SECURITY
South Darfur: The security situation has been calmer during the past week with minor movement of JEM forces in the Gerieda area but limited incidents reported. UNDSS are continuing to assess the three main truck routes for UN movement. The Nyala - Manawashi - Fasher; Nyala - Kass - Nertitie - Zallingi - Geneina; and Nyala - Labado - Muhajaria - Ed Daen routes remain No-Go.

The increased stock of blankets and plastic sheeting is largely because of ODFA-donated direct flights into the Darfurs. However, these flights have been suspended until 1 June due to contractual difficulties with the carrier.
Four OFDA flights arrived in El Fasher last week. Plastic sheets from one flight were stored at the El Fasher CARE warehouse prior to distribution; the remaining plastic sheets from an additional flight along with blankets from the other two flights were trucked to Nyala.
South Darfur: The 1,260 rolls of plastic sheeting that arrived on two OFDA NFI flights last week have been dispatched for emergency distributions in Nertitie, Abu Abujura and Kora Abache. UNICEF has advised that 14 of the total 23 containers of plastic sheeting that have been delayed in Port Sudan are en route to Nyala with arrival expected 1 June.
West Darfur: The long-awaited arrival of mosquito nets in El Geneina has prompted a meeting between UNJLC, WHO and UNICEF to discuss the allocation of the nets according to gaps in last year's distributions along with the health standards and needs among vulnerable IDP's.
SCF-US is carrying out distributions in the last three remaining locations in the Southern region of West Darfur, thereby completing the NFI distributions in the area expected to be most affected by the imminent rains. UNJLC is awaiting action from other implementing partners to complete distribution in the Northern region of West Darfur, which will also become inaccessible during the rainy season.

CARE has been very busy over the past week, continuing to compensate where possible for the lack of the NFI aircraft whilst it is undergoing maintenance. During this time, until the aircraft is operational in early June, agencies are requested to work closely with CARE and UNJLC and ensure that procedures for transports NFI's are strictly followed to avoid any negative effects on transport planning.
South Darfur: Agencies are advised that NFI's destined for field locations that are loaded in Nyala must all be available for uplift at one location. Additionally, destinations for all items must be clearly stipulated before departing Nyala to avoid any confusion upon arrival.
AIR OPERATIONS
The AN12 aircraft dedicated to NFI transport may return to Khartoum from major planned maintenance as early as Wednesday 1 June. The Sudanese authorities will need approximately 48 hours to complete inspections before the aircraft is reinstated as operational.
Maintenance continues on the Nyala runway, with a potential closure scheduled for three days next week to complete work on the middle section. Two proposals have been submitted by the aviation authorities in Nyala to the Civil Aviation Authorities in Khartoum regarding the work. However, at time of writing, an official Notice to Airmen (NOTAM) is yet to be released.
North Darfur: Four OFDA flights arrived in El Fasher last week carrying NFI's for the common pipeline. The next set of seven flights, one carrying plastic sheeting and six flights carrying blankets will begin arriving on the 31st May.
South Darfur: With repairs continue on a portion of the Nyala runway, the OFDA flights will continue to be routed into El Fasher until further notice.

West Darfur: The price of diesel and kerosene remained stable this week while petrol remains very high.
LOGISTICS ASSESSMENTS
South Darfur: UNJLC expects to complete the assessment on transport rates in Nyala this week. The comparison between companies will take into account vehicle type, destination and cost per truck load/respective destination.
West Darfur: The following results of several assessments were posted on the UNJLC website this week:
- Access forecast map of West Darfur outlining the corridors that are most likely to be inaccessible during the rainy season.
- An overview of casual labour rates in El Geneina. Examples of casual labour include porters, warehouse assistants and loaders/off-loaders of cargo.
- Average transport rates for the dry season based on a May 2005 survey of 19 International NGO's in El Geneina.
UNJLC expects to complete the fuel survey in El Geneina by next week. The aim of the survey is to provide an overview of local fuel providers along with recommendations to improve the local fuel capacity and quality. Preliminary results show that most agencies have been paying 44,000 - 45,000 SDD per drum of good quality diesel while local prices vary between 38,000 - 47,000 SDD per drum. Final results will be posted on the UNJLC website once available.
The Electricity Corporation in El Geneina received five additional tankers carrying fuel last week. This provides enough stocks to supply electricity for the next two months. They anticipate that repairs to local power generating plant will be completed by the end of May and electricity in El Geneina town will resume normal working hours of 8pm - 12pm every other day.
ACTED reported that they have received additional heavy equipment for their road rehabilitation project in West Darfur. Gabions, which will be used to improve selected Wadi-crossings on the roads to Habilla and Masterei, are expected to arrive in Port Sudan by the end of this month with an ETA of end June in El Geneina.
MISCELLANEOUS
The convoy of most of the ECHO-funded vehicles, facilitated in part by UNJLC in co-operation with OCHA and UNDSS, left from Jebel Awlia, about 40 km outside Khartoum, on 28 May, 2005, arriving in El Obeid at 1815hrs. The journey from Khartoum to El Fasher is expected to take four days via El Obeid, En Nahud, Wad Banda and Um Kadada. Transit time for those vehicles destined for Nyala is expected to be another day, with vehicles for El Geneina expect to take two days from El Fasher.
Most of the vehicles not deployed to the Darfurs on this convoy travelled to the region in convoys organized by major international NGO's the previous week or were flown there commercially. Few of the 70 vehicles allocated to local and NGO's are thought to be still in Khartoum.
UNJLC may assist the Humanitarian Assistance Commission with the transport of those vehicles allocated to their operations to the Darfurs.
