1. AVIATION
- The preparations for the Air Safety Evaluation are in their final stages so that the evaluation will take place from 10th to 20th of December 2005.
- Authority has been obtained to utilize money from the Emergency Humanitarian Interventions (EHI) fund to finance the initial part of the process (Initial evaluation).
- The service contract with the International Air Transport Association(IATA) will be signed this week( by World Food Programme on behalf of the United Nations)
- At present, it is foreseen that the inspection team will be comprized of two DRC Civil Aviation Authority inspectors, two IATA Inspectors and an inspector from the UN Humanitarian Air Service(UNHAS).
- UNJLC is awaiting feed back from the UN Department of Security and Safety (DSS) and the UN Department of Peace Keeping Operations (DPKO) to know whether they will participate in the process.
- All the Air Carriers applicable have received an information letter requesting documentation to be provided to IATA for a pre evaluation.
- In the meantime, WFP HAS is in the process to evaluate data obtained from the humanitarian agencies concerning passenger and cargo quantity, route requests and other concerns within the aviation sector. WFP HAS and UNJLC are in close coordination to address the bottlenecks identified within this data.
2. Geographic Information Systems(GIS)
- Data Collection to prepare to updating of basic geographical GIS files within the GIS Working Group.
Eight partners have started to give there data to complete the data collection which has been decided during the last GIS working group meeting coordinated by UNJLC. Some of them do not have a GIS Unit (RVF, RVA, Office des Routes). Yet, they are interested in participating in the project. In that respect, they suggested to share their information and help the GIS working group in updating the Geodata base.
- Beginning of synergies within the GIS Working Group coordinated by UNJLC:
OSFAC-CARPE and RVF, the two major partners of the sub group working on the updating of the inland waterways, have started a study of the available information and GIS files, in continuation with an on going project.
Thanks to UNJLC coordination, OCHA GIS Unit and the UNDP Information Unit are starting a project related to map printing.
- Platform of information exchange and dissemination
The Infrastructure Division of the Ministry of Public Works and Infrastructures offered to put on the UNJLC website the map of the on going roads rehabilitation projects.
OCHA GIS unit also approved some of its maps being published on the UNJLC website.
To increase group partner’s clarity, links referring back to each partner’s respective sites or contact will be respected.
- Presentation of UNJLC GIS coordination project at the last HAG’s meeting.
During the last Humanitarian Advocacy Group (HAG) meeting on November 18th in Kinshasa, UNJLC presented the GIS current activities. UNJLC alluded to the importance of the GIS role in the management of the humanitarian crises. The GIS can allow an efficient management and a pertinent analysis of information compiled provided that their pre-conception stage be well structured, and standardized. The various steps in the building of the GIS Working Group, referred to in the previous bulletins and also current activities allowed us to bring about recommendations adopted by the HAG:
- To reinforce the UNJLC unit with a GIS technician and database.
- To clarify UNJLC role: a neutral platform of exchange and coordination and not a cartography unit intended in satisfying each partner’s needs.
- To assure a link and collaboration with the Humanitarian Information Centre (HIC)
- To maintain the existing capacities of the United Nations agencies GIS Units and to encourage the remaining institutions to join the Working Group.
The purpose is also to harmonize GIS actions (updating data, mapping), standards (geographical references, classification and codification), softwares and technical tools used by the various GIS Units.
For that purpose, the group will be enlarged with the involvement of other role players and humanitarian institutions willing to bring their support to the project (UNFPA, WHO, MSF, Belgian Technical Cooperation,).
3. ROADS
- UNJLC is in the process to gather data on road infrastructure in the DRC, various bodies have provided information, and further data will be given in upcoming bulletins: 80% of the DRC Roads Network is currently in poor condition. The network length is about 152,320 Km of which 7400 Km are urban roads and 86,615 are rural roads.
- Only 2, 801 Km are paved mainly on the Atlantic Ocean- Kinshasa axis/ Lubumbashi- Zambia Axis and in Province Orientale (Between Kisangani, Bukavu and Goma). - A road rehabilitation programme is being implemented with the support of various donors (World Bank, EU, DFID etc.). In this respect, the infrastructure unit of the DRC Ministry of public works has made available a map which gives an overview of roads rehabilitation programmes in DRC. 4. COORDINATION
- As a coordination platform, the UNJLC DRC is currently conducting a survey to get an overview of the DRC Humanitarian supply chain. This will serve as a support to the actions that will be set up by UNJLC. UN agencies and NGOs that have not yet replied are requested to do it as soon as possible. This info is urgently required and the completed forms can be emailed to drc.info@unjlc.org

The Meeting held at OCHA on November the 7th 2005 was a meeting of the “Comite permanent inter-agence (CPIA) - Interagency Permanent Committee” instead of “Interagency Standing Committee (IASC)”

