Logistics Situation Update.
Road Access:
- Major highways from the metropolitan area to the provinces are blocked.

Mobility restrictions are affecting the delivery of aid to several departments.
Air access:
- Port-au-Prince (PAP): International commercial flights remain suspended. The Federal Aviation Administration (FAA), the U.S. agency responsible for civil aviation regulations and oversight, has extended the ban on commercial flights to Port-au-Prince through September 2026.
- Cap-Haïtien, Les Cayes, Jacmel: domestic flights and some international routes are operational (Cap-Haïtien).
- Air capacity remains limited and requires careful planning.

UNHAS humanitarian flights continue from Juvénat to Cap-Haïtien, and then from Cap-Haïtien to Jacmel, Les Cayes, and Jérémie. A new temporary schedule is in effect and available via the following link: Haiti - UNHAS - Temporary flight schedule, November 2025 | Logistics Cluster Website.
Maritime access:
- Ports, including the one in Port-au-Prince, remain operational.

Maritime transport continues to offer a stable logistics option for moving cargo between different regions.
Fuel:
- No fuel shortages have been observed so far this year.
- Partners are invited to report any physical access constraints observed in the field on the LogIE platform via this link: Haiti. • Progress of the Logistics Sector’s Efforts
Logistics Services Provided
- Maritime Service to the South and North: The Logistics Sector provided maritime transport for 6.5 tons of cargo to the North and 24.5 tons to the South, for a total of 31 tons, as part of the service made available to partners. Five humanitarian organizations were served.
- Road Transport Service: The Logistics Sector provided road transport for 62 tons of cargo, delivered to two organizations, including urgent diphtheria vaccines distributed across various departments.
- Partners are encouraged to submit their transport needs (maritime and road) via the RITA platform, accessible through this link: Rita - Relief Item Tracking Application.
Launch of visits to government authorities
- The Logistics Sector has taken steps to strengthen coordination with authorities involved in import and clearing procedures through targeted visits and meetings. These initiatives aim to clarify procedures, improve communication, identify challenges on both sides, and enhance transparency.
- In this context, a visit was made to the Ministry of Public Health and Population (MSPP), including discussions with the Directorate of Pharmacy, Medicines, and Traditional Medicine (DPM/MT), the competent authority for medical product imports. The authorities shared the list of documents required for humanitarian imports. (See photo below).

- It was emphasized that the delays observed are often due to incomplete applications or those submitted through inappropriate channels. Partners are encouraged to submit their requests directly to the Directorate of Pharmacy rather than going through other agencies, in order to avoid further delays.
- These discussions also provided an opportunity to establish initial contact with the new MSPP team, paving the way for enhanced collaboration, particularly through their potential future participation in thematic coordination meetings to address partners’ needs.
- Plans are in place to update and simplify existing tools to make them more accessible to partners, while incorporating the ministry’s updated requirements.
Definition of the May thematic focus.
- Partners were consulted to identify priorities to be addressed at the May thematic meeting. Among the proposals, transportation was highlighted as a central element of humanitarian logistics, particularly in a context of significant access constraints. However, this type of engagement with service providers requires internal approval and more preparation time. It will be kept as a priority topic for one of the upcoming sessions.
- Furthermore, customs procedures remain a priority for partners. It was proposed to invite the relevant authorities to participate in a thematic meeting. However, the Logistics Sector Team must first make contact with these authorities. Consequently, this meeting cannot be held in May and is planned for July at the latest.
Hurricane Season Contingency Plan Workshop
- A workshop on the logistics sector’s contingency plan is scheduled for June 11, 2026. This workshop will aim to strengthen partners’ preparedness for the hurricane season, review operational procedures, identify gaps, and define priority actions for a coordinated and effective response. Active participation by partners is strongly encouraged to ensure better planning and coordination of interventions.
