PART 1 - CLEARANCE OF RESTRICTED GOODS
The only goods currently classified as restricted are used motor vehicles. Note: Used ambulances, cargo trucks and garbage trucks are exempt, and are therefore NOT classified as restricted.
- Consignee must send a letter to POSKO (or BRR - Bureau for Rehabilitation and Reconstruction) and also to The Ministry of Trade in Jakarta requesting permission to import the vehicle(s). The letter must explain the purpose of the vehicle(s) and include a copy of the Bill of Lading and Packing List.

- Once the consignee receives a letter of approval from both POSKO or (BRR) and the Ministry of Trade, the goods are cleared as non-restricted goods – see Part 2.

PART 2 - CLEARANCE OF NON-RESTRICTED GOODS
- Consignee must have the Bill of Lading (BL) to the shipping agent where he will be given the Delivery Order (DO).
- Consignee must then write a letter to POSKO (or BRR) explaining that the goods will be used for humanitarian purposes.
- Consignee then takes the BL, and letter declaring the goods to be for humanitarian purposes to POSKO (or BRR) to receive authorization in the form of a stamp on one or both documents.
- Consignee then goes to Customs at Belawan Port with Letter of authorization from POSKO (or BRR), Invoice, Packing list, B/L and Application letter to the Head of Customs(see example attached)

- At Port Customs, the consignee must complete the Import Declaration Form (PIBT).
- If the goods are either plant or animal the consignee must complete the quarantine forms.

- Custom Office will issue a SPPB authorizing release of goods.
- Consignee takes SPPB and DO to container area management office to have the containers released.
- To avoid piling and demurrage costs for humanitarian goods, a letter requesting waiver of piling and demurrage costs is presented to the General Manager of the Container (see attached example). The DO must accompany the letter.
- Consignee then takes SPPB and letter from the Container Area General Manager to the TNI/POSKO (or BRR) office at the container area where they will finalize the release of the goods. (TNI Liaison Capt. Bony Mobile: 0819 6041 389).
