Update on the logistics situation.

• Road access:
• Major highways from the metropolitan area to the provinces are blocked. 
• Mobility restrictions are affecting the delivery of aid to several departments. 
• No new constraints reported
• The major highways RN1, RN2, and RN3 connecting Port-au-Prince to the provinces remain blocked at various points

Ports and airports

• APN (Port-au-Prince) and Cap-Haïtien ports: operational
• International airports operational 
  • Cargo flights permitted in Port-au-Prince despite certain restrictions on passenger flights

Fuel

• No confirmed shortages
• Revised prices per gallon at the pump: 
  • Gasoline: 725 HTG (up to 800 HTG observed locally in the South)
  • Diesel: 850 HTG (up to 900 HTG reported in the south)
  • Kerosene: 840 HTG
• Price variations applied by certain distributors with local validation

Progress of Logistics Sector Efforts

Logistics services: 

Maritime transport:

• The official resumption was announced on April 6, 2026
• Maritime transport services are free for humanitarian partners transporting vital cargo
• To date, several requests have been received; one roll on/roll off voyage has already been completed

Road transport (trucking):

• These services have not yet resumed. Resumption is expected during the month of April; further updates to follow

Air transport:

• Special flights and airlifts are operated based on the volume of requests received
• Partners are invited to submit their needs for planning and resource mobilization

Preparation for the 2026 hurricane season

National and cross-sectoral initiatives

The DGPC / SNGRD plan to implement a project to harmonize and update national and departmental contingency plans (2026). Efforts to secure funding for activities leading to this outcome for all departments are underway.

GSD and the DGPC have taken charge of developing the contingency planning platform; OCHA is currently researching a tool currently under development for collecting information on contingency inventories. 

Logistics Sector

The Logistics Sector plans to organize a contingency planning workshop with partners. The targeted period is between May and June 2026.  

Roundtable Discussion – Inventory Prepositioning

With all partners present at the meeting, we conducted an initial roundtable discussion to gather information on their inventory availability and locations within the country.

• UNICEF: Hygiene, nutrition, and medical inventory in Les Cayes
• Food For The Poor: Hydro-meteorological emergency inventory in 10 regional centers (including Jérémie, Gonaïves, and Plaine du Nord)
• Welthungerhilfe: No stockpiling yet; locations to be shared at a later date
• Mission of Hope: Access issues to the main warehouse (Titanyen); limited inventory in the country; mobilization possible within 72 hours to 1 week via external partners
• Fonkoze: No inventory available (development approach/cash-based activities)
• Médecins du Monde Switzerland: No inventory available
• DGPC: Warehouses rehabilitated in Jérémie and Les Cayes. Need for support in management, security, and human resources

Discussions – Monthly Thematic Meetings

• As part of the Logistics Sector Team’s organization of monthly meetings on specific themes, topics have been suggested by the team and partners. Organize a working session with CAP Terminal management to directly address operational issues, challenges faced by partners, and impacts on humanitarian logistics operations.
• Facilitate a structured exchange of recommendations to improve the flow of port operations, strengthen coordination, and identify joint solutions to optimize services and processes at the terminal.

April 24, 2026, from 10:00 a.m. to 11:00 a.m. online
