Logistics Services Quick Guide
Get your cargo ready
- Weigh and measure your cargo items - the more specific you can be, the better. You can use this guide and calculator to help determine the cargo dimensions.
- Label dangerous goods and temperature control requirements clearly. If transiting through Entebbe, all cargo should be packed for international air transport.
- Clearly label all cargo with your organisation logo - make it easy to identify.
Submit the Service Request Form (SRF)
- Submit the online SRF at least four days before delivery of the cargo to service location. An SRF can only have one origin and one destination. See our SRF guide.
- Only submit one SRF per cargo - no need to make SRFs for additional movements.
- Be as specific as possible listing the cargo and include any PO Numbers or internal references to make your cargo easier to track.
- Check your email and verify the SRF request through the automated email confirmation received and wait for a response from the LTC team within 24 hours.*
*Services are subject to availability of secure access, transport/storage capacity, and necessary permissions, and may be adjusted or suspended accordingly.
Send your cargo to our team
- Deliver cargo to the designated service origin on the date specified in the SRF. Notify DRC.ClusterCargo@wfp.org if there are any changes in planned arrival time.
- For all cargo transiting through Entebbe:
- Consignee - only list your organisation or your identified partner organisation in DRC as the consignee.
- List WFP as a notify party for your cargo - we cannot move it if we do not know it arrived.
- All documentation (including Airway Bill) must state “Final Destination of DRC” and “Transit Cargo” to facilitate transshiping without customs clearance.
- Group cargo by waybill, especially in cases where the cargo has special requirements, as all transit cargo must travel together to ensure proper customs processing and closure.
- If you are registered in Uganda, share your tax identification number (TIN) with us.

DRC Customs for Humanitarian Cargo
For cargo transported through the LTC, partners must inform the cluster if they are using their own customs broker or if they need support in facilitating the customs procedures at the border. If support is required, partners should share the numero d'impot (NIF) for their organisation or receiving partner organisation in DRC.
Note: Sending organisations are responsible for customs clearance even if support facilitating the process is provided.
The following documents are required for shipping humanitarian supplies to DRC and must be shared with the LTC team in advance of cargo movement:
- Proforma invoice or donation certificate
- Packing list
- Certificate of origin, particularly for pharmaceutical products
- Regulatory authorisations for controlled products
- Copy of the interministerial decree granting administrative and tax relief, if one has been issued
- IM8 declaration for transit purposes (if applicable)
- Marketing authorization, particularly for pharmaceutical products (if applicable)
The waybill and T1 document will be provided by the LTC logistics services team as part of the transportation process.
