will publish a SPPB. (Letter of Agreement authorizing release of goods from Customs).
5. Goods are released.
