UNJLC provide services in specific sectors, notably the monitoring of the fuel situation in Iraq. The UNJLC fuel team provide updates on the humanitarian fuel situation in Iraq, and liase with the Iraqi Ministry of Oil and the OCPA where appropriate.
The fuel planning cell played a key role during the Iraq crisis by providing planning information on the availability and likely future availability of critical fuels including diesel and Liquid Petroleum Gas (LPG) which is used for domestic cooking. In addition, the fuel planning cell undertook the following activities:
- Producing weekly fuel situation updates and availability reports for key fuel types (see updates menu on the left);
- Identifying potential critical shortages of key fuels, particularly LPG and diesel, and advising Coalition authorities of risks, to allow authorities additional time to address through imports or other means;
- Through work with UNJLC personnel in New York, identifying potential for oil equipment, spares and supplies through oil-for-food programme, and facilitating early delivery of much needed supplies;
- Coordinating with Kuwait Oil Tankers Company (which holds the monopoly for LPG bottle filling and distribution in Kuwait) on technical possibilities for filling Iraqi-type cylinders. Result positive. Concluded that they can fill 10,000 cylinders/day (about 120 tonnes) without affecting their production for the local Kuwait market.
- Coordinating between the GST (Government Support Team) and the managers of the oil companies in Hilla, especially about the distribution of all types of fuel;
- Locating all the fuel facilities in Hilla and producing a map for theses locations to assist the UN agencies and the NGOs working in the region;
- Defining the national LPG distribution network and creating schematic diagram showing all the main gas processing plants, gas bottling plants and piping network, country-wide;
- Develop a list of fuel facilities in Hilla requiring rehabilitation or equipment, and contacting International Organisations & Non Governmental Organisations to find out the possibility for funding these rehabilitations.
- Supporting the WFP fuel team in Larnaca and Kuwait in their fuel and lubricants project;
Visiting elements of the oil industry Baghdad, Basra and Baiji (locations of the three major Iraqi refineries) and assisting, where possible, in the prioritization of these contracts under the oil-for-food programme, especially those to assist i funel production at this critical stage and address theses urgent contracts to the heads.; - Liaison with OCPA and the Ministry of Oil on OFFP;
- Providing advice to US Army Corps of Engineers task force RIO (Restore Iraqi Oil) charged with restoring the Iraqi oil industry to its pre-war status, and to senior Coalition officers, to assist them in understanding the potential of the oil sector OFFP contracts for contributing to stability and security in post-conflict Iraq.
