1. SECURITY
The ceasefire is still holding, however this weekend’s violations have provoked criticism and raised concerns.
The IDF is withdrawing out of Lebanon in phases and UNIFIL is moving into position.
The Lebanese army is deploying in the south, with 10,000 soldiers deployed to date out of the planned 15,000.
200 French soldiers are arriving today (21/08/06), and the contingent is expected to be operational within a week.
Lebanon will remain security phase 4 for at least the next few days, and UN staff members are required to have Personal Protection Equipment (PPE) for all travel outside Beirut.
The Masnaa crossing point has been declared green to UN staff following an assessment on August 18th.
2. AIR OPERATIONS
A German government C-160 has been made available to transport cargo from Cyprus to Beirut. Its first rotation will take place tomorrow (22/08/06) with a shipment of goods for WFP and WHO, with ICRC goods to follow through the week.
- A second German C-160 may soon be made available. Current plans are for one flight per day over the next week to ten days.
Royal Air Jordanian has confirmed that it will be making three flights to Beirut per day.
Two Belgian C-130s and two German C-160 are expected on August 22.
3. SEA
The WFP-chartered Anamcara arrived in Beirut port this morning (21/08/06) carrying vehicles, water tanks, tents, blankets, medical supplies and fuel. The ship will then continue to Tyre before returning to Limassol, Cyprus.
- The Anamcara will be kept on rotation between Cyprus and Beirut until at least September 4th.
The passenger catamaran “Vittoria” sailed from Cyprus to Beirut this morning with 33 passengers aboard. 12 are booked on the return leg from Beirut.
The Turkish vessel “Kazim Genc” completed offloading and left Beirut port on the morning of 20/08/06.
The Italian government vessel “San Marco” arrived in Beirut port on 19/08/06 carrying medical supplies, food and NFI for WHO, WFP and the Lebanese High Relief Commission.
The ICRC RoRo arrived in Tyre on 19/08/06 with a shipment of medical supplies.
3. BORDER CROSSING AND CUSTOMS
The Lebanese Ministry of Finance is reworking customs clearance procedures for UN agencies and NGOs, however these have not yet been finalised. Currently, for commodities arriving on WFP-chartered transport, WFP can complete the customs clearance. For commodities arriving independently, UN agencies will go through the Lebanese Higher Relief Commission (HRC) and NGOs will go through the Ministry of Social Affairs (MoSA) for clearance.

4. INFRASTRUCTURE (Roads, Bridges, Rail, Ports, Airports, Warehouse)
Work is underway to repair damaged roads throughout Lebanon as well as the Beirut International Airport.
5. LOGISTICS COORDINATION
A trial mission to the Masnaa border crossing met with various customs clearance issues on the Syrian side of the border.
UNHCR is continuing returnee transport from Syria as needed.

- UNICEF trucks + 10 UNHCR to Masnaa
- 10 WFP trucks to Hasbaya
- 2 WFP trucks to Beiteddine
- 3 WFP trucks to Tyre
- 7 WFP trucks to Majdil Silim
Tuesday 22nd of August
- 5 UNCEF trucks to Marjeyoun carrying water
- A convoy to Tyre carrying emergency health kits and trauma kits
- A convoy to Nabatiye carrying wheat flour, high energy biscuits, lentilles, and canned meat.