1. AVIATION
- Les préparatifs de l’évaluation portant sur la sécurité aérienne en sont aux dernières étapes afin que la dite évaluation se déroule entre le 10 et le 20 Décembre 2005.
- Le contrat de service avec l’Association International du Transport Aérien (IATA) sera signé cette semaine (par le Programme Alimentaire Mondial au nom des Nations Unies).
- L’accord pour l’utilisation des fonds d’Intervention Humanitaire d’Urgence (Emergency Humanitarian Intervention EHI) en vue de financer la phase initiale de l’évaluation a été obtenu.
- Pour l’instant, il est prévu que l’équipe d’inspection soit composée de deux inspecteurs de la Direction Aéronautique Civile (DAC) de RDC, deux inspecteurs de IATA et un inspecteur du service aérien humanitaire des Nations Unies (UNHAS)
- UNJLC attend la réponse du Département de la Sécurité des Nations Unies (DSS) et du Département des Opérations de Maintien de la Paix (DPKO) des Nations Unies pour savoir s’ils participeront à l’évaluation.
- Tous les transporteurs aériens concernés ont reçu un courrier leur demandant la documentation à transmettre à IATA pour la pre-évaluation.
- Dans le même temps, WFP-HAS est en train d’évaluer les données reçues des agences humanitaires. Ces données concernent les volumes de marchandises, le nombre de passagers, les demandes de nouvelles dessertes ainsi que tous les autres sujets relatifs à l’aviation. WFP-HAS et UNJLC travaillent ensemble pour résoudre les problèmes identifiés grâce à ces données.
2. SIG (Systèmes d’Informations Géographiques)
- Collecte des données pour préparer les mises à jour des fichiers SIG dans le cadre du « GIS Working Group »
La collecte des données a démarré auprès de huit partenaires du « GIS Working Group ». Certains qui n’ont pas encore d’Unité de SIG mais qui veulent participer au projet, ont proposé de partager leurs informations et de travailler sur leur mise à jour (RVF, RVA, Office des Routes…).
- Début des synergies au sein du Working Group coordonné par UNJLC :
- Les deux partenaires principaux du sous groupes travaillant sur la mise à jour des voies fluviales (OSFAC-CARPE et la RVF) ont commencé à étudier les informations et les fichiers SIG disponibles, dans la continuité d’un de leur projets communs en cours.
- L’Unité SIG de OCHA et l’Unité d’Information du PNUD démarrent un projet concernant des impressions de cartes.
- Plate-forme d’échange et dissémination de l’information
- La Cellule Infrastructure du Ministère des Travaux Publics et Infrastructures a offert de mettre en ligne sur le site de UNJLC la carte des projets de réhabilitation des routes en cours.
- L’Unité GIS de OCHA a également donné son accord pour que le site web de UNJLC héberge une partie de ses cartes.
Dans le but d’augmenter la lisibilité des partenaires du groupe, des liens renvoyant sur les sites respectifs où des contacts seront respectés.
- Présentation du projet de coordination GIS UNJLC à la dernière réunion du HAG.
Lors de la dernière réunion du HAG (vendredi 18 novembre 2005) UNJLC a présenté les actions SIG en cours. L’importance du rôle des SIG dans la gestion des crises humanitaires a été évoquée. Les SIG peuvent permettre une gestion efficace et une analyse pertinente des informations de terrain compilées sous forme de base de données pour peu que leur conception en amont soit bien structurée et standardisée et que les données soient fiables. Les différentes étapes du montage du GIS Working Group ainsi que les actions en cours nous ont permis de dégager des recommandations entérinées par le HAG :
- Renforcer l’unité UNJLC avec un technicien SIG et base de données.
- Lever l’équivoque sur le rôle de UNJLC : plateforme neutre d’échange et de coordination et non unité de cartographie destinée aux besoins individuels de chaque partenaire.
- Assurer le lien et la collaboration avec un Centre d’Informations Humanitaires (Humanitarian Information Centre HIC) dont la création est en cours de discussion.
- Conserver les capacités GIS existantes des Nations Unies et encourager les organisations restantes à intégrer le Working Group.
Le but est également d’harmoniser les actions (mises à jour, cartographie), les standards (références géographiques, classifications, codifications) et les logiciels utilisés des Unités SIG.
A ce titre, le groupe sera élargi en intégrant également d’autres acteurs et agences humanitaires qui souhaitent apporter leur soutien au projet (UNFPA, OMS, MSF, Coopération Technique Belge…).
3. ROUTES
- UNJLC est en train de collecter des informations sur le réseau routier en RDC. Différents acteurs ont été rencontrés et ont fourni les informations suivantes à UNJLC, elles seront complétées dans nos prochains bulletins.
- Le réseau routier national, actuellement en mauvais état a 80% totalise 152320 Km dont 7400 Km de voiries urbaines, 58 305 Km de routes d’intérêt général et de 86615 Km de routes d’intérêt local. Seulement 2801 Km de routes sont revêtues principalement sur les axes Océan Atlantique- Kinshasa/ Lubumbashi- Zambie et sur des tronçons situes en province orientale (entre Kisangani, Bukavu et Goma).

- Un programme de réhabilitation des infrastructures routières est en cours en RDC, différents bailleurs de fonds (DFID, UE, Banque Mondiale etc.) supportent ce programme.
- La cellule infrastructure du ministère des transports a transmis à UNJLC une carte donnant une vue d’ensemble des projets de réhabilitation d’infrastructures routières par bailleur de fond. Cette carte est disponible sur http://www.unjlc.org/UNJLC/DRC/36061/

4. COORDINATION
- UNJLC RDC est actuellement en train de mener une étude sur la logistique des organisations humanitaires opérant dans le pays. Ces informations serviront de bases aux actions que UNJLC mettra en oeuvre. Les agences des Nations Unies ainsi que les ONG qui n’ont pas encore renvoyées leurs données sont priées de leur faire via drc.info@unjlc.org
