1. SECURITY
- Following the recent arrival of personnel from France, Italy and Spain, UNIFIL now has about 4,800 personnel on the ground.
- For security reasons, movement of convoys or missions are not permitted after 19:00.
- The Muslim holy month of Ramadan is expected to commence on September 24/12. Humanitarian staff are advised that tensions can run high during this period and caution is advised.
2. AIR OPERATIONS
- Two UNHAS-tasked German Air Force C160 flights arrive today (20/09/06) from Cyprus with cargo for WHO and Medecins du Monde. These will be the final rotations of the C160s on behalf of the Logistics Cluster.
3. SEA
- The port of Beirut is busy due to the arrival and unloading of cargo previously awaiting entrance. However no substantial delays are anticipated for humanitarian goods entering the country.
4. BORDER CROSSING AND CUSTOMS

5. INFRASTRUCTURE (Roads, Bridges, Rail, Ports, Airports, Warehouse)
- Bridge/culvert repairs, wreckage removal and the creation of new diversions are underway, and 14 temporary steel bridges are being erected by French, Russian and British military engineers.
- 63 of a total 118 essential permanent bridge, overpass and culvert repairs now have donors to underwrite the work. 33 of these are local donors and businesses, another 13 have been divided among UNOPS, USAID, Iran and Saudi Arabia.

6. LOGISTICS COORDINATION
- The German C160s currently tasked by UNHAS are stopping rotations between Cyprus and Beirut as of today (20/9/06). After this date, the Logistics Cluster will continue to provide support via commercial (surface) means for any final cargo due to arrive in Cyprus.
- IMC has informed of goods expected in Cyprus, quantities and arrival date to be confirmed in the coming days.
- Cargo movement within Lebanon is expected to continue until 20th October, although the transport provider WFP will begin winding down operations by 15th October. Organisations are requested to inform the Logistics Cluster of their incoming pipeline and cargo movement requirements beyond 15th October as soon as possible.
- To date, UNICEF is the only organisation to have expressed a need for common cargo transport through to October 24th. This will be for water distribution and its Back to School program.
- CARE has informed of distribution for 2,500 beneficiaries to take place over the coming weeks. A CMR will be forwarded to the Logistics Cluster for movement.
- IOM is looking at importing 30 - 60 fully assembled prefabricated houses for southern Lebanon and plans to request transportation from the Logistics Cluster. The date of import and arrival point (Cyprus or Beirut) are not yet confirmed.
- The Logistics Cluster cannot accept cargo movement requests for oversized cargo requiring the use of cranes.
- Due to the current availability of commercial transport directly into Lebanon, cargo transport from Al Arida under the Cluster is now considered effectively closed.
- Users intending to move goods independently from Syria into Lebanon should be aware that special procedures are required for Syrian trucks to enter the country.
- The five armoured vehicles based in Tyre which are being used by the Logistic Cluster to serve southern Lebanon will now be reduced to two. No capacity issues are expected to result from this downscaling.
7. LOGISTICS (STOCKS)

8. MAPPING
- UNJLC food and non food item (NFI) distribution maps have been updated as of 18/9/06.
- UNJLC maps are currently being used by the Ministry of Public Works and Transport as a consolidated guideline and overview for donors on required infrastructure repairs and rebuilding.
- All UNJLC maps are available for download at www.unjlc.org/lebanon, in hard copy at UNJLC's Beirut office (floor 7, Movenpick Hotel) and at the HIC office in Tyre.
9. OTHER
- GoL technical crews have restored electricity in Nabatieh town for up to 12 hours per day, resulting in increased access to safe drinking water for residents.
- The Red Crescent Society of the United Arab Emirates has donated 1 million USD to UNICEF for the improvement of the water supply, health and education services in the south of Lebanon.
