1. SECURITY
LEBANON
- The ceasefire which came into effect on August 14th is holding despite a number of incidents in the south.
- Many of those displaced during the conflict are now attempting to return home.
2. AIR OPERATIONS
- The two DPKO Mi-8s currently in Cyprus will be needed to support the 15,000-strong peacekeeping force to be established in Lebanon, and therefore cannot be made available for use by the humanitarian community as reported last week.
- The French Air Force will begin rotating 2 Transal planes between Cyprus and Beirut and may accept occasional passengers. Any requests should be addressed via the French Ministry of Foreign Affairs.
- Three air shipments for UNHCR are expected to arrive from Jordan on August 15th and 16th. Goods include tents, mattresses and blankets.
3. SEA
- Due to a slight delay, the WFP-chartered "Vittoria M" will commence its passenger service between Beirut and Larnaca on August 17th, not August 16th as previously reported. This service is available to all UN agencies, embassies and OCHA-accredited INGOs. Embassy officials require an accredited letter of documentation.
- Passengers are allowed baggage of up to 30 kg.
- For passenger booking, all passport and contact details should be forwarded to saba.jamil@wfp.org. Please note that this procedure is temporary. A permanent focal point and schedule will be announced shortly.
- The WFP-chartered RoRo "Anamcara" reached Beirut on the morning of August 13th with relief goods for Lebanon. Cargo included fuel, medical supplies, shelter items and food on behalf of agencies and NGOs within the Logistics Cluster as well as ICRC.
- The Anamcara will proceed to Tyre on August 16th with cargo for UNICEF, WFP, Premiere Urgence and WHO.
- The "Kazim Genc" arrived in Beirut on August 13th from Turkey carrying food for WFP and 116 pallets of UNHCR NFI cargo, for a total shipment of 3,000 MT.
- The "Golf Nomad", which arrived from Croatia on August 14th carrying fuel, could not berth due to reasons of security.
- The French vessel "Cap Camarat" from Marseille is due to arrive in Beirut on August 17th carrying relief goods, medical supplies and ambulances.
- The Greek Government vessel arrived in Beirut on August 14th with a further shipment of humanitarian cargo.

4. INFRASTRUCTURE (Roads, Bridges, Rail, Ports, Airports, Warehouse)
LEBANON
- A bridge located approximately 4km North of El Aabde on the road used as the land link between Lebanon and Syria suffered two bomb blasts, causing severe structural damage. It is advised that no vehicles over 5MT use any of the north-bound lanes or the outside south-bound lane of the bridge, since these could fail under convoy loads.
5. LOGISTICS COORDINATION
BEIRUT
- As of August 14th, the Logistic Cluster no longer needs to obtain concurrence for humanitarian convoys travelling through Lebanon. However, notification of convoys will still be given to the IDF.
- Large traffic jams have been reported on the roads between Beirut and Tripoli and Saida to Tyre, which will likely slow down convoy movements.
- The current CLPs for the Lebanon Crisis are Limassol, Aarida and Beirut. The UN is now planning to establish a permanent presence in Tyre within the next few days.
CYPRUS
- All airport destination charges for full chartered aircraft into Larnaca must be prepaid and included in the price of the charter. This includes handling, landing and parking fees in Lanarca. Consequently, the UN Logistics Cluster will not take delivery of cargo arriving on full chartered aircraft if these charges have not been paid up-front by the airline/charterer.
- The charges covered by the Logistics Cluster are 1)cargo transit clearance 2) cargo transfer from the airport terminal to the seaport terminal and 3) transport from Cyprus to Lebanon.
- Users of the UN Logistics Cluster Cargo Movement Procedure are advised that unless shippers consign cargo c/o GAC Cyprus, it is the responsibility of the shipper and their appointed handing agent in Cyprus to customs clear and deliver their shipment to the GAC warehouse for transhipment to Lebanon.
6. LOGISTICS (STOCKS)
- 2 convoys are scheduled on August 15th from Beirut to Hasbaya and Sarafand.
- WFP is trying to support the villages around Rmeish with food and NFI.
- Assuring tents and plastic sheets for all IDP's in Tyre is now a priority.
7. MFA/CIVIL DEFENSE FORCE UPDATE
CYPRUS
- The Brazilian Minister of Foreign Affairs has arrived in Lebanon bringing 2.5 MT of medication as humanitarian aid.
- The French Foreign Minister is expected today (15/08) along with several military officers to discuss the deployment of international forces in southern Lebanon.
- The UAE Air Force is expected in Beirut with a shipment of humanitarian aid.
- Communication is underway between WFP-UNHAS and the Lebanon Civil Aviation Authorities for the purpose of establishing air traffic slot procedures for flights to Beirut.
8. MAPPING

9. FUEL (Petrol, Diesel, Kerosene)
LEBANON
- The only vehicles running on diesel authorised in Lebanon are trucks and buses. 4WD like Land Cruisers and Patrols running on diesel are not authorised to enter the country. Negotiations are underway to have this waved for the humanitarian community on a temporary basis, but no definite agreement has yet been reached.
- The RoRo Anamcara brought in 230 MT of diesel as part of its shipment. An agreement is currently being finalized for storage in Beirut.
- WHO has made arrangements to distribute diesel fuel to hospitals.
